I am sitting on another Verizon application to build a 150+/- tower 3,800 +/- feet southwest of this site that was filed by Bracewell -Giuliani out of Dallas. I have told these folks the same thing. Verizon needs to get its act together and get with us. This is absolutely out of control. I am going to hold your WCF application until I hear back from you. You have asked me to explain whether, and if so, why, we need all three of the Ivesville, Pankey and Trinity Presbyterian sites. Please note that the closest distance between any of these sites is no closer than seven -tenths of a mile. Therefore, these sites are not really all that close, although they are probably closer than most of our sites in Little Rock. There are several features at work which make the geographic area where the Ivesville site will be located unique. We are attaching hereto aerial maps which highlight these features. As you will note from the maps, and as you are aware from your personal knowledge of this area, this geographic area has very uneven topography. This very uneven topography results in substantial signal blockage across the landscape, and requires a more dense concentration of communication facilities than would be required with a level topographic landscape. As you will also note from the topographic maps, and from your personal knowledge of this geographic area, the area contains a very dense human population and heavy traffic which requires more telecommunications facilities. Also please keep in mind that we have been required to be very creative in locating the Ivesville site given the significant zoning limitations imposed by the Little Rock zoning ordinance. We have been required to use a short structure, and we are also using a special design, being sensitive to aesthetic considerations based on our communications with and feedback from the city. We could utilize fewer sites if we could build them 250' tall. I am also attaching hereto two propagation maps. One map shows the coverage with the Pankey, Trinity Presbyterian and Ivesville sites functioning concurrently. The second map vividly illustrates the coverage void with the Pankey and Trinity Presbyterian sites operating without the Ivesville site. While the administrative review applications for these sites have been filed by different representatives of Verizon Wireless, I can assure you based on my personal knowledge that the site layout network has been designed by the same Verizon Wireless engineers, and for the above reasons, all three of these sites are very critical to our client's being able to provide service to the public.
