Just a friendly reminder that the deadline to mail the public notice letters by certified mail is by October 19 th and to
make sure to provide the list of addresses and a copy of the public notice letter to staff beforehand for review.
Additionally, the COA public notice property signs can be picked up at the Planning & Development Department at 723
W. Markham and must be posted on the property at least 10 days before the scheduled public hearing on November
2nd. I’ve put the signs at the front table on the first floor with your name on them in case you come by when I am out of
office.

Commission for solar panels at 1402 S Commerce. Pending the filing fee payment, your application will be heard at the
November 2, 2023 public hearing. Our department received your check for the Historic District Commission filing fee by
the filing deadline; however, we are unable to deposit the check because it was made out to “Planning & Development
Dept Hannah Ratzlaff”. I can extend the deadline for the filing fee if you could provide another check made out to “City
of Little Rock Planning & Development”. If you could also provide a return envelope, I can mail back the first check.

Please follow instructions exactly for public notification requirements as outline in the COA application
document. Remember to send staff a copy of the completed public notice letter with the correct public hearing date,
location, and time and with a signature from the applicant. The public notice letter must be legible and reflect the full
scope of work for the requested project. Additionally, remember to provide staff with the list of addresses obtained
from a licensed abstractor before sending the certified letter to surrounding property owners.

I’ve received your application for solar panels at 1402 Commerce. There are a couple things missing before I can
schedule it for our November agenda.
Authorized Representation: If you intend to represent the property owner at the scheduled Historic District
Commission public hearing, you will need to complete and submit the Authorization of Representation Affidavit
found on page 6 of the application. This document must be notarized.
Filing Fee: The $100 filing fee needs to be paid to the Planning & Development Department and can be cash or
check. This must be received by the October 2nd filing deadline.
Submittal Documents: We will use the documents you submitted in our permit portal. Would you like to submit
any additional information or documents for this application? Additionally, could you provide more information
on the main service panel and other exterior units to be installed on the exterior façade of the structure? What
will be installed and how? Staff is mainly looking to assess the physical and visual impact to the structure and
what measures will be taken to reduce this impact.

I’m just following up in case you have any questions about the solar panel review process with the Historic District
Commission. If you’ve called me yesterday, I’m in the process of going through voicemails after being out unexpectedly.
I also wanted to give you the update that Linda Porterfield with Shine Solar (Shine Air) has gone through the process to
receive administrative approval for the HVAC project at 1402 Commerce. That being said, you do not need to include
an HVAC request in your solar panel application since it has already been processed and approved.

This is a notification regarding an additional permit request for 1402 S Commerce recently applied for by Shine Solar: #
202319025. A Certificate of Appropriateness is also required for mechanical systems for structures in the Local
Ordinance District. Standards and guidelines concerning mechanical systems can be found on page 61 of the MacArthur
Park Design Guidelines. To avoid submitted to separate applications to the Little Rock Historic District Commission, you
may include the HVAC installation within the solar panel application. Mechanical systems may be reviewed
administratively if the project meets the below criteria:
Repair or replace unit with unit in same location as existing.
Eliminate any condenser units and supply/condensate lines that are replaced when visible from the street. Do
not run supply or condensate lines on the exterior of the building.
Place condensing units at the back of the building away from the street view.
In your application, please provide the location and installation information for the new mechanical equipment.

Thank you for your call concerning the permit # 202318660 and the installation of solar panels at 1402 Commerce. The
property at 1402 Commerce, is within the MacArthur Park Local Ordinance Historic District. To summarize some basic
information about the MacArthur Park Local Ordinance District and the Little Rock Historic District Commission:
The goal of the local ordinance historic district is to protect and preserve the unique and valued qualities of such an
area, its urban design, architectural character, and historic materials in buildings and in landscapes. A property owner
in this district is subject to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code
Chapter 23, Sec. 76-160, that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing,
or other site features need to be either administratively approved by staff or reviewed by the Little Rock Historic
District Commission at their regularly monthly public meetings. The next filing deadline is October 2 nd to be heard at
the November 2nd Historic District Commission public hearing.
