I am writing to you because of your position as the Planning Commission Director. I am unable to attend
the Commission meeting coming up on July 1, 2010 about.the newest development proposal for the
Taylor Park Subdivision. I live in Taylor Park and have for about a year. I am extremely concerned and
upset by the proposal for the land adjacent to our subdivision. When I purchased my home, I had no
idea there were any plans for commercial property to be put in attached to the subdivision. This is a
great concern. I was told that the area was set with the attached homes in the middle with the garages
facing the alleys. And the detached homes around the outside. That is why I bought in that area and why
I paid so much per square foot. In relation to other house per square foot, I paid a high price for what I
thought would be a set subdivision. I am afraid if what is proposed is allowed to happen that the value
of our homes will decreased. As someone getting older and living on a fixed income, that would be
financially disastrous. Graham Smith's company should not be allowed to build something on that
property that does not fall within the code that was given to me when I purchased. That code also states
that all garages had to be a two car garage. I hear that the attached homes that are propose are one car
garages, with little greenscape. That not only will look bad, but will cause a traffic problem coming into
the property along with a parking lot and business. Please consider all the people who are residents and
have paid top dollar for their home and don't want to lose the value of said homes.

I would like to go on record with the Little Rock Planning Commission against the most recent proposed
planned office development for the Taylor Park Subdivision 2nd Addition.
The location of this proposal will increase traffic entering and exiting the current subdivision. We only
have one entrance/exit for Taylor Park. The additional traffic will also increase the existing heavy
traffic on Kanis Road.
With the addition of offices and businesses, Taylor Park will lose its appeal as a nice, quiet
neighborhood for young families, single adults, and senior adults. My neighbors and I selected Taylor
Park because of its small neighborhood atmosphere, the green trees surrounding the neighborhood, and
lack of excessive noise and thru traffic.

My name is Ann Jones and I live at 22 Chapman Lane in Taylor Park. I am writing about the
latest proposed development in my neighborhood, Taylor Park, revised on May 24, 2010.
I object to the proposed zone change that would allow development of an office building in
my residential neighborhood. I object based on two points:
1. Increased traffic congestion on Taylor Park Blvd., the entrance to our residential
neighborhood.
2. The degradation of property values in our residential neighborhood by the addition of
professional office building space.
I object to the proposed eight "attached", one -car garage residences. These new homes do
not meet the same standards of the existing 'attached" residences in our neighborhood,
and will decrease our property values.
I do not object to the three 'detached" homes, and would be happy if only detached homes
were built on this property.
Please do not approve the revised (May 24, 2010) development proposal for Taylor Park.

Lynn and I agree with your proposed compromise position on the Taylor Park
Subdivision revised POD as discussed:
1. Commercial property on Kanis Road is inevitable. However, given the amount of
new commercial square footage already in existence on Kanis Road just from
Shackleford Road to Cooper Orbit Road that has sat vacant for several years, we
are opposed to yet another commercial building endeavor at this time.
2. Producing revenue income is the life blood of land developers. As stated, this
compromise is revenue neutral: instead of attached homes with front loading
single car driveways and garages, fill the remaining lot area with detached homes
with front loading double car driveways and garages that are consistent in size
and square footage with the entire existing perimeter of the Taylor Park
Subdivision.

As a resident of the Taylor Park Subdivision, I would like to express my objection to the proposed
commercial / residential development by Graham Smith Construction to be built in the green space at
the entrance to the neighborhood.
I live at 220 Taylor Park Drive and when I purchased my residence in December 2007, it was my
understanding from Graham Smith Const. that the space was to remain a "green belt" and was too
narrow for any construction. That is one of the reasons I chose this neighborhood because of the nice
wooded / natural setting private entrance & drive into the neighborhood.
As the current Taylor Park website advertises: "Taylor Park - A subdivision with today's consumer in
mind"; "Residential living for today's lifestyle", if the entrance also becomes a commercial entrance that
goes completely against how the neighborhood is portrayed. Today's consumers prefer to preserve as
many trees and natural settings as possible, not to cut down every tree and put up office space. If the
neighborhood has commercial property included in the drive, it will add more traffic and less area for
residents to walk, ride bikes, walk their dogs, more dangerous for kids to play, etc. There are many
other areas on Kanis Road in desperate need of clean up and renovation in which a nice office complex
could help beautify this part of west little rock - NOT a private neighborhood!
I will not be able to attend the meeting with other residents of my neighborhood on Thursday, May 20th
- please let this letter voice my OBJECTION to this proposed development.

My name is Ann Jones and I live at 22 Chapman Lane in Taylor Park. I have
received a copy of the newest proposal, revised on July 6, 2010, from Mr.
Smith for the development in my Taylor Park neighborhood.
There remain some unanswered questions from the petitioners in our
neighborhood that do not appear, to be addressed in the newest proposal.
1. Will the new homeowners be a part of the same Special Improvement
District for which all existing Taylor Park residents are paying? My
understanding is that this SID is paying for the infrastructure in the
neighborhood, such as streets, rain gutters, sidewalks, street lights,
etc. including the entrance way on Taylor Park Blvd., upon which these
new homes will be built. (See #8 & #9 in the fine print on the prcposal
that states:
#8: Source of Water: CAW and #9: Source of Sewer: LRWWU
Will the new homeowners be subject to the same annual tax
assessment as existing homeowners? (which should reduce our tax
burden).
2. Will these new homeowners have the same Bill of Assurance for
existing homes in Phase II of Taylor Park? (See #7 in the fine print on
the proposal that states:
"Existing Covenants and Restrictions: None")
Can you provide the Taylor Park petitioners answers to these questions? If
not, can you refer us to who can? We would like this information prior to the
next Planning Commission meeting on August 12, 2010.

