Dear Mr. Brown:
In your undated letter to me, I assume you were writing to me as a member of
the Planning Commission. You should know that my term has expired and Mr.
Troy Laha has replaced me.
However, I am concerned about the assumption you seem to make in your letter
about "your, plan to help Entergy ... ". Let me assure you that I, personally, am
not helping Entergy do anything whatsoever.
Moreover, it is not the job of the Planning Commission to help anyone do
anything.
Any citizen, individual or corporate, can apply to have the zoning on a property
changed. The Planning Commission is obligated to review that request and
decide whether it wants to recommend the proposed change to the City's Board
of Directors. The City Board has final authority on any zoning change.
The Planning Commission does not advocate a change nor does it "help" anyone
applying for a change just because such a zoning change is applied for.
I hope this clear up any misunderstanding about the role of the Planning
Commission. Please call me if I can be of further assistance.

Dear Board Members:
I am writing concerning the power sub station that is being presented before you to be
built on Colonel Glenn Road. I understand that no wants a sub station in his or her back
yard. We've learned to live with power lines cutting across our lives and property but a
power sub station so close to our homes bring up many red flags.
All of us suffer the adverse effect of electrical pollution. The closer you are to the source,
the more health problems you experience. Such as, headaches, chronic fatigue syndrome,
fibromylgia, memory loss, birth defects, tremors, muscle spasms, dizziness, insomnia,
altered reflexes, anxiety, depression, foot and leg pain, muscle and joint pain, numbness,
tingling, and flue like symptoms. These are just some of the things electrical pollution
can do to the human body. At the cellular level we are electrical beings. The human brain
speaks two languages, chemical and electrical. Chemical pollutants poison us all and so
does electrical pollution.
I personally have experience many years of these symptoms coming from my clients in
my massage therapy practice and in my own life.
The human body is extremely sensitive to electromagnet fields and radiations. People are
sick who don't seem to be at risk. Why? Studies have shown exposure to high
frequencies cause heart problems, strokes, miscarriages, and psychological and
neurological problems. Europe has had tough restrictions about acceptable levels of radio
frequency for over 50 years.
I know there are needs for power sub stations. We all enjoy the benefits from them, but
there should be strict regulations on where they can be built. I moved to the "country" for
peace and quite. I enjoy watching the deer and other wild life from my deck. I can sit out
side and listen to the creek as it is headed toward its destination.
To put a sub station that close to my home will decrease the valve of my property and
destroy all the reasons why I choose to live at this location. I ask that you will put your
self in my position and say NO to Entergy.

Dear Mr. Jones:
At first I thought it was a joke but soon realized that an electric substation in my friends'
backyard was a very real threat. Sue Ann and Howard Stephens have labored long and
hard on their private property on Colonel Glenn Road. Their beautiful home and
surroundings are a testament to their labor of love and the pride with which they maintain
it.
A hideous substation practically in their backyard would not only be a danger and an
eyesore, it would rob the Stephens of much of the value of their property. Should they
ever have to sell their lovely home, the substation would make the sale very difficult if
not impossible. Would you want one in your backyard?
I hope and pray that Entergy will reconsider the ill-conceived notion of placing the
substation in a residential area, when many non-residential sites are available. Does
Entergy have such careless disregard for all their customers, their quality of life and
private property rights?

Dear Mr. Carney:
We own a home on Cooper Orbit Road just off Col. Glenn Road. We have 2 horses boarded at Meadow Creek
Farm which runs between Col. Glenn and Lawson Roads. One corner of it is very near a proposed site for the
new Entergy substation between Col. Glenn and Lawson Roads. We are opposed to that location for the
possible health risks, environmental, ecological and esthetic issues, as well as the likely possibility of
decreasing our property valuation. In addition, locating it in a floodway seems to be an extremely hazardous
site in case of flood! Just today, after heavy rains last night, Blue Springs Creek which runs through that area
has overrun its banks. This is a common occurrence in that site.
We appreciate the need for additional power in this part of Little Rock - we quite often lose power at all times of
the day and night.
We believe that an alternate proposed site at the former rock quarry on Lawson Road is a much more suitable
location. It is not near the many homes and farms that are adjacent to the Col. Glenn site. When you weigh it
against any of the other proposed sites, the rock quarry area is, without a doubt, less invasive and safer for
humans and animals.
We hope you will do the right thing and lend your support to the rock quarry for this new substation.

