Subject: Apartment on Kanis and Bowman
I am writing to voice my opposition to the building of apartments on Bowman and Kanis.
While I understand the need for growth, the traffic situation along Kanis Road and Bowman Road in this location
continues to worsen. Improvements to roadways like Kanis and Bowman are spurred along by new development within
the traffic corridor. For that reason, I am supportive of normal, rational development in accordance with the city's
normal growth and land -use plans but we feel that the current proposals will add significantly to the traffic congestion
on both Kanis Road and Bowman Road. This will add to already unsafe conditions and will decrease the quality of life for
area residents.
As I understand, this would means 4 apartment complexes within a mile of Woodlands Edge. Please do not allow
anymore apartments, homes are understood, but apartments add too much congestion on roads already at their max
capacity. And I am sure you understand how narrow and dangerous both roads are already.

Subject: Development along Kanis
I live in Woodlands Edge at 13809 Fern Valley Lane. I am very opposed to the commercial development
along Kanis and Kirby Roads. I have lived in Woodlands Edge for 4 years and I have seen the traffic
along Kanis increase dramatically. I was at the meeting last week regarding the developments and heard
that the city does not have plans to widen Kanis from Gamble west. If Kanis can be widen and a traffic
light installed at Woodlands Edge entrance or at Cooper Orbit, I would not be opposed to the new
developments.

Dear Little Rock Planning Commission,
As residents of Woodlands Edge, my husband and I are against the proposed housing units on Kanis.
The traffic situation along Kanis in this location tends to worsen. We feel that the current proposals

Good afternoon Mr. James, I am a resident of Woodlands Edge and have been for almost 7 years. My family and I drive up and down
Kanis almost daily. Not only has traffic gotten seriously worse, but the road is horrible. It beats my car up every single time I drive
down the road. It is also WAY TOO narrow for the amount of traffic and people turning off and on. The corner by the Valero is really
bad. I have had several close calls trying to turn left onto Kanis because you absolutely cannot see a car until it is right there on you.
I understand that people want to develop and that keeping it a little back road forever is not reasonable, but something has to be done
about Kanis. Not sure what, other than the developers (all, including the one that is already approved) should share the cost on
widening and resurfacing parts if not all of Kanis. That road has WAY outgrown the original intent of its use. Given the fact that there is
an elementary school on down the road, I cannot imagine what it will be like if THREE new apartment complexes went in out there. I
think the one will be a nightmare as it is.
I would appreciate any consideration you could give the residents who live in that area and travel daily on Kanis. It is really becoming
dangerous, not only because of the traffic volume, but the condition of the road and all the holes and chopped up pieces.

Mr. James
I am writing to you as a Little Rock resident against the proposed apartment complexes along West Kanis Road. As a
part of the traffic that uses Kanis road, it is my opinion more housing/apartment developments like those proposed are
going to make an already dangerous traffic situation worse. I do applaud the efforts of Mr. Chi for attempting to put in
higher rent units that will attract good citizens, however, until Kanis road is made into a 4 lane modern road I see these
efforts as dangerous. I myself have had cars pull out in front of me around the Valero gas station simply because they
didn't see me coming westbound. I can only imagine the number of auto accidents continuing to increase until
improvements to Kanis are made to handle the increased traffic that is already present. Adding more units in this area
will only make matters worse. I am also educated somewhat regarding your challenges to do anything to improve Kanis
Road because parts of the road are outside of the city limits. If there is something I can do to help improve this situation
as a citizen so you may address expanding Kanis Road as needed, please let me know.

