By Leslie Newell Peacock Arkansas Times, August 14, 2014 Kanis Road, the minor east -west arterial in West► Little Rock that until just a decade or so ago was mostly a two-lane route through undeveloped woods, is scheduled to be widened, in two phases, from its intersection with Shackleford Road west to its intersection with Gamble Road, starting next year. (East of Shackleford, where Baptist Hospital and several large medi- cal clinics are located, Kanis has already been widened to five lanes.) A stretch between Shackleford and Bowman will be five lanes, with a center turn lane. Bowman to Gamble will be a three -lane, with a turn lane in the center. But west of Gamble, widening Kanis is not yet on the city's radar screen, especially since a section of the road is outside the city limits. People who live near the three -street intersec- tion of Kanis, Kirby and Cooper Orbit — where there is no stop sign — already have a hard time, they say, with traffic, thanks to new housing development and traffic from Baker Ele- mentary School when school is in session. The state Highway and Transportation Department estimates annual average daily traffic at that intersection at 11,000 cars. By comparison, that's 1,000 more cars a day than on another minor north-west corridor, the two-lane Van Buren Street between Kavanaugh Boulevard and West Markham Street. That number could grow substantially, if apartment projects approved and in the works for Kanis near the Kirby-Kanis-Cooper Orbit intersection are approved. Already approved is the Panther Branch Addition, a 188 -unit apartment development on 7.82 acres on Kanis close to its intersection with Kirby. It would include 326 parking spaces, and entrance and exit would be off Kanis. The land is not in the city limits; the developer will apply for annexation to the city. Kanis Road roughly, though not exactly, forms the boundary between the city and the county. Though about half of the acreage was zoned MF -6, which would have restricted develop- ment to six units per acre, the remainder of the land was zoned C-1, Neighborhood Commer- cial, which would have allowed 36 units per acre by right. Based on the zoning, city planning staff said, the development could have accommodated 190 units. Still, there was neighborhood opposition to the planned residential development, particular- ly from residents of Cooper Orbit Road, who say they have trouble turning onto Kanis during peak travel time — rush hours and when Baker Elementary lets out — because it's so busy and there is no stoplight at the intersection. Residents also were unhappy that a service road the developer will build, Panther Branch Drive, will dead end at the rear of single-family homes on Cooper Orbit. That could be a "magnet" for criminals, Cooper Orbit resident Melanie Strigel complained in a June email to the City Board of Directors, which approved 7 to 3 the Panther Branch planned residential district July 1. Directors B.J. Wyrick, Joan Adcock and Doris Wright were the three dissenters. Also planned for Kanis Road: the 288 -unit Lofts at Kanis Creek development a half mile down Kanis to the west. The proposal is expected to come before the Planning Commission Sept. 18. This property is also not in the city, nor is it contiguous with the city boundary, so to be annexed (for city services) the neighboring Chenal Pet Palace, which it abuts, would have to be annexed first. Donna James with the city planning commission said several other developers have made preliminary contact with the department about other development plans in the area: *At the intersection of Kanis and Pride Valley, just past Baker Elementary School, developers would like to rezone land zoned for office for multifamily, to allow 300 units on 12 acres. *At Kanis and Baker Lane, across from the school, a Lazenby Development planned residen- tial development has been approved for 32 detached single-family homes. *The Capital Hills Apartments on Cooper Orbit, which has built 156 units in its first phase, is expected to build between 300 and 400 more units in its second phase. Altogether, it's been approved for 528 units. It's 1.3 miles from the intersection with Kanis and the Panther Branch development. *Woodlands Edge, which can be accessed by Woodlands Trail just east of the Kanis-Cooper Orbit -Kirby intersection, plans to add 32 houses to the development. `The 72 -unit Rowan Park Apartments on Kirby Road, less than 1/10 of a mile from the Kirby- Kanis intersection, is expected to expand north on Kirby. Survey stakes can be seen along the road. There are also rumors, residents near Kanis say, that 40 more acres adjacent to the Lofts at Kanis Creek now zoned single-family may be for sale. Added together, there are plans for 840 new apartments clustered along a two-mile stretch of Kanis Road. Why all the development on this stretch of Kanis, a formerly rural area with no bus service and few shopping amenities save the Valero station at Kirby and Kanis? Cathi