Entergy Conditional Use Permit
The news that Entergy Corporation has requested a conditional use permit which would
allow the construction of an electric substation ADJOINING our property has been the
worst news we have ever had, affecting both our physical and mental health. An electric
substation next door to us, or next door to anyone anywhere, will drastically lower
property value, lower quality of life, threaten many health issues with mechanical noises,
lights and constant disturbances to keep dogs barking at night. In general, it would give
us a depressing home and neighborhood in which to live out our retirement years. After
working until we are now in our 70's, we would have this intrusion which would destroy
our peace of mind in our last years! We appeal to each one of you to drive up to the
fence at an electric substation, turn off your car motor and either get out or just open your
window and listen. Would you want to hear that humming noise every minute of every
day for the rest of your life? Especially since the present environment is totally peaceful
with no cars passing --- only the birds, frogs and rippling brook.
Research about the safety of electric substations has shown that substation fires and
explosions present tremendous difficulties to battle. The 3.2 acre site off Colonel Glenn
Road contains a 12" high pressure natural gas transmission pipe line running across the
property. The site is squeezed in among homes and if a fire or explosion should occur,
which seems to be not an uncommon occurrence at substations, the houses, which
includes our home, are situated on hillsides and in a valley and could burn in a flash.
Furthermore, every electric substation we have seen is situated directly on a main road
where fire could be somewhat contained; however, this proposed site is surrounded by a
hillside, trees and grass, is about 600 feet off a paved road, across beautiful McHenry
Creek and in the 100 year floodplain! Our local volunteer fire department is not
equipped to fight a fire of this nature and we have a "Burn Ban" in effect much of the
time.
Most people have never given any thought to an electric substation because they are so
unsightly and you really don't want to think about them at all. Only a few people in the
room at the Planning Commission hearing will be familiar with the workings and
dangers of an electric substation. Some people argue that electric substations present no
health threat to people or animals, but many of the general public are convinced that a
substation IS detrimental to health and they would not offer to buy our property if we
wanted or needed to sell. Please consider if you would be willing to take this chance with
your family? Various articles relating to the EMF controversy indicate public utilities do
claim they DON'T KNOW if EMF is dangerous but simultaneously state there is
nothing to worry about!
In our 30 years at this location, we have fought brush fires, watched McHenry Creek
flood and carry away everything in its path, but nothing has ever been as scary to us as
what Entergy's proposal suggests doing to our health and our future. Please review the
enclosed articles and we pray you recommend a NO PASS to this proposal.

Substation burns for hours after explosion

When the lights flickered, some people thought it was a momentary power outage but when they
looked to the sky, they knew something was wrong.
Mishawaka Police Corporal Mike Thompson heard the initial explosion. He says, "I looked up and
saw the smoke billowing and actually flames going up about 150 -feet or so."
First to the scene
Thompson and his partner raced to the scene. "We were the first emergency workers to arrive. We
got about maybe 150-200 feet away from the flames and at that time very intense and again, going
about 150 -feet plus up. There was no way you could get very close to it because of the intense
heat. '
Cpl. Thompson used a new police department digital camera to get some close-up pictures of the
fire.
"I've been to a few fires before and this is definitely the hottest one. It was hot enough that the rigs
that they have, metal rigs were already starting to warp, and some of it was white-hot," says
Thompson.

No one had to be evacuated or was injured in the explosion.
The fire burned for about six hours. During that time multiple

Firefighters couldn't attack the fire for a few hours because of
the fear of electric shock. "We have automatic switching
devices that reroute the power supply so our customers can
keep receiving their power," said AEP spokesman David Mayne.

Firefighters threw foam on the source of the fire after AEP eventually de -energized the site.
According to officials the fire was finally extinguished around 4 PM.

