The business ended operation in late 2004 and the property has been vacant since that time. A purchase contract is now in place to transfer ownership of the property. The proposed use of the property is for a Dog Daycare and Grooming facility offering pet services and retail. It is important to note that there will be NO outside kenneling of any animals at this facility. The only time the animals will be let outside is during normal hours of operation for short periods of time for the purpose of exercising the animals and allowing staff to clean the indoor facilities. The buyers of the property anticipate the construction of a new 2,000/SF building on the site adjacent to the existing 1760/SF office building. The new building will be constructed as a single story steel building with a metal fagade. This new building will house the office and retail portion of the business. The existing structure will accommodate the grooming and indoor kennels. The new building will be constructed adjacent to the north elevation of the existing building, allowing space on the southwest corner of the site for an area for the animals to exercise. Parking will be provided at the existing approach from 7th Street to a parking lot slightly larger than the existing parking lot. All set back and landscape requirements, as prescribed in the PCD, will be adhered to. The property is bordered to the east, north and south by Industrial development warehouse structures and to the west by a church. There is limited single-family one block further to the west that is predominantly rental property. Due to the history of this property as C-3 and the current use of the surrounding properties, we believe the proposed use fits well within the Land Use Plan for this area, and therefore, respectfully request approval of this request to rezone the subject property from it's current classification of C-3 to Planned Commercial Development. The existing building will house 20 "overnight suites", grooming space for 2 groomers and daycare space to accommodate 60 dogs during peak times. No cats will be in either facility, as this is a facility for dogs only. The retail area will sell high-grade dog foods, collars, leashes, dog toys, sweaters, bowls and treats and other dog related retail items. In addition to retail, other services will include kenneling, dog daycare and grooming. Grooming will account for approximately 4.4% of gross sales. Hours of operation will be from 6:OOam to 6:30pm Monday through Friday, and 9:OOam to 12:OOpm on Saturday. The outdoor areas will be "play" areas, not "runs". Dogs will not be kenneled outdoors. All outdoor activities will be supervised by a staff member at all times.