Watkins, who lives in Spring Valley Manor off Cooper Orbit, believes it's because there's no overlay district — as there is on Highway 10 — imposing 100 -foot setbacks and 40 -foot landscaping strips and other requirements on developers. Watkins and Jena McDonnell, the Spring Valley Manor Property Owners Association presi- dent, have expressed their fears to the Planning Commission and the board that the city is taking a parcel -by -parcel approach to development in the area, rather than looking at the "big picture." McDonnell is organizing a letter -writing campaign. Watkins said she's "appalled" at the moves by the city to allow the development. The neighborhood, she said, "was built in 1960s, tucked in between two big hills. Now, slowly the city is coming out here. I don't think it needs to be [high] density like downtown." City Director Adcock said she believed that developers have a responsibility to make improve- ments to roadways as they add traffic to them and noted that the developers of the McDon- ald's restaurant at Markham and University spent $250,000 to improve access not just to it but to the Chik-fil-A west of McDonald's on Markham. (Two city directors, Dean Kumpuris and Stacy Hurst, opposed the McDonald's development despite the $250,000 offer.) ELLIS MOUNTAIN District 18 Development Principals Although still reflective of the general pattern established in the 1986 Extraterritorial Land Use Plan, refinements were made in preparing the district level plan, especially with respect to the density and location of multi -family areas. The Plan recognizes that market pressures for more intensive uses will occur in this area. Recommended Design Guidelines for developments within the District include the following: ■ Construction of curbs and gutters. • Placement of sidewalks on all neighborhood streets. ■ Ensuring that roads are improved in a manner that are supportive of all modes of transportation (walking, cycling, automobile, public transit and truck) • Installation of traffic calming devices on residential streets. • Preservation and maintenance of greenways and open spaces. Ensuring the preservation of significant environmental features and functions. • Conservation of significant landscapes, views and vistas. • Protecting natural areas and systems. • Protecting urban forests. Providing active and passive park facilities in the area. • Developing Neo -Traditional Neighborhoods in undeveloped areas. • Providing streetlights and traffic lights. Land Use Residential: The Plan denotes areas for each type of residential development: low, medium, and high density. Residential Low Density (RL) development is in the extreme peripheral portions of the plan area and along certain ridge tops in the areas containing a substantial amount of steep slopes. These RL areas are likely to develop at overall densities of less than one unit per acre, while normal single-family density will occur in a range of 1-5 units. The Residential Medium Density areas (RM) should achieve a density range of 6-12 dwelling units per acre. These areas are generally along Kanis Road, with two large areas off of Bowman Road. The Residential High Densities (RH) will generally accommodate projects over twelve dwelling units per acre. Three areas are shown for RH. One is an existing Manufactured Home park on Bowman Road near Colonel Glenn Road. The second is an area along West Markham near Nix Road. The final area is at the southwest corner of Capitol Hill Boulevard and Rushmore. Office: The southeastern corner of the district has been allotted for office development. Office (0) is also designated on Chenal Parkway and Lawson Road, while Suburban Office (SO) is on the west side of Bowman Road and also on Kanis Road. Along Kanis Road is a mix of SO, Mixed Office/Commercial (MOC), and Residential Medium Density (RM). A node of MOC is located at the Cooper Orbit/Kirby Road/Kanis Road/Brodie Creek Trail intersection. Commercial: Commercial designations on the plan have been located to discourage strip commercial development to the maximum extent possible and to encourage commercial concentrations at major intersections of arterial streets. Areas of commercial land use are designated throughout the District in order to serve a variety of functions ranging from neighborhood convenience shopping areas to community centers and general 38 commercial districts. The majority of the commercial designations are at various points along Chenal Parkway and Rahling Road. Mixed Use: The Future Land Use Map designates Mixed Use (MX) at Colonel Glenn Road and Rocky Lane. Industrial: A large area currently used for mining and industrial purposes is designated on the Plan as an industrial/warehouse area (LI). The site is located north of Lawson Road at the intersection with the proposed West Loop (Crystal Valley Road). Parks and Open Space: The Park/Open Space (PK/OS) category in this district serves two functions. The first concerns the preservation of