I am writing you to with concerns regarding the planning and zoning
case Z -7875-C in Taylor Park Subdivision. I do not want the attached
homes or the commercial buildings to be approved or built in our
residential neighborhood. I believe this will be a major problem and
will make our property value of our homes to go down besides being too
congested with business people and visitor vehicles that it will
interfere with our street traffic and will be a constant problem to
us. It is hard enough getting out of our neighborhood on Kanis Road
because of the traffic. With all the cars parked on the street it is
going to be 10 times worse and it is going to be unsafe and there will
be an accident. I have been by to see the attached homes on Watt
Street in Little Rock that Graham is proposing to build on Taylor Park
and I have to say they are not anything like what is in our
neighborhood already and since they are smaller and cheaper they will
definitely bring down our property value and cause a problem for
parking. They will have a single car garage and there is no where for
the residents to park but in the street that have extra cars and also
all guests will be parked out in street in our driveway to the
entrance in and out and this is going to be problem and be congested.
This is also going to be problem with the commercial building being
built in the same area because the driveway to the parking lot will
come out on our street that goes in and out and that will add to the
congestion making our street and entrance impossible to get in and out
plus when the parking fills up the extra cars will have to park out on
our street too. As a resident in Taylor Park for nearly 3 years I feel
like I should have a saying in this and that this will be a huge
mistake if you pass these to be built. We were told this would never
happen and now Graham is trying to do it behind our backs whether we
like it or not and I feel we pay too much taxes to allow something
like this to happen that could be dangerous but also a decline to our
home value in the future.
When we bought our homes we were given a set a rules by Graham who
told us we had to abide by and now he is breaking his own rules
because he does not live here. I know you said it does not matter
about the Bill of Assurance but it does matter to us because we have
been going by these rules since we have lived here. It states in our
Bill of Assurance that "No Buildings shall ever be built for
commercial use" and Graham Smith is going against his own rules that
he made up for us to abide by. We all were told when we bought our
homes that it all will look uniform and nothing will be built to be
different or

I am Margaret Birdsong, and my husband, Robert Birdsong and I live at #7 Chapman Lane in an
attached dwelling (fourplex) in Taylor Park off Kanis Road. I am opposed to the revised plan of
development as proposed by developer Graham Smith.
We all bought our homes (most of us directly from the realtor that Graham Smith employs) and
it was explained to me and my neighbors that only detached patio homes with two car
garages (priced at $235,000 to $260,000) would be built on the outer loop of the complex.
On the inside streets, there are attached dwellings sized from approximately 1400 square feet to
1700 square feet that have front and rear lawns, with a private drive behind each row with rear
loading double garages and covered porches ........ similar to an upscale condominium
development.
The revised plan of development brings in an office building and parking lot, but more
importantly, it changes the design of the homes that were to be built on the perimeter to
cheaper homes with one car garages fronted by a double parking pad and little to no grass
or lawn....... simply a row of eleven double concrete slabs and narrower fourplexes than we
have now with a one car garage. These homes would be on the entrance street near the front of
the subdivision, making it the first impression a buyer would have. This cheapens all homes in
our neighborhood and punishes the Mr. Smith's former buyers. In the space he will use for these
homes, he could build the formerly planned detached patio homes and make just as much money
and protect the homebuyers who trusted him. I do not believe that with the proper green buffer
and wall to block the office building, those homes would be any harder to sell than one car
garage fourplexes with a double parking pad......... all concrete with the appearance of
apartments. I have seen the model for this and it is ugly, harsh, hot, and covered with parked
cars. It is not the city's job to make it easier for Mr. Smith to sell something at the cost to its
citizens.
Mr. Smith does not live here, and has not paid for the improvements taxes he now wants to take
advantage of to make more money. He lives in a gated community far from any commercial
buildings or fourplexes with concrete yards. .........He doesn't have this in HIS back yard, but

I have been a resident of this neighborhood since 2007, and have been extremely
pleased with the way in which our neighborhood has been developed neighbors'
maintained. I love having my yard taken care of, and knowing that my g
yards always look well -cared -for, too.
I have an architecture degree and with that knowledge and background, nd,ittle Rock. In
wouldn't hesitate to say that Graham Smith is the finest builder in

Dear Department Members:
This letter is in response to the commission's notice on
a rezoning request in Taylor Park, as well as the
required letter of public hearing mailed by the owner,
Phil and Juanita Taylor, of the amended property in
question, 2 Chapman Lane, ( Taylor Park) .
The letter is being sent by two property/home owners
as listed in the inside address. Both of us have lived
in Taylor Park close to two Years. Several factors
influenced our choosing to buy/build in this particular
new and planned neighborhood. We liked the continuity
of traditional architectural style in both the perimeter patio
homes as well as the interior townhomes.
In addition to the pleasing style, our area afforded
,
underground utilities, current "tech" ready wiring.) yard
care/ maintenance and guidelines ( residential area
covenants) for any future additions or property
amendments homeowners might consider.
We have included a copy of the covenant's items and
noted areas that may have been broached or perhaps
not been covered for the Taylor's use.
We are all concerned about maintaining, and hopefully
adding to our properties monetary value. As buyers in
this area we pay additonal taxes on bond issues that
made our community possible. Most new areas have
guidelines to insure properties maintain value, and in
addition we have the city planning to help with zoning
issues.

allowed to re -zone and make property changes that are
not in keeping with our planned area we will all suffer a
decrease in our property values. We therefore do not
favor rezoning and ask that the fencing for the property
be in keeping with the areas architectural covenants.
