And yes, I would love for you to have the CLR do an audit of the project .... and while the are at it, have them check all building codes ... this house has no reinforcing in the masonry walls, could not meet the Seismic Zone I requirements under any circumstances, and has no ventilation into crawl spaces .... all code violations for commercial or institutional buildings... In any event, please put the Lagniappe Addition on the agenda—they are working away over there this morning... Sunday Morning, which I suspect is a violation of City Ordinance, additionally, the framing contractor has stated to Susan that the ridge of the roof is at least 50' above the grade (32' allowable). Other transgressions include open fires on the site and may include over building the allowable area of 3200 SF and building too close to the property line (10%) allowable, so on a 59' wide lot, the side yard setback would be 5.9' or 5-10 7/8"..also, the footprint of the structure does not match the footprint indicated on the approved PER... I would hope the HRA would request the CLR of suspend the PD -R and require that all work on the project be suspended until such a time that the project is reviewed for compliance with the requirements of the PD-R..and other ordinances, codes and regulations that may apply. In my judgment, this developer is largely ignoring the conditions or the PD -R. It is time for Hillcrest to speak up and let contractors know that we take agreements affecting our neighborhood seriously.. This is less than the existing house on this property, less than the house immediately west of the existing house and also less than the property at 725 Walnut Street just east of this property. 2) We will not exceed an average of 35% lot coverage (heated and cooled space) including garages. If we do the same calculation without garages, the average goes down to approximately 28%. We plan to build garages but wanted to make the point given that most houses in that area do NOT have garages. We initially proposed 5 and after discussions with adjacent neighbors, we are now proposing 4 houses. • We will tear down the house currently on this property. The resident across the street, David Rozas, razed a house on the lot adjacent to his house (the southwest corner of I and Walnut). The net effect is that only 2 additional houses will be added to this neighborhood. The block is currently platted for 6 houses. • The developed block would be less dense than surrounding blocks (see density map). Concern: Parking on I Street • We will provide off street parking for a minimum of 4 cars/lot. (We will accomplish this with garages, porte cache's, and utilizing driveways to the garages) • We are willing to move the front loading garage on the east lot (Lot #1) to a back/side loading garage off the private drive. The net effect is the current curb cut for this property will move and no other curb cuts will occur. Current parking along "I" St. can remain as is. We are providing more than adequate parking for the new houses. Concern: Saving the Trees • All the large hardwoods were marked. The driveways and houses were then positioned so that the trees could be preserved. Concern: Building Height We have agreed not to exceed 32 feet. Concern: Architectural Style of the Proposed Homes • We have shown `sample' house plans in keeping with the diversity of Hillcrest. Adjacent neighbors, as well as board members, spoke to the significant challenge of reconfiguring the three lots when the only two remaining unbuilt lots combined total 16,000 square feet. Smaller lots will create smaller building foot prints, and most likely even taller structures. It was felt that something more creative than just reallocating square feet among the three lots might be needed if there is any chance keep the remaining structures of this infill project in scale and character with the surrounding homes. We hope that you will realize the importance of allowing the Hillcrest residents and adjacent property owners to have a voice in the redesign of this project, and in the future of our neighborhood. We will not exceed 32 feet. This is less than the existing house on this property, less than the house immediately west of the existing house and also less than the property at 725 Walnut Street just east of this property. 2) We will not exceed an avemge of 35% lot coverage (heated and cooled space) including garages. if we do the same calculation without garages, the average goes down to approximately 28%. Af 1 G+#le D^g-L- Arkoncnc HILLCREST RESIDENTS ASSOCIATION November 29, 2004 RE: Lagniappe Planned Residential Development Dear Neighbors: The Hillcrest Residents Association (HRA) has been actively Involved in an issue regarding a property located between Ash and Walnut off of "I" Street. The originally proposed Planned Residential Development (PRD), known as Lagniappe Addition called for fhe demolition of a historic house and reconfiguring six standard size lots to four irregularly shaped lots. The new larger lots would have been clustered around a new internal driveway intersecting "I" Street at the quarter point to the east between Ash and Walnut, rather than the normal street corners. This design created an internal clustering very different from the original neighborhood pattern, which has front yards facing streets and back yards facing alleys. After hearing from many neighbors regarding the proposal as submitted, The HRA Board at its November 8 meeting voted to not support the PRD as presented, but support development that is allowed "by -right". HRA supports development of these lots as intended by the original design of the neighborhood which is clearly supported by the Hillcrest Neighborhood Plan adopted by the Little Rock Planning Commission July 22, 1999 and by the Little Rock Board of Directors September 21, 1999. The original PRD was approved by the City Planning Commission, over the objections of the HRA, and was scheduled to go before the City Board of Directors at Its November 23 meeting. Prior to that City Board meeting, the developers met with neighbors that are adjacent to the development property and offered a compromise solution, one which we believe more accurately fulfills the mission of the Hillcrest Neighborhood Plan; the driveway has been moved to the comer of Walnut and "I" Street, maintaining the historic block. It appears that many of the adjoining neighbors are not opposing the revised PRD. As your neighborhood organization, the Board of the HRA is soliciting comments from all HRA members prior to adopting any resolution regarding the proposed compromise. Our corporation consists of our President and contractor, Gary Pursell, two Vice-presidents, Cathy Pursell and Larry Chisenhall, and our Secretary -Treasurer, Martha Chisenhall. We are two husband and wife teams. Our Planned Residential Development (PRD) at 4400 I Street will be before you on November 23rd. Our journey began last summer when a Hillcrest resident, and landscape architect, called to suggest that Gary Pursell look at the home situated on 6 lots for sale at 4400 I Street. The property had been on the market for a number of years and was priced and marketed for development. This Hillcrest resident was familiar with Gary's work, his attention to detail, his creativity, and most of all, his ability to incorporate a `new' house into an existing neighborhood. Gary had recently completed a new home at 4923 Stonewall Rd. (See picture of home enclosed.) The Heights Neighborhood Association hosted an Open House fundraiser at this location as an example of how to save trees with new construction. The neighbors, as well as many others who toured the home, were amazed by Gary's ability to make a "new" house look "old." After looking at the property at 4400 I Street, Lagniappe' Ventures, Inc. was formed. We contacted the Little Rock City Attorney, Cindy Dawson, before making an offer on the property, and learned there was no reason the property couldn't be developed. We have worked with the Planning and Development staff, met with the immediate neighbors numerous times to hear their concerns and also presented our proposal to the Hillcrest Resident's Association (HRA). Our proposal has been revised many times during the past months. We have addressed multiple and varied concerns brought forth by the neighbors. (Please see enclosed list of concerns.) The Planning and Development staff recommends approval of our PRD and the Planning Commission voted 8-0 in support of our proposal. We now bring this PRD to you, the Little Rock City Board of Directors. (Please see PRD layout enclosed.) You have, no doubt, heard from our opposition. We have made many concessions but still cannot please all the parties in this neighborhood. Change is difficult, especially when it is in "your own backyard." We understand that. The HRA has recently adopted a position they feel supports the original 1908 plat. This plan is in complete opposition to the concerns of the neighbors closest to this property. We have been unable to find a compromise that makes everyone happy. We need your support to move forward with our PRD. We have worked hard and poured our heart and soul into this project. We feel it is the best plan for our property. We now have a much better understanding of the difficulty involved with infill development. We also have a much greater appreciation for the decisions and policies that our elected city officials are asked to make. It has been suggested to us, even by our supporters, that we sell the I Street property and take our ideas to West Little Rock where development is much easier. Maybe we are naive, or perhaps it's simply true grit. We honestly believe, and have confidence, in our ability to develop this property in the best interest of the neighborhood and enhance midtown Little Rock. We are people of integrity. Our reputation is at stake and we are taking considerable financial risk. We are asking for your vote in support of this PRD. Give Lagniappe' Ventures the opportunity and we feel certain you will be proud to have supported this worthwhile infill development. We look forward to the formal presentation on November 23rd.
