Revised Short -form PD -R LOCATION: located at 617 Cumberland and 614 Rock Streets Z -7879-A Planning Staff Comments: 1. Provide notification of all property owners located within 200 -feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than November 22, 2006. The Office of Planning and Development must receive the proof of notice no later than November 30, 2006. 2. Provide details of the proposed signage including height and area. 3. Provide written removal of the request for eight foot fences as proposed on the site plan. 4. This request will require approval from the MacArthur Park Historic District prior to the item being forwarded to the Board of Directors for final action. 5. Will the pool be for personal use or a community pool? Variance/Waivers: None requested. Public Works Conditions: No comment. Utilities and Fire Department/County Planning: Wastewater: Sewer available to this site. Entergy: No comment received. Center -Point Energy: No comment received. AT & T: No comment received. Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. Item # 12 CATA: The site is not located on a dedicated CATA Bus Route. Planning Division: This request is located in the Downtown Planning District. The Land Use Plan shows Low Density Residential for this property. The applicant has applied for a short form PD -R to allow signage within the front yard areas of 614 Rock and 617 Cumberland and allow the placement of a swimming pool. The request does not require a change to the Land Use Plan. Master Street Plan: Rock Street is shown as a Local Street on the Master Street Plan and Cumberland Street is shown as a Collector. These streets may require dedication of right-of-way and may require street improvements. The primary function of a Collector Street is to provide a connection from Local Streets to Arterials. The primary function of a Local Street is to provide access to adjacent properties. Bicycle Plan: A Class III bike route is shown two blocks east of Rock Street at Sherman Street. A Class III bikeway is a signed route on a street shared with traffic. No additional paving or right-of-way is required. Class III bicycle route signage may be required. City Recognized Neighborhood Action Plan: The applicant's property lies in the area covered by the Downtown Neighborhood Action Plan. The Land Use and Zoning goal states a need to review sign ordinance to provide regulations to make signs unobtrusive. Landscape: No comment. Revised plat/plan: Submit four (4) copies of a revised preliminary plat (to include the additional information as noted above) to staff on Wednesday, November 22, 2006. Item # 12
