19,329, REVOKING A PLANNED ZONING DISTRICT
TITLED SKYHAWK CIRCLE LONG -FORM PD -C
(Z -7787-A), AND RECLASSIFYING PROPERTY
LOCATED AT 4500 SKYHAWK CIRCLE, LOCATED
WITHIN THE CITY OF LITTLE ROCK'S
EXTRATERRITORIAL PLANNING JURISDICTION,
PULASKI COUNTY, ARKANSAS AMENDING THE
OFFICIAL ZONING MAP OF THE CITY OF LITTLE
ROCK, ARKANSAS; AND FOR OTHER PROPOSES.
WHEREAS, Ordinance No. 19,329 was passed on June 7, 2005 establishing a
planned zoning district; and
WHEREAS, the owner of a portion the subject property has requested the repeal
of the "PZD" zoning for one lot and zoning the lot R-2, Single-family District.
NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. That Ordinance No. 19,329 is hereby repealed, removing from the
official zoning map the classification PCD Planned Commercial District titled Skyhawk
Circle Long -form PD -C (Z -7787-A), located at 4500 Skyhawk Circle.
SECTION 2. That the property described as:
Part of the NE '/4 SE '/a of Section 20, T -2-N, R -14-W, Pulaski County,
Arkansas, more particularly described as follows: Commencing at the
Southeast corner of said NE '/4 SE '/4, Section 20; thence S89°57'30"W
along the South line of said NE '/4 SE '/4, 325.45 feet to the point of
beginning; thence S89°57'30"W continuing along said South line 368.77
feet; thence NO1°25'58"W, 836.79 feet; thence N90°00'00"E, 274.03 feet;
thence S02°07'45"E, 143.67 feet; thence N90°00'00"E, 97.85 feet; thence
S00059'19"E, 129.50 feet; thence S03°11'00"W, 118.82 feet; thence
S05015'36"E, 119.22 feet; thence SOI°07'50"E, 121.84 feet; thence
SOI °06' 10"E, 164.50 feet; thence S00°30' 04"E, 39.57 feet to the point of
beginning, containing 6.7869 acres more or less.

SECTION 3. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Sections l and 2 hereof.
SECTION 4. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 5. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.
SECTION 6. (Emergency Clause): It is hereby determined by the Board of
Directors of the City of Little Rock that there is immediate need to revoke the Skyhawk
Circle Long -form PD -C (Z -7787-A), located at 4500 Skyhawk Circle.
An emergency is therefore declared to exist and this ordinance shall be in full
force and take effect from and after its passage and approval.

The request is a revocation of the PD -C zoning
classification for this site and the restoration of the
previously held R-2, Single-family zoning classification.

Staff recommends approval of the requested revocation.
The Planning Commission voted to recommend approval of
the requested revocation by a vote of 9 ayes, 0 noes,
1 absent and 1 open position.
The Planning Commission reviewed the proposed
revocation request at its October 30, 2008, meeting. There
were no registered objectors present. The Coalition of
West Little Rock Neighborhoods, all residents who could
be identified located within 300 feet of the site and all
property owners located within 200 -feet of the site were
notified of the Public Hearing.
Ordinance No. 19,329, adopted by the Little Rock Board of
Directors on June 7, 2005, rezoned this site from R-2,
Single-family to PD -C to allow the owner to utilize a
shop building located on the property as a commercial
cabinet shop. The allowance was for this owner only and

the applicant was only allowed to construct cabinetry for
the owners spouse's construction contracting business.
There were limits placed on the number of deliveries
allowed per year, the days and hours of operation and there
was to be no employees of the business. A condition was
placed on the approval that when the business was no
longer operating from this site the PD -C zoning be revoked.
The property is outside the City limits but within the City's
Extraterritorial Planning Jurisdiction.
The applicant's request is now to revoke the PD -C zoning
classification for this site. The applicant has indicated the
commercial cabinet construction has been relocated from
this site. Per Section 36-454(d) the Owner may for cause
request repeal of the ordinance establishing the
development.
