HomeMy WebLinkAbout16216 1 RESOLUTION NO. 16,216 2 3 A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF 4 LITTLE ROCK, ARKANSAS, TO APPLY FOR, AND UTILIZE, 5 FEDERAL-AID RECREATIONAL TRAIL PROGRAM FUNDS FROM 6 THE ARKANSAS DEPARTMENT OF TRANSPORTATION FOR KANIS 7 PARK IMPROVEMENTS; AND FOR OTHER PURPOSES. 8 9 WHEREAS, the Arkansas Department of Transportation has issued a call for Recreational Trail 10 Projects from member jurisdictions for Federal Fiscal Year 2023, and the City of Little Rock, Arkansas, 11 will submit Kanis Park Improvements for consideration of grant funding; and, 12 WHEREAS, the Board of Directors understands that, if selected, Federal-Aid Surface Transportation 13 Program Funds are available at 80%Federal participation and 20%local match for the project;and, 14 WHEREAS,the Board of Directors understands that Federal-Aid Funds are available for this project 15 on a reimbursable basis, requiring work to be accomplished and proof of payment provided prior to actual 16 monetary reimbursement,and, 17 WHEREAS,the Board of Directors has vetted the project and supports its submission to Metroplan; 18 and, 19 WHEREAS, this project, using Federal Funding, will be open and available for use by the general 20 public and maintained by the applicant for the life of the project. 21 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 22 OF LITTLE ROCK,ARKANSAS: 23 Section 1. The Board of Directors hereby agree to include the local match requirements within its 24 budget for Federal Fiscal Year 2023 and subsequent years as necessary. 25 Section 2. The Board of Directors will participate in accordance with its designated responsibility, 26 including maintenance of this project. 27 Section 3. The Mayor or City Manager is hereby authorized and directed to execute all appropriate 28 agreements and contracts necessary to expedite the construction of the above stated project. 29 Section 4. The Board of Directors pledges its full support and hereby authorizes the Arkansas 30 Department of Transportation and Metroplan to initiate action to implement this project. 31 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 'Page 1 of 21 1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 2 resolution. 3 Section 6. Repealer.