greenways and open spaces. The second is to provide active park facilities intended for public use. The preservation function protects significant environmental features such as landscapes, views, and vistas that add to the intrinsic value of the city. The park facilities function provides land for city maintained parks, open spaces, urban forests, and recreational facilities. The future land use map showed the floodplain/floodway along Rock Creek, Brodie Creek, Branch Creek, and McHenry Creek for Park and Open Space as proposed by the Master Parks Plan. Public/Institutional: A variety of public facilities including schools, churches, and quasi -public uses are designated on the plan. Lake Nixon recreation area and retreat is the largest area along Cooper Orbit Road north of Colonel Glenn Road. October 24, 2014 LITTLE ROCK, Ark. (KTHV) — Developers have been eyeing vacant land on Kanis Road, and with three apartment complexes in the works, nearby residents and homeowners are unhappy. "It's my understanding that we've got one under development here already, and then one more has been proposed further west down Kanis Road," said Jesse Munn with the Woodland's Edge Property Owner's Association. He and fellow property owners are concerned about the effects new residential complexes could have on the area. Most importantly, more congestion, lower property values and a good deal of traffic. "The infrastructure of the road itself has not improved and won't support the additional traffic," Munn said. "It really doesn't support the traffic that it already has. We're not opposed to development. Devel- opment is inevitable along the street here. We would like to see that the infrastructure approved and there's a thoughtful process being placed before the development's allowed." THV 11 reached out to Little Rock Public Works, and they said infrastructure updates for the next three years have already been laid out. And any plans to update the area of Kanis Road near the proposed complexes are simply not on their to-do list. Vince Floriani, Design Review Engineer, said it's the responsibility of the property owners to update the portion of the street adjacent to the property. It's called The Boundary Street Ordinance and it says in- stalling sidewalks and gutters is the property owner's job. Still, Munn wants his concerns to be heard. "The city needs to take a thoughtful approach to it," he said. "We would prefer that and we have faith in our city leaders that'll happen. We just want to make our voice heard and to carefully look at what's going on out here." They have had cars and apartments broken into and things stolen. These are crimes we did not have in our neighborhood before Rowan Park existed. We definitely don't want to see that expanded, but it will happen with more apartments. Obviously the apartments are not managed well at all. Maintenance with the grounds and the apartments, seem to be a problem. November 3, 2014 This apartment complex is nice however unfortunately stealing is rampant. Within a day, two different apartment individuals cars were broken into. The police came out to finger print the area and prepare a police report but no stolen items were recovered. 1 also had a ten speed bike stolen from my enclosed gated patio. Police report was also made but no bike was returned. The apartment staff are aware of the stealing situation but they only reply is, "It happens everywhere what do you want me to do". Even though this is a gated area, rent at your own risk. November 3, 2014 Reviews for Rowan Park Worst apartment ever. Owners I hope you're reading these reviews. One common trend is the attitude problem of the manager. This is not an issue that can be handled with a warning. She deserves to be fired. She has no respect for the tenants and as someone has previously stated, acts as a dictator. We lived at RP for a long time. We were quite happy with the quality of the actual apts, but thin walls, a piss poor gym, and constant break ins was too much. Also, the pool? Was there even one there? I've lived at Rowan Park for quite some time and cannot be more happier to move out. Oh where to begin... If you live in these apartments during football season, have fun finding a decent parking spot. They "claim" that visitors are suppose to park outside the community in a 10 car lot in front of the clubhouse. They post up signs that say they will tow any visiting vehicles within the gate but it is nothing but a threat. The only thing they do is put an annoying sticker on a persons car that easily comes off with windex. The outside of these apartments are very appealing but don't let that fool you. The inside is made very cheaply and the maintenance man that is suppose to fix anything is a joke. I don't like using nails so I used a wall safe Command Strip to put up something and guess what happened?... It took plaster off the wall when I removed it! That never happens if a job is done correctly. I called the maintenance man to