We have surrounded this large golf course and residential area as best possible with sites
named Saddle Hill (existing monopole at 13625 Saddle Hill Dr), Agape Church (existing
monopole at 709 Napa Valley Dr), Rodney Parham Road (rooftop of Pleasant Valley
Church of Christ at 10900 Rodney Parham Rd), Woodland Heights (rooftop of Fidelity
National Financial building at 4001 Rodney Parham Rd), and Pankey (new monopole
behind Grace Church at 12900 Cantrell Rd).
We are also looking into two churches at Taylor Loop Road and Hinson Road (for one
additional site). The large gap between these two churches and the Pleasant Valley
Church of Christ has no commercial or open areas. The golf course is the only place that
offers a setback from houses. The "turf house" maintenance building along Valley Club
Circle is well suited to fill the coverage gap inside the above oval of six cell sites. We
see no other potential way to effectively serve the residential area immediately northwest
of the golf course (Pebble Beach Drive area) without this cell site at the Pleasant Valley
Country Club turf house.
Verizon originally proposed to construct a one hundred twenty (120') foot flagpole. Due
to community concern the heights of the trees were assessed and determined to be in the
seventy (70') foot range. It was then determined that a reduction in height to ninety (90')
feet would be the lowest possible height to still obtain the needed coverage for the site.
Given that Verizon is the sixth carrier in the Little Rock market and the existing carriers
have already established coverage in the area. Verizon does not expect that this site will
have any prospect for collocation.
Verizon Wireless has met the requirement of making a "reasonable, good -faith" effort to
find a collocation site in lieu of this new tower site. No collocation sites existing in
search area are feasible alternatives to a new tower on this site because of the existing
layout of cell sites in the Little Rock area and because this particular site is the only one
in the search area with an elevation that is high enough for Verizon Wireless' needs.

As you are aware, we have been working with Verizon wireless for the past couple of months in response to their request
to construct a cellular tower on the property at the Pleasant Valley golf course. All required information has now been
submitted. The submittal complies with the standards required for such facilities and, as outlined in the Code, the
application has been approved by staff. the tower will be 90 feet tall, much less than the 150 feet allowed by the code.
