Planning Staff Comments:
1. Provide notification of property owners located within 200 -feet of the site including
the certified abstract list, notice form with affidavit executed and proof of mailing.
The notice must be mailed no later than August 28, 2012. The Office of Planning
and Development must receive the proof of notice no later than September 7, 2012.
2. Provide details of the proposed improvements to the exterior of the building and to
the site.
3. Provide details of any proposed signage including ground and building signage.
Provide the location of the proposed ground signage and include the total height and
total sign area. Provide the fagade proposed for building signage and provide the
total height and total sign area of the site.
4. Will there be any fencing proposed with the redevelopment of the site. If so provide
the location of the proposed fencing, the construction material and the total height.
5. Provide the days and hours of operation for the development.
6. Will the company have an office at this location? You indicated there would be lease
space for office users. What type office users are proposed and what is the total
square footage proposed for office users.
7. Will there be any outdoor storage of materials on the site? What type of building
materials are proposed for storage within the building? How will access to the
material/storage area be obtained?
8. All site lighting is to be low level and directional, directed downward and into the site.
9. Provide the days and hours of operation/access to the site.
Variance/Waivers: None requested.
Public Works Conditions:
1. Driveway locations and widths do not meet the traffic access and circulation
requirements of Sections 30-43 and 31-210. Show the proposed new driveway
location. The width of driveway must not exceed 36 -feet.
2. Due to the proposed use of the property, the Master Street Plan specifies that
Jefferson Street for the frontage of this property must meet commercial street
standards. Dedicate right-of-way to 30 feet from centerline.
3. On site striping and signage plans should be forwarded to Public Works, Traffic
Engineering for approval with the site development package.
4. Plans of all work in right-of-way shall be submitted for approval prior to start of work.
Obtain barricade permit prior to doing any work in the right-of-way from Traffic
Engineering at (501) 379-1805 (Travis Herbner).
5. With site development, provide design of street conforming to the Master Street
Plan. Construct one-half street improvement to Jefferson Street including 5 -foot

sidewalks with the planned development. The new back of curb should be 18 -feet
from the centerline.
Utilities and Fire Department/County Planning:
Wastewater: Sewer available to this project.
Entergy: No comment received.
Center -Point Energy: No comment received.
AT & T: No comment received.
Central Arkansas Water: All Central Arkansas Water requirements in effect at the time
of request for water service must be met. Contact Central Arkansas Water regarding
the size and location of the water meter. A Capital Investment Charge based on the
size of meter connections(s) will apply to this project in addition to normal charges. This
fee will apply to all connections including metered connections off the private fire
system. If there are facilities that need to be adjusted and/or relocated contact Central
Arkansas Water. That work would be done at the expense of the developer. Contact
Central Arkansas Water if additional fire protection or metered water service is required.
The Little Rock Fire Department needs to evaluate this site to determine whether
additional public and/or private fire hydrant(s) are required. If additional fire hydrant(s)
are required, they will be installed at the Developer's expense. Due to the nature of this
facility, installation of an approved reduced pressure zone backflow preventer assembly
(RPZ) is required on the domestic water service. This assembly must be installed prior
to the first point of use. Central Arkansas Water requires that upon installation of the
RPZA, successful tests of the assembly must be completed by a Certified Assembly
Tester licensed by the State of Arkansas and approved by Central Arkansas Water.
The test results must be sent to Central Arkansas Water's Cross Connection Section
within 10 days of installation and annually thereafter. Contact the Cross Connection
Section at 377-1226 if you would like to discuss backflow prevention requirements for
this project.
Fire Department: Place fire hydrants per code. Maintain a minimum access of at
least 20 -feet. Contact the Little Rock Fire Department for additional information.
County Planning: No comment.
CATA: The site is located near CATA Bus Route #3 — the Baptist Medical Center
Route.
Parks and Recreation: No comment received.
Planning -Division: This request is located in the 1-630 Planning District. The Land Use
Plan shows Mixed Use (MX) for this property. This category provides for a mixture of
residential, office and commercial uses to occur. A Planned Zoning District is required if
the use is entirely office or commercial or if the use is a mixture of the three. The
applicant has applied for a rezoning for an expired PCD (Planned Commercial District)

to PCD (Planned Commercial District) to allow the change of use for the structure from
a church to office with warehouse uses.
Master Street Plan: Jefferson Street is a Local Street on the Master Street Plan. The
primary function of a Local Street is to provide access to adjacent properties. Local
Streets that are abutted by non-residential zoning/use or more intensive zoning than
duplexes are considered as "Commercial Streets". A Collector design standard is used
for Commercial Streets. This street may require dedication of right-of-way and may
require street improvements for entrances and exits to the site.
Bicvcle Plan: There are no bike routes shown in the immediate vicinity of the
application.
Landscape:
1. Previous comments apply.
2. It appears a cross access and parking easement is needed to allow the parking and
backup area as shown.
3. The property along the east is zoned residential; therefore, a nine foot wide (9') land
use buffer is required. If ample vegetation and screening is not there currently,
additional landscaping will be required.
4. A six (6) foot high opaque screen, either a wooden fence with its face side directed
outward, a wall, or dense evergreen plantings, is required along the eastern
perimeter of the site. Credit towards fulfilling this requirement can be given for
existing trees and undergrowth that satisfies this year -around requirement.
Revised pkat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include
the additional information as noted above) to staff on Wednesday, August 29, 2012.