What ignited the blaze?
The initial boom from the explosion sounded somewhat like a lightning bolt according to some
witnesses but there's still no word on what caused the fire. StormTeam 16 meteorologists couldn't
detect any lighting strikes in St. Joseph County around the time the fire broke out.

Substations are large, ugly and dangerous
I'm a Los Gatos resident whose home lies very close to the Pacific Gas &
Electric Co.'s proposed Vasona electrical substation_ The proposed project
belongs in an industrial area, not a residential area.
Substations are large, ugly, and dangerous. A good example of this is the
EI Patio substation off Hamilton Avenue on Creekside Way near Los
Gatos Creek.
At the proposed Vasona substation, transformers will rise to a height of 45
feet, equal to a three-story office building. The substation will cover 70-80
percent of a three -acre site. This site is large enough to house up to 12
transformers and will also hold a large oil -collection basin in case of a
disaster.
How would you like that in your back yard?
I wouldn't, and neither would the residents of the Charter Oaks
Townhouses whose development abuts the proposed substation. They'll
have great views of the transformers and the oil -collecting basin from their
second -story windows.
More seriously, transformers can result in fires and explosions—a danger
not only to residents of Charter Oaks, but to everyone in the surrounding
area.
I suggest PG&E exchange its current property for another site in an
industrial area, such as the Caltrans property near Highway 85. PG&E, in
its application, suggested an alternative would be to expand the El Patio
and Saratoga substations.
Why run the risk of fires and explosions in family neighborhoods when
superior options exist? The town and the Public Utilities Commission
need to hear the concerns of local residents before they allow this
substation to be built. They need to consider reasonable alternatives and to
carefully consider whether they wish the fabric of our neighborhoods to be
damaged unalterably by this development.
The zoning of this area has been changed since PG&E originally
purchased the property in 1973. Consistent with the development plan of
the Town of Los Gatos, only residences and offices now occupy this entire
area_ Allowing an electrical substation at this location now, 24 years later,
would revert this property back to an industrial zoning. This is strictly
incompatible with the past and present direction of all town councils.

