There were no registered objectors present. Staff stated the applicant had failed to provide staff with the requested information following the August 5, 2004 Subdivision Committee meeting. Staff presented a recommendation the item be deferred to the October 7, 2004, Public Hearing. Provide notification of property owners located within 200 -feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. 2. Provide an access agreement from the adjoining property owner allowing for a 20 - foot access and utility easement into the site. The site will require an 18 -foot paved drive extending from Taylor Loop Road into the site. 3. Redesign the proposed interior landscaping to allow for maneuverability within the site. 4. Provide the maximum building height in the general notes section of the proposed site plan. 5. Dimension each of the buildings along with each unit and provide the dimensions from all property lines. 6. Provide details concerning construction materials, roofing material and the treatment of the rears of the buildings located within 6 -feet of the western property line. Taylor Loop Road at this point is classifiedo on the Master Street Plan as a minor arterial. A dedication of right-of-way 45 -feet from centerline will be required. A signed easement is required. All driveways shall have concrete aprons per City Ordinance. ��►�° 3. A multi -family development to be accessed through a single driveway. Survey data shows only a 12 -foot drive width is currently available, which is insufficient for two- way access. At a minimum, 18 -feet of pavement with a 20 -foot easement should be provided and a 26 -foot drive width would be preferred. 4. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior to any land clearing or grading activities at the site. Site grading and drainage plans will need to be submitted and approved prior to the start of construction. Utilities and Fire Department/County Planning: Wastewater: Sewer main extension required with easements if service is required for the project. Contact Little Rock Wastewater Utility at 688-1414 for additional information. Entergy: No comment received. Center -Point Energy_: Approved as submitted. SBC: No comment received. Central Arkansas Water: Central Arkansas Water requires that each parcel have a minimum of 20 feet of frontage on a water main in order to obtain service. If service were approved through a waiver of this requirement the following would apply: All Central Arkansas Water requirements in effect at the time of request for water service must be met. The facilities on-site will be private. When meters are planned off private lines, private facilities shall be installed to Central Arkansas Water's material and construction specifications and installation will be inspected by an engineer, licensed to practice in the State of Arkansas. Execution of Customer Owned Line Agreement is required. A Capital Investment Charge based on the size of the meter connection(s) will apply to this project in addition to normal charges. This fee will apply to all meter connections including any metered connections off the private fire system. Additional fire hydrant(s) will be required. Contact the Little Rock Fire Department to obtain information regarding the required placement of the hydrant(s) and contact Central Arkansas Water regarding procedures for installation of the hydrant(s). This development would have minor impact on the existing water distribution system. Proposed water facilities will be sized to provide adequate pressure and fire protection. Fire Department: Place fire hydrants per code. Contact the Little Rock Fire Department at 918-3752 for additional information. County Plannin : No comment. CATH: No comment received. Planning Division: This request is located in the River Mountain Planning District. The Land Use Plan shows Transition for this property. The applicant has applied for a Planned Development Residential for a town -home development. The request does not require a change to the Land Use Plan. Master Street Plan: Taylor Loop Road is shown as a Minor Arterial on the Master Street Plan and may require dedication of right-of-way and street improvements. A Minor Arterial provides connections to and though an urban area and their primary function are to provide short distance travel within the urbanized area. City Reco_ gnized Neighborhood Action Plan: The applicant's property lies in the area covered by the River Mountain Neighborhood Action Plan. The housing goal has two objectives important to this case, "Monitor Low-income housing and publicize compliance with rental inspections, etc," and to "develop Neo -traditional neighborhoods (pedestrian and bicycle friendly neighborhoods, which are less dependent on automobiles), in areas that have not yet developed". An objective from the infrastructure goal is to "ensure that roads are improved in a manner that is supportive of all modes of transportation (walking cycling automobile, public transit and truck) and minimize the conflicts between the different modes". This proposal would add residential units near to the non-residential areas along Cantrell, thus providing walking distance access to shops and offices. Landscape The plan submitted does not provide for the minimum 9 -foot wide landscape buffers around the perimeter of the site required by both Zoning and Landscape Ordinances. A 6 -foot high opaque screen, either a wooden fence with its face side directed outward, a wall or dense evergreen plantings, is required along the northern, eastern and western perimeters of the site. A 3 -foot wide landscape strip is required between the public parking areas and the building (or in the general area). There is considerable flexibility with this requirement. Revised plat/plan: Submit four (4) copies of a revised preliminary plan (to include the additional information as noted above) to staff on Wednesday, August 11, 2004.
