HomeMy WebLinkAboutZ-7683 Staff AnalysisOctober 21, 2004 ITEM NO.: F FILE NO.: Z-7683 NAME: Baird Transitional Housing — Conditional Use Permit LOCATION: 3316 West 12th Street OWNER/APPLICANT: Gary Godley, Sr./Abraham Baird PROPOSAL: A conditional use permit is requested to allow for use of the existing residence on this R-3 zoned property as a transitional housing facility for up to 10 men who are in transition from state incarceration and those who are currently attending drug treatment classes. STAFF REPORT: A task force appointed by the City Manager is currently studying the issue of transitional housing facilities in Little Rock. It is anticipated that the Task Force will complete its work in August. Staff believes this item needs to be deferred until after the task force has submitted its report. The applicant has agreed to defer the item. STAFF RECOMMENDATION: Staff recommends that the item be deferred to the September 9, 2004 Planning Commission meeting. PLANNING COMMISSION ACTION: (JULY 29, 2004) The applicant was not present. There were no objectors present. Staff presented the item and recommended that it be deferred to the September 9, 2004 meeting. There was no further discussion. The item was placed on the Consent Agenda and approved for deferral by a vote of 10 ayes, 0 noes and 1 absent. STAFF REPORT: The Transitional Housing Facilities Task Force has not completed its work. It is hoped that the Task Force will complete its work in September. Staff believes this item needs to be deferred until after the Task Force has submitted its report. STAFF REPORT: The Transitional Housing Facilities Task Force has not yet completed its work. It is believed that a report will be coming from that group soon; including proposed ordinance changes. Staff believes this item needs to be deferred to the December 16, 2004 Agenda to allow that process to continue. STAFF RECOMMENDATION: Staff recommends that this item be deferred to the December 16, 2004 Agenda. PLANNING COMMISSION ACTION: (OCTOBER 21, 2004) Staff informed the Commission that the applicant submitted a letter requesting that the application be withdrawn. Staff supported the withdrawal request. With a vote of 9 ayes, 0 nays and 2 absent, the Commission voted to waive their bylaws and accept the withdrawal request less than five (5) days prior to the public hearing. The Chairman placed the item before the Commission for inclusion within the Consent Agenda for withdrawal. A motion to that effect was made. The motion passed by a vote of 9 ayes, 0 nays and 2 absent. The application was withdrawn. PA SUBDIVISION COMMITTEE COMMENTS JULY 8, 2004 ITEM NO.: 22 BAIRD TRANSITIONAL HOUSING C.U.P. {Z-7683 Planning Staff Comments: 1. There is no valid Bill of Assurance. 2. The 2000 square foot house is to accommodate 10 individuals plus an office for an on-site, 24-hour manager. 3. Locate and describe all proposed site lighting. 4. Locate all required parking spaces. 5. Will any other activities occur on the site such as classes or counseling sessions? 6. Locate and describe all existing and proposed fencing. 7. Provide a copy of the resident's rules. 8. This item needs to be deferred to the September 9, 2004 Commission meeting. There is currently a Committee studying the issue of transitional housing facilities. Variance/Waivers. • None requested. Public Works: 1. No comments regarding change of use for existing building. Utilities and Fire Department/County Planning- Wastewater: lannin : Wastewater: Location of sewer service unknown for this residence. Entergy: Approved as submitted. Reliant: No Comments received. Southwestern Bell: No Comments received. Water: Additional fire hydrant(s) will be required. Contact the Little Rock Fire Department to obtain information regarding the required placement of the hydrant(s) and contact Central Arkansas Water regarding procedures for installation of the hydrant(s). Fire Department: Approved as submitted. County Planning: No comments. CATH: The site is located on a CATA bus route. PIanning Division: No Comments. Landscape: No Comments. Any new parking areas must comply with the City's Landscape and Buffer Ordinances. Otlier: Submit responses to staff issues and four (4) copies of revised site plan no later than Wednesday July 14, 2004.