Dear Commissioners and City Directors,
I have been following with interest the events leading up to the Public Hearing before
the Planning Commission scheduled for Thursday May 11th regarding a Condition Use
Permit filed by Entergy. I am shocked and disappointed that staff has recommended
approval of this item with no mention of the opposition of several property owners in this
valley and concerned citizens.
This valley is within 4/10 of a mile of the city limits and staffs report is treating it as
"undeveloped." This is a valley where some residents have lived in for over thirty years
and others in recent years have purchased land and built their dream homes. This
valley is filled with people of all ages and walks of life. The Colonel Glenn valley is host
to a variety of activities that represent the fabric of the American life and dream. To
name a few:
E Children board and ride their horses,
children from the Arkansas school for the deaf have experienced their first ever
hayride in this valley and this continues to be an annual event organized by a
local deaf youth ministry
Nieces, nephews, cousins, grandchildren play in this valley
Family reunions and activities take place in well -kept open spaces/fields
A wedding reception was held here, under 80 year old walnut trees,
Family and friends barbeques are a common occurrence
Introducing a sub power station to an established residential area will ruin it
aesthetically and economically. The presence of a sub power station will inhibit future
residential development, lower property values of existing homes and properties and
thus decrease tax revenues for the county and city and invite unnecessary and
inappropriate commercial or industrial development. It only takes the introduction of
one non -conforming use to invite others.
Furthermore, I am aware of the safety hazards the presence of the sub power station
will pose to this area. The Colonel Glenn valley is frequently under a bum ban and a
mishap with a sub power station would without question devastate surrounding homes
with only a volunteer fire department to fight a fire that would sweep through this valley
in a matter of minutes. Some of the land in this valley is in the flood plain and with the
rain events such as we have had in the last couple of weeks, the presence of a large
structure in the flood plain guarantee that at least four residences will be flooded. Who
will compensate the residents for property damage and loss of property value?
Finally, according an article in the Arkansas Democrat Gazette, March 10th, Entergy
reviewed 5 sites for a sub power station. According to this article, the demand for power
is largely needed at the 1-430 and Colonel Glenn exit area. If the demand at this
intersection will "increase by 80% by the year 2011 as a result of the introduction of the
Rave theatre 3 car lots, and proposed shopping centers„ why is Entergy not building
here? I have learned it is because the cost of the land is too high for Entergy to
purchase this site. Why didn't Entergy purchase this land ahead of time?
Understandably, Entergy wants the "least expensive" site. Entergy's preferred site
(which is site B according to the article) is the MOST DETRIMENTAL for the city of Little
Rock and its citizens. The article further quotes Greg Grillo as saying "your lights are
going out ... there won't be enough output to meet the demand." This statement is
indicative of poor planning and a lack of forward thinking and action on behalf of
Entergy Corporation.
Site "B" is the most inhabited and residentially developed of all the sites reviewed. It is
the most desirable site for further residential development because of its beauty and
proximity to the city. As a citizen of this beautiful city and a neighbor and customer of
Entergy, I have serious concerns about this issue. A vote yes to the conditional use
permit would reward poor planning and a failure of Little Rock Planning Commission to
promote careful and thorough planning and development and to protect the beauty that
makes this a "city in a park." Each of the other four sites has fewer families to put in
harms way and would be the least destructive to the environment.
A vote NO to the conditional use permit would be most in keeping Little Rock's Planning
and Development mission statement:
"To enhance the quality of life for the citizens of Little Rock by providing a
Department which encourages quality growth, development and
redevelopment and the stabilization of neighborhoods through a
concentrated effort of planning, land use controls, Historic Preservation,
permitting and enforcement. "
A vote yes to the conditional use permit for the Colonel Glenn valley would defy the very
purpose and intent of the planning and development mission statement.
Entergy has other options and I hope that Little Rock and Entergy can come to an
agreement that is a win/win for both the citizens of Little Rock and the "neighbors and
community" that Entergy boasts of on its website.

On behalf of my client, Entergy Arkansas, Inc., I am submitting the enclosed application for a Conditional
Use Permit on a 3.28 acre tract at 14250 Colonel Glenn Road. This property is currently zoned for
residential use. It is in Pulaski County but within the city of Little Rock's planning jurisdiction. Planned
commercial and residential development in the surrounding area necessitates Entergy's expansion of their
facilities to adequately serve this area in the future.
The property is located along an existing Entergy 11 5k transmission line approximately 650 feet south of
Colonel Glenn Road and approximately the same distance north of Lawson Road. It has no frontage and
minimal, if any, visibility from either road. Access will be by private drive off of Colonel Glenn Road. A
portion of the site falls within the 100 year Flood Plain. Base flood elevation for the site is 355 feet. The
lowest point on the property is 353 feet and the highest is 359 feet. The subject property is not located
within a subdivision where a bill of assurance would be applicable.
All concerned with this proposed project feel that this is an excellent location because of it's proximity to
the existing transmission facility and it's minimal impact on the aesthetics of the area.

