HomeMy WebLinkAbout16209 RESOLUTION NO. 16,209 2 3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO. 4 15,034 (AUGUST 6, 2019), TO AUTHORIZE THE CITY MANAGER TO 5 AMEND THE CONTRACT AMOUNT WITH MCCLELLAND 6 CONSULTING ENGINEERS, INC., IN AN AMOUNT NOT TO EXCEED 7 SEVENTY-SIX THOUSAND, ONE HUNDRED DOLLARS ($76,100.00), 8 FOR ENGINEERING AND DESIGN SERVICES FOR THE MARKHAM 9 STREET PEDESTRIAN AND SAFETY IMPROVEMENTS PROJECT; 10 AND FOR OTHER PURPOSES 11 12 WHEREAS, it is desirable to provide Engineering Study and Design Work for new sidewalks on 13 Markham Street, from Kavanaugh Boulevard to Pine Street, where sidewalks are either inadequate or not 14 provided to provide for pedestrian needs in the area;and, 15 WHEREAS, McClelland Consulting Engineers, Inc., was selected through a Statement of 16 Qualifications process,Bid No. 18179,to provide Engineering Design and Survey Services for the proposed 17 project in Ward 3; and, 18 WHEREAS, on August 6, 2019, the Board of Directors adopted Little Rock, Ark., Resolution No. 19 15,034 to authorize an agreement with McClelland Consulting Engineers,Inc., in an amount not to exceed 20 One Hundred Twenty Two Thousand, Five Hundred Dollars ($122,500.00) for the design of Markham 21 Street Sidewalks from Kavanaugh Boulevard to Pine Street;and, 22 WHEREAS,on July 18,2023,the Board of Directors adopted Little Rock,Ark.,Resolution No. 16,052 23 to express the willingness of the City of Little Rock,Arkansas,to utilize Federal-Aid Surface Transportation 24 Program Funds from Metroplan for Markham Street Improvements, from South Cedar Street to Pearl 25 Avenue;and, 26 WHEREAS,On September 13,2023,the City of Little Rock was notified of an award of One Million, 27 One Hundred Thousand Dollars ($1,100,000.00) in CARTS 2024 Surface Transportation Block Grant 28 Funds by the Metroplan Board of Director for the construction of a portion of the Markham Street Road 29 Pedestrian and Safety Improvements;and, 30 WHEREAS, the Federal-Aid Grant award conditions will require the City's contracted consultant to 31 provide an environmental clearance documentation for the project corridor, provide exhibits for any 32 necessary rights-of-way or easements and develop final plans dividing the project into two(2) phases and 33 meeting the requirements of the grant conditions. (Pagel of 21 1 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 2 OF LITTLE ROCK,ARKANSAS: 3 Section 1. The City Manager is hereby authorized to execute an amendment to the agreement with 4 McClelland Consulting Engineers, Inc., to provide Engineering Design and Survey Services for the 5 Markham Street Sidewalks, from Kavanaugh Boulevard to Pine Street, in amount not to exceed Seventy- 6 Six Thousand,One Hundred Dollars($76,100.00), for an increased total contract amount of One Hundred 7 Ninety-Eight Thousand, Six Hundred Dollars($198,600.00). 8 Section 2. Funding for this contract will be from Street Fund Special Projects,Account No. S40B631. 9 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 10 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 11 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 12 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 13 resolution. 14 Section 4. Repealer.
