this item without prejudice. Staff is supportive of the withdrawal request.

Planning Staff Comments:
1. Provide notification of all property owners located within 200 -feet of the site,
complete with the certified abstract list, notice form with affidavit executed and proof
of mailing. The notice must be mailed no later than October 24, 2007. The Office of
Planning and Development must receive the proof of notice no later than November
2, 2007.
2. Provide a cover letter and application forms.
3. Provide details of the underground approach.
4. Identify the outdoor parking stalls to remain.
5. Will the development continue to serve a special population?
6. Provide the hours of service of the indicated dumpster.
7. Provide the construction materials proposed for the structure.

1. Repair or replace any curb and gutter or sidewalk that is damaged in the public right-
of-way prior to occupancy.
2. Sidewalks with appropriate handicap ramps are required in accordance with Section
31-175 of the Little Rock Code and the Master Street Plan.

Central Arkansas Water: All Central Arkansas Water requirements in effect at the
time of request for water service must be met. A water main extension will be required
in order to provide adequate fire protection to this property. Additional fire hydrant(s) will
be required. Contact the Little Rock Fire Department to obtain information regarding the
required placement of the hydrant(s) and contact Central Arkansas Water regarding
procedures for installation of the hydrant(s). This development will have minor impact on

the existing water distribution system. Proposed water facilities will be sized to provide
adequate pressure and fire protection.

Master Street Plan: Wright Avenue is shown on the Plan as a Minor Arterial with
special conditions. A Minor Arterial provides connections to and through an urban area
and their primary function is to provide short distance travel within the urbanized area.
Entrances and exits should be limited to minimize negative effects of traffic and
pedestrians on Wright Avenue since it is a Minor Arterial. These streets may require
dedication of right-of-way and may require street improvements for entrances and exits
to the site.
Bicycle Plan: A Class II bike route is shown along Wright Avenue. A Class II bikeway is
located on the street as either a 5 foot shoulder or six foot marked bike lane. Additional
paving and right of way may be required.
Neighborhood Action Plan: This area is not covered under a City of Little Rock
Neighborhood Action Plan.
Landscape:
1. Site plan must comply with the City's minimal landscape and buffer ordinance
requirements.
2. Street trees are required along Wright Avenue.
3. A franchise agreement must be obtained with the City of Little Rock Public Works
department for the street trees prior to the issuance of a building permit.
4. If area in question is more than one acre an automatic irrigation system is required.
5. The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can
be given when preserving trees of six (6) inch caliper or larger.
Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include
the additional information as noted above) to staff on Wednesday, October 24, 2007.