ENTERGY SUBSTATION CONDITIONAL USE PERMIT
April 20, 2006
1. Un -platted acreage tract not covered by a Bill of Assurance:
This has been filed with the City of Little Rock Planning Department.
2. Provide a detailed explanation of proposed substation; elements, height, etc.
The proposed site is for a nominal 230 feet by 174 feet fenced area. The substation
graded and graveled berm (pad) will extend outside the fenced area approximately 5
feet (all around) and there is a proposed parking area on the north end of the station at
the entrance road and gates. The substation 115kV high voltage dead-end structure
top will be approximately 60 feet above existing/initial site grate (which includes a
nominal 57 feet tall structure). The shield -wire height is projected to be at 60 feet and
the conductor height is projected to be 45 feet above the initial site grated. Two to six
individual 90 feet tall steel poles may be needed for Lightning protection (the number
will depend on a lighting protection and shielding study that will be done once the
final design is completed). Low voltage structures will be less than a nominal 35 feet
above initial grade.
The existing Transmission Line Poles, conductor, and shield -wire heights are a
follows:
■ Structure 29 is a three wood pole structure consisting of two 80 foot poles plus
one 75 fool pole. The transmission line conductor is approximately 51 feet
above grade and the transmission shield -wire conductor is approximately 69
feet above grade.
■ Structure 30 is a two wood pole structure consisting of two 65 foot poles. The
transmission line conductor is approximately 45 feet above grade and the
transmission shield -wire conductor is approximately 55 feet above grade.
3. Proposed Substation setbacks from property lines:
The property line setback on the plat will be 30ft. This will allow for the undisturbed
area of 21 feet on the South boundary and 24 feet on the West boundary as requested
by the city.
4. Proposed Substation Fencing:
Code requires that new substation fencing, for safety and security, be 8 feet in overall
height. The propose substation fence will be 7 feet chain link fabric plus 1 foot
barbed wire (total of 8 feet).
5. Proposed Substation Lighting:
To satisfy neighborhood concerns, normal service night (dark -sky) lighting that point
down would be installed for security purposes. Flood lighting will be installed which
will only be turned on and used for emergency and worker safety lighting when
necessary.
6. Access Drive from Colonel Glenn is to be paved:
It is proposed that the drive be paved from Colonel Glenn to the first entrance gate.
A waiver will be requested for the remainder of the road. The road will consist of
packed gravel built above the 100 year flood plain.
7. Provide detailed explanation of why this site was chosen.
The area located west of I-430 and along Colonel Glenn and Lawson Roads is
developing rapidly with commercial and residential electrical loads. Electrical loads
in this area are estimated to expand by 20 to 25 MVA (which represents 80% electric
load growth) within 3 to 5 years. Due to westward expansion and the large load
growth expected in the area a substation is needed west of the I-430 and Colonel
Glenn intersection.
The existing substation serving this area is 3 miles to the east of Colonel Glenn and
I-430 and is nearing its capacity. Construction of a new substation in the Colonel
Glenn and Lawson Roads area will alleviate the expected overloading at existing
substations and allow for better reliability of service. Commercial and residential
electrical load growth west of I-430 would be accommodated for many years.
Service reliability would be vastly improved with extended electrical outages being
all but eliminated for 1St contingencies on the distribution system for the areas west
of the I-430/Colonel Glenn corridor.
Due to increasing and rapid development in the area, adequate and sufficient parcels
of land suitable for an electrical substation in the vicinity of existing 115 kV
transmission facilities is limited. The preferred substation site is directly under the
existing Transmission line, and in between (about 800 feet) the two Distribution
feeder lines presently serving the area. This location would have the least amount of
added electrical lines of all the options considered, which makes it the most reliable
and cost effective solution. It also has the lowest environmental impact due to the
minimal tree clearing required.
The Quarry site is 4200 feet to the west of the existing Transmission line and an
additional 1500 feet to the Colonel Glenn Distribution feeder. The additional mile of
Transmission and Distribution lines makes this option less reliable, more costly, and
has a much more negative environmental impact than the preferred site. This site
would likely require condemnation proceedings based on statements from
landowners that Entergy could not cut any trees on their property.
Also, Arkansas Public Service Commission (Commission) standards have been
established by the Commission in specific cases over the years. Regarding filing of
proposed facilities, the Commission will inquire into the general reasonableness of
the propose project. The Commission will consider evidence of the aesthetic and
environmental impact of the project and its impact on other property uses. The
Commission will also consider the possible consequences to public health and safety.
Finally the Commission must determine whether the utility has established a need for
the facility and has made the most economic and prudent decision.
8. Provide explanation of possible effects on neighboring residents from
electrical current.
This question appears to refer to the issue of EMF (Electric and Magnetic Fields). It
should be noted that there is no scientific proof that there is an effect on humans from
EMF and thus there are no regulations regarding allowed levels. Due to this lack of
guidelines, Entergy works to minimize the EMF from our facilities whenever
practicable. With the proposed substation site under the existing transmission line,
the only measurable increase in EMF would come from any additional lines that
would be required. The EMF from these distribution lines would be the same as from
any other line not near a substation. If the new substation were constructed in a site
not under the current transmission lines then there would be an increase in EMF from
the new transmission lines that would be require - thus, on the proposed site, minimal
to no measurable increase.
9. Describe what noise will be produced by the proposed substation:
Our primary transformer supplier advises that the Entergy's present transformer
specifications require inherently low noise transformer units.
If someone is going to be at least 300 feet they will experience transformer sounds
not much louder than a library and quieter than a "quiet Office" environment. Sound
levels fall off with distance traveled. In general, transformer noise will not be
noticeable, if audible, above ambient noise at the substation fence line and cannot be
heard at all at a distance of 300 feet.
10. Provide explanation of measures taken to protect adjacent gas transmission
line.
Centerpoint has visited the site and states that the DL — 38 gas line is buried
approximately 5 ft. below ground. The line (flows gas north across Colonel
Glenn Road to its regulator station. This is not a disconnection point for gas flow
in a contingency event. Initial feedback is that Centerpoint does not believe the
substation poses a problem provided Entergy does not impede access to its line
(concrete pad over the main). Entergy's design of the substation layout will not
violate Centerpoint's easement or pipeline integrity.

