NAME: Fiser Short -form PCD
LOCATION: located on the Northwest corner of Cantrell Road and Manney Road
Planning Staff Comments:
1. Provide notification of property owners located within 200 -feet of the site, complete
with the certified abstract list, notice form with affidavit executed and proof of
mailing.
2. Provide the location of the proposed dumpster along with a note concerning the
proposed dumpster screening.
3. AHTD does not intend for Manney Road to have a curb cut. How will the rear
parking area be accessed if a curb cut is not allowed on Manney Road?
4. Provide the location of the commercial and the location of the office. The site plan
indicates the office on the lower level and the commercial on the upper level. Does
this mean the office will be located on the rear of the building only?
5. Provide the elevation between the parking lot and the single-family homes located to
the east.
6. The site plan includes parking on an adjacent lot located to the west of the site. If
the indicated parking is proposed with this development then the adjoining lot must
also be included in the PCD zoning request.
Variance/Waivers, None requested.
Public Works Conditions:
1. Cantrell Road is classified on the Master Street Plan as a principal arterial.
Dedication of right-of-way to 55 feet from centerline will be required.
2. This plan does not show the current right-of-way as acquired by the State of
Arkansas and as shown on AHTD plans for widening Cantrell Road from Mississippi
to Foxcroft. Revise plans to show current right-of-way per AHTD plans and future
Master Street Plan right-of-way.
3. The current AHTD plan will close Manney Road at Cantrell leaving no access to the
proposed parking lot. The proposed parking arrangement will not work.
4. With site development, provide design of street conforming to the Master Street
Plan. Construct one-half street improvement to these streets including 5 -foot
sidewalks with planned development for Manney Road.
5. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior
to any land clearing or grading activities at the site. Final site grading, and drainage
plans will need to be submitted and approved prior to the start of construction.
6. Provide detail of location and heights of all proposed embankments, retaining walls
and terraces.
7. Storm water detention ordinance applies to this property to the extent that the
project will increase the area of impervious surface.
8. Driveway locations and width are acceptable, however curb will have to be
established across any unused, existing driveway cuts.
Utilities and Fire Department/County Planning:
Wastewater: Existing sewer main is located on the site. No building construction will
be allowed within 5 -feet of any existing sewer main. Contact the Little Rock Wastewater
Utility at 688-1414 for additional details.
Entergy: No comment received.
Center -Point Energy: Approved as submitted.
SBC: No comment received.
Central Arkansas Water: All Central Arkansas Water requirements in effect at the time
of request for water service must be met. Contact Central Arkansas Water if larger
and/or additional water meter(s) are required. Central Arkansas Water has no objection
to the closure of the right-of-way of Manney Street We do, however, have an 8 -inch
water main in Manney Street Therefore, we request that the entire right-of-way of
Manney Street be retained as a utility easement. Relocation of the existing fire hydrant
at the west end of Indian Trail may be required in order for it to remain accessible. If
there are facilities that need to be adjusted and/or relocated, contact Central Arkansas
Water. That work would be done at the expense of the developer. This development will
have minor impact on the existing water distribution system. Proposed water facilities
will be sized to provide adequate pressure and fire protection. Contact Central
Arkansas Water at 377-1225 for additional information.
Fire Department: Place fire hydrants per code. Contact the Little Rock Fire Department
at 918-3700.
Parks Department:Some retailers in this area have expressed interest as creating a tree
boulevard in this area. Merchants in this area need to communicate.
County Planning: No comment.
CATA: The site is located on a dedicated CATA bus route, Route #25, the Highway
10 Express Route.
Planninq Division: This request is located in the West Little Rock Planning District. The
Land Use Plan shows Commercial, Suburban Office, and a small section of Single
Family for this property. The applicant has applied for a change from C-3 (General
Commercial District) to PCD (Planned Commercial Development) to allow for
redevelopment of the site as an office/commercial retail center. The Commercial shown
in this area indicates that commercial activities are oriented toward Cantrell Road. The
Suburban Office shown illustrates separation between the commercial and residential
uses. In this specific application, commercial activities will be oriented towards Cantrell
Road with the Office oriented the rear. The arrangement of uses in the building is
consistent with the plan so a Plan Amendment is not necessary.
Master Street Plan: Cantrell Road is shown as Principal Arterial on the Master
Street Plan and is constructed as a four -lane road through this section. The primary
function of a Principal Arterial is to serve through traffic and to connect major traffic
generators or activity centers within urbanized areas. Commercial and Office Uses may
generate significant traffic so access to the site from Cantrell Road should be limited.
The highway department is planning on future addition of a center turn lane along this
section of Cantrell Road to alleviate traffic concerns. Cantrell Road may require
dedication of right-of-way and may require street improvements.
Bicycle Plan: Existing or proposed Class I, II, or III Bikeways are not in the
immediate vicinity of the development.
City Recognized Neighborhood Action Plan: The property under review is not located
in an area covered by a City of Little Rock recognized neighborhood action plan.
Landscape: The proposed parking areas along Cantrell Road do not provide for the
eight -percent (1,015 square feet) interior landscaping required. The plan submitted is
560 square feet less than this requirement. A variance of this standard would require
City Beautiful Commission approval.
A six-foot high opaque screen, either a wooden fence with its face side directed
outward, a wall or dense evergreen plantings, is required along the sites northern
perimeter.
An irrigation system to water landscaped areas will be required.
Revised plat/plan: Submit four (4) copies of a revised preliminary plan (to include the
additional information as noted above) to staff on Wednesday, June 22, 2005.