To the Little Rock Planning Commission:
I am a mother of three that has been living in Arkansas and specifically in the Woodland's Edge subdivision for
two years. I love our neighborhood but I am extremely concerned with the proposed developments on Kanis
and Kirby Roads (The Lofts at Kanis Creek and the "Kirby Road" development). As you must be aware, Kanis
Road is barely able to handle the traffic currently. It takes an excessive amount of time especially during rush
hour in the morning and in the afternoon to make a turn out of our neighborhood. It really takes away from
our quality of life. I fear for my young drivers trying to dart out in order to get to the grocery store or an after
school event. If the proposed developments are accepted, I honestly have no idea how this two lane country
road will support the significant influx of drivers. It keeps me up at night. In addition, I am told we will almost
never see a light at the entrance of Woodland's Edge. I fear there will be some major accidents. I understand
and actually applaud the fact that Little Rock is expanding and growing but the infrastructure has to be in
place. We are a military family and have lived all over the country. These proposed developments must be
denied by the Board. After Kanis Road is sufficiently widened only then can our community support these type
of developments.
Please do the right thing and think about all of the families who are living on Kanis Road.

I hope I have the correct email address for the Planning Commission. I am concerned about the apts.
being built on Kanis Road. Kanis is already way too busy. There are many places on Kanis that don't
even have a shoulder if it were necessary to avoid an accident. Until the road is widened to
accommodate more traffic, I feel the city should vote down any petition to build more apartments.

The vacancy rate for Pulaski County apartments was 8.3 percent in the third quarter this year,
almost double the national rate, owners of a company that tracks the apartment market in central
Arkansas say.
That was down from about 8.8 percent in the second quarter this year, said Richard Cheek and Ted
Bailey, co-owners of the Multifamily Group.
Nationally, the apartment vacancy rate was 4.2 percent in the third quarter, Bloomberg News
reported. That was up from 4.1 percent in the second quarter,
Cheek and Bailey acknowledged that the Pulaski County vacancy rate is "one of the softer rates in
the country right now."
"You would hope that we would have a [lower vacancy] rate," Bailey said.
One reason for the higher vacancy rate for Pulaski County is likely the housing crisis in recent
years, said Michael Pakko, chief economist at the Institute for Economic Advancement at the
University of Arkansas at Little Rock.
"You saw a decline in homeownership [nationally] during that period," Pakko said. -That meant
that, relatively speaking, more people [than usual] were choosing rental housing instead of
homeownership. That affected the demand for rental housing."
There also was an Increase nationally in construction of rental housing, which affected the supply
of the units, Pakko said.
But in central Arkansas, the housing crisis and foreclosures weren't as big an issue as in other parts
of the country, Pakko said. Because of that, not as many homeowners were forced out of their
houses and into apartments. That contributed to the higher vacancy rate in the central Arkansas
apartment market, he said.
The Little Rock market also saw 1,060 new rental units open in the third quarter.
From 2006, when construction of apartment complexes in Pulaski County began to pick up, through
last year, vacancy rates began to rise, peaking at 8.5 percent in 2009, Cheek said.
The 14 -year average vacancy rate through 2012 was 6.4 percent, Cheek said.
The average monthly rental rate in Pulaski County for the third quarter was $721, up about 1
percent for the year.
Cheek and Bailey expect more than 820 new apartment units to open next year.
When new apartments open in a market, it triggers several things, Cheek said.
First, apartment developers continue to raise the bar in terms of amenities and finishings, Cheek
said.

'There is a lot more emphasis on upscale amenities," Cheek said, citing nicer fitness centers. "And
apartment [finishings] improve. It used to be that granite countertops were in luxury homes only,
But now you find those in Class A apartment communities, too."
Second, new construction Is a good thing for residents because it creates competition, Cheek said.
And third, new construction often triggers renovations at older apartments, Cheek said.
"As they attempt to compete with [new complexes] in their neighborhood, older apartments have
to do renovations to keep up," he said.
The number of apartment complexes sold also has risen this year.
Through September this year, about $112 million has been paid for apartment complexes in Pulaski
County, averaging about $60,000 per unit, the Multifamily Group said. Sales amounted to about $28
million in 2013.
Among the bigger sales were: Phase three of the Foothills Apartments in North Little Rock, which
sold for about $213 million or $94,500 per unit; and Carrington Park apartments in Little Rock, which
said for about $21.5 million or $106,400 per unit.