The site is outside of the Little Rock city Limits. A joint meeting was held with the
Little Rock Fire Chief Kerr, Assistant Chief Larry Tyner, Crystal Valley Fire District
#24 Chief Gary Boyle, Andy Traffenstedt, Deputy Director Pulaski County Office
of Emergency Management and Bill Muehsam-Emergency Response Manager,
Pulaski County Office of Emergency Management. Based on negotiations with the
Arkansas State Emergency Response Commission, the Commission decided to
exempt reporting of dielectric fluids contained within oil -filled electrical equipment
from the Emergency Planning and Community Right -to -Know Act Tier II reporting.
The basis for this decision was largely due to the fact that any emergency response
action on the part of municipal or volunteer fire departments would be at the direction
of Entergy electrical workers.
Enter 's oils ill response strategies
Entergy's management strategy relies upon early detection of abnormal operating
conditions in a substation that could be indicative of an oil release, ready availability
of absorbents and other materials or tools for initial containment of the oil spill by
electrical workers, and rapid mobilization of spill response contractors to the site to
complete contaminant removal and restoration. As with catastrophic fires in
substations, catastrophic releases of dielectric fluid from substation equipment that
impact waterways are rare. A question was posed by Pulaski County OEM
representatives as to the likelihood of an oil discharge impacting adjacent residences.
Due to the proposed location being within the flood plain and lower in elevation than
the houses in the area, such a scenario would be unlikely.
Entergy will provide copies of substation safety awareness video for emergency
responders training and arrange for periodic electrical safety/refresher training to the
Volunteer Fire District. Entergy will also host officials of the Crystal Fire District,
Little Rock Fire Department and Pulaski County Department of Emergency Services
to tour the Entergy Distribution and Transmission Operations Centers in Little Rock
to provide a better understanding of how Entergy handles electrical outages and/or
catastrophic electrical events. Included in this tour will be detailed discussion of
procedures on how Entergy de -energizes transmission and distribution lines
entering/leaving a substation plus explanation of the 24/7 monitoring equipment
installed in the substation. Entergy can de -energize a substation within 5 to 7 cycles
(60 cycles in a second).
Entergy's Environmental Management group has offered to conduct briefings to the
Crystal Fire District and other interested emergency response personnel to
communicate the potential environmental issues associated with dielectric fluid
releases. These briefings will describe how pre -positioning of Haz-Mat materials by
Entergy reduces response times to releases and the chances for runoff from any spill
that might occur
County Planning.
Entergy has met with Pulaski County's Director of Planning and Development. It is
understood that Entergy is required to submit details showing that the substation will
be built above the flood plain to obtain the necessary construction permit. The
substation pad will be one to one and one-half feet above the 100 year flood plain.
Electrical equipment will be an additional 3 to 4 feet higher.
