Planning Staff Comments:
1. Provide notification of property owners located within 200 -feet of the site, complete
with the certified abstract list, notice form with affidavit executed and proof of
mailing.
2. Provide a Bill of Assurance for Subdivision from the County Clerks Office, Real
Estate Records. This Bill of Assurance may be obtained at the Pulaski County
Circuit Clerk's office located at 401 West Markham Street.
3. Provide staff with an existing survey and a cover letter outlining the proposed uses
and details of the site.
4. Provide the days and hours of operation of the proposed business.
5. Will there be a dumpster located on the site? If so provide the location of the
proposed dumpster along with a note concerning the required screening.
6. Provide the total number of employees.
7. Provide the maximum building height in the general notes section of the proposed
site plan.
8. Conversations have indicated the development is proposing to utilize the alley for
deliveries and for back out of parking. Indicate the total number of deliveries
anticipated per week.
9. Will there be any outdoor storage of materials? If so indicate the location of the
proposed outdoor storage areas.
10. Will there be any fencing added to the site as a result of the new development? If so
indicate the location of the proposed fencing along with a note concerning the height
and construction material.

Public Vllorks Conditions:
1. 7th Street is classified on the Master Street Plan as a collector street. A dedication
of right-of-way 30 feet from centerline will be required.
2. The proposed land use would classify Jones Street on the Master Street Plan as a
commercial street. Dedicate right-of-way to 30 feet from centerline.
3. A 20 feet radial dedication of right-of-way is required at the intersection of Jones and
7th Streets.
4. With site development, provide design of 7th Street conforming to the Master Street
Plan. Construct one-half street improvement to this street including 5 -foot sidewalk
with the planned development.
5. Improve corner curb radius to 25 feet radius with construction (existing corner radius
is 10 feet). The design should assist in making a street width transition to the
existing, wide street to the east.
6. Repair or replace any curb and gutter or sidewalk that is damaged or missing in the
public right-of-way prior to occupancy. Close any non -used driveways and replace
with new curb and gutter.
7. Storm water detention ordinance applies to this property. Show the proposed
location for storm water detention facilities on the plan.
Utilities and Fire Department/County Planning:
Wastewater: Sewer available, not adversely affected.
Entergy: Approved as submitted.
Center -Point Energy: Approved as submitted.
SBC: No comment received.
Central Arkansas Water: Contact Central Arkansas Water if larger and/or additional
water meter(s) are required. Due to the nature of this facility, installation of an approved
reduced pressure zone backt]ow preventer assembly (RPZA) is required on the
domestic water service. This assembly must be installed prior to the first point of use.
Central Arkansas Water (CAW) requires that upon installation of the RPZA, successful
tests of the assembly must be completed by a Certified Assembly Tester licensed by the
State of Arkansas and approved by CAVA. The test results must be sent to CAW s Cross
Connection Section within ten days of installation and annually thereafter. Contact
Carroll Keatts at 377-1226 if you would like to discuss backflow prevention requirements
for this project.
FireDe artment: Install fire hydrants per code. Contact the Little Rock Fire

Planning Division. This request is located in the 1-630 Planning District. The Land Use
Plan shows Services Trade District for this property. The applicant has applied for a
rezoning from C-3 to PID to use an existing building as an office and add a warehouse
facility. The request does not require a change to the Land Use Plan.
Master Street Plan: 7f" Street is shown as a Collector on the Master Street Pian. A
Collector street's primary purpose is to link Local Streets and activity centers to
Arterials. 7'h Street may require dedication of right-of-way and may require street
improvements.
Bicycle Plan: A Class III bikeway is shown on 7th Street. A Class III bikeway is a signed
route on a street shared with traffic. No additional paving or right-of-way is required.
Class III bicycle route signage may be required.
City Recognized Neighborhood Action Plan: The applicant's property is on the
northeast edge of an area covered by the Stephens Neighborhood Action Plan. The
Economic Development goal listed one objective relevant to this case. The objective
indicates a desire to locate new business in the Stephens Neighborhood area. This
application would result in a new area business. The Neighborhood Revitalization goal
indicates a need for the replacement of sidewalks. In the event of approval the
sidewalks should be repaired/replaced in order to help achieve this goal. The property is
adjacent to the Capitol View-Stifft's Station neighborhood action plan with goals relating
to Private Investment in the neighborhood and infrastructure improvements. The
Private investment goal has an action statement indicating a desire for light office or
Mixed Office Commercial development in the area of this application.
Landscape: A legal survey is needed showing property lines, right-of-way, and
easements for complete review of minimum city landscaping and buffer requirements.
Revised plat plan: Submit four (4) copies of a revised preliminary plan (to include the
additional information as noted above) to staff on Wednesday, September 14, 2005.
