HISTORIC DISTRICT COMMISSION
STAFF REPORT AND RECOMMENDATIONS
PREPARED 13Y: V. Anne Guthrie DATE: 7 April 2000
APPLICANT: City of Little Rock -- Curran Hall
ADDRESS: 615 E. Capitol
COA REQUEST: Rehabilitate structure; reconstruct a two -storied kitchen; relocate and
stabilize office structure as outbuilding; and construct a parking lot off 6th
Street.
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The 1842 structure is an
excellent example of the Greek Revival architectural style. Curran is the city's few extant
architecturally and historically significant structures from the mid -nineteenth century. It was
listed on the National Register of Historic Places in 1976; the city purchased it in 1997. Once
rehabilitated. it will be the city's visitor information center, operated by Convention and Visitors
Bureau. A task force, created three years ago, assists with fund raising for its rehabilitation.
In 1998, a contract was signed with Witsell, Evans and Rasco (WER) to stabilize the structure, to
research its architectural history and to perform preliminary testing. The City allocated $100,000
for rehab work: this phase was complemented by the state Historic Preservation Program, CLG,
city and private funding. The structure's initial stabilization was before the LRHDC in January
1999. A listing of the proposed work accompanies this report.
NEIGHBORI-1001) IMPACT AND REACTION: None to date
STAFF RECOMMENDATION: It is the recommendation of staff that the project be approved
with the following conditions:
♦ all work follow the architectural plans as submitted
♦ progress reports submitted to the various entities involved in the project
♦ all repairs meet city code and regulations, as well as approval of the state historic
Preservation program
♦ should the scope of work change, other than what is submitted, staff is notified
prior to implementation and appropriate actions taken