D105.1 Where Required. Where the vertical distance between the grade plane and the highest
roof surface exceed 30', approved aerial fire apparatus access roads shall be provided. For the purposes
of this section the highest roof surfaces shall be determined by measurement to the eave of a pitched
roof, the intersection of a roof to the exterior wall, or the top of the parapet walls, whichever is greater,

positioned parallel to one entire side of the building. The side of the building on which the aerial fire
apparatus access road is positioned shall be approved by the fire code official.
D105.4 Obstructions. Overhead utility and power lines shall not be located over the aerial fire
apparatus access road or between the aerial fire apparatus road and the building. Other obstructions
shall be permitted to be places with the approval of the fire code official.
Dead Ends.
Maintain fire apparatus access roads at dead end locations as per Appendix D of the 2012 Arkansas
Fire Prevention Code Vol. 1 Section D103.4 Dead Ends. Dead-end fire apparatus access roads in excess
of 150 feet shall be provided with width and turnaround provisions in accordance with Table D103.4.
Requirements for Dead-end fire apparatus access roads.
Gates
Maintain fire apparatus access road gates as per Appendix D of the 2012 Arkansas Fire Prevention
Code Vol. 1 Section D103.5 Fire apparatus access road gates. Gates securing the fire apparatus access
roads shall comply with all of the following criteria:
1. Minimum gate width shall be 20 feet.
2. Gates shall be of swinging or sliding type.
3. Construction of gates shall be of material that allow manual operation by one person.
4. Gate components shall be maintained in an operable condition at all times and replaces or
repaired when defective.
5. Electric gates shall be equipped with a means of opening the gate by fire department personnel
for emergency access. Emergency opening devices shall be approved by the fire code official.
6. Manual opening gates shall not be locked with a padlock or chain and padlock unless they are

Commercial and Industrial_ Developments — 2 means of access. - Maintain fire apparatus access roads
as per Appendix D of the 2012 Arkansas Fire Prevention Code Vol. 1
Section D104.1 Buildings exceeding three stories or 30 feet in height. Building or facilities exceeding 30
feet or three stories in height shall have at least two means of fire apparatus access for each structure.
Section D104.2 Building exceeding 62,000 square feet in area. Buildings or facilities having a gross
building area of more than 62,000 square feet shall be provide with two separate and approved fire
apparatus access roads.
Exception: Projects having a gross building area of up to 124,000 square feet that have a single
approved fire apparatus access road when all building are equipped throughout with approved
automatic sprinkler systems.
D104.3 Remoteness. Where two fire apparatus access roads are required, they shall be placed a
distance apart equal to not less than one half of the length of the maximum overall diagonal dimension
of the lot or area to be served, measured in a straight line between accesses.
30' Tall Buildings - Maintain aerial fire apparatus access roads as per Appendix D of the 2012

Exception: Projects having up to 200 dwelling units may have a single approved fire apparatus
access road when all building, including nonresidential occupancies are equipped throughout with
approved automatic sprinkler systems installed in accordance with Section 903.3.1.1 or 903.3.1.2

more than 200 dwelling units. Multiple -family residential projects having more than 200 dwelling units
shall be provided with two separate and approved fire apparatus access roads regardless of whether

One- or Two -Family Residential Developments.
As per Appendix D, Section D107.1 of the Arkansas Fire Prevention Code Vol. 1, One- or Two -Family
dwelling residential developments. Developments of one- or two-family dwellings where the number of
dwelling units exceeds 30 shall be provided with two separate and approved fire apparatus access
roads, and shall meet the requirements of Section D104.3.
Exceptions:
Where there are more than 30 dwelling units on a single public or private fire apparatus
access road and al dwelling units are equipped throughout with an approved automatic
sprinkler system in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.1.3 of the
Arkansas Fire Code, access from two directions shall not be required.
2. The number of dwelling units on a single fire apparatus access road shall not be increased
unless fire apparatus access roads will connect with future development, as determined by
the fire code official.

than nine (9) feet. The plantings, existing and purposed, shall be provided within the
city's landscape ordinance requirements. One (1) tree and three (3) shrubs or vines shall