fix it and the only thing he could say was "just leave it until you move out". The kitchen cabinets are super cheap as well. I barely touched a panel in front of the sink and "slam" it falls to the floor. It was held up with small staples. Apparently this is pretty common since the same thing happened to my neighbor. Now let's talk about winter time... The owners of this apartment complex are so lazy that they don't even bother to put out salt on the sidewalks or stairs when it snows or sleets. On several occasions this year alone I have almost fallen and hurt myself. The maintenance man will just look at the ice and keep to him- self like he is not suppose to do anything about it. Sometimes I have had to put my own personal salt on the stairs because I can't imagine someone's child or anyone else slipping on stairs because of negligence. Bang for your buck, not so much. There are other locations with better square -footage, layout, amenities, and staff. I feel Rowan Park is overpriced for the little that you do get in these apartments. The walls are thin, the location is down the street from a fire station and a main road is just 50 yards away. Let's just say I can hear every bird, car, fire truck, person walking up the stairs, and closing doors. I can't wait to move. I would have moved out a long time ago if it weren't for my darn lease. Can somebody please explain what is wrong with the manager? I understand rules need to be followed but there are ways to approach people without sounding like a dictator. She might fit better at a job where she doesn't have to deal with people cause she has no clue on how to interact in a nice way. I would give better rating if it wasn't because of her. That's one way to keep people out of the gym. -Invasion of privacy- 2 cameras in the gym, 2 in hallways of clubhouse, and 1 at the pool. -Filters are never changed!. DUST DUST DUST -BUGS everywhere. I have never seen them spray. -No covered parking and no shade to park under.$100 month extra for a garage. -no storage in apt. $50 extra a month to rent a storage room outside your apt. -Several car break ins -Pool is very small. Like the child section of a regular pool. -Ants hills.. large ones outside everywhere. -Functional space of bathroom and kitchen are bad What a waste of good quality apt. buildings. Area is quiet and building quality is good, but when you have bad management those few good things become void. Yep, they ran off a GREAT manager and then fired her replacement for some crazy reason. The current manager is part of the problem, but the owners ore 99% of it. I've heard them SCREAMING/CUSSING/ FIGHTING/THROWING THINGS (you name it, I've heard it) upstairs more than once. I can't believe they act like that at all, let alone in a business setting. I have been living here at Rowan Park for almost a year, and we can not wait till our lease is up. When my husband and I starting looking for a place to live we couldn't decide if we wanted to live here or another apartment we had in mind. The staff was so nice while we decided where to live. Once we moved in the staff was not friendly at all, they act like they are better than you and are just down right rude when you tell them you are having an issue with something or something breaks. The apartments are very cheaply made, you can hear everything thru the paper thin walls. We also have a very bad bug problem with crickets and roaches, my apartment always has crickets chirping, they seem to like my closet and keep me up all night. They only spray for bugs 4 times in a year. The plumbing is also terrible, anytime my husband or I go number 2 it usually gets stopped up so I have to keep the plunger beside my toilet at all times. They consider this a "gated apart- ment" but it's not gated if they never shut the gate. Gate is always open, as a matter of fact a couple months back my vehicle along with like six others got their car broken into. Not a very safe place if you ask me, there are always people driving around with their music turned up so loud. Do not move into these apartments if you do you will regret it. Also there is never any parking at night, so if you work grave yard shift like I do you will not find a parking and if you do you will be hiking to your apartment alone in the dark while burglars are burglarizing your vehicle and apartment. The following review is solely based on a visit to the property. My husband and I visited Rowan Park because from the road it looks like a cute, small community and being in the business, I was curious about it. It was a Saturday afternoon and we went into the office expecting to be greeted by office staff. The only person there was on a cell phone and never looked up at us. We wandered around the office for literally 10 minutes waiting on them to finish what sounded like a personal phone call. When we went into their office, they were very...what's the word? Non-chalant about everything. They didn't introduce themselves, we had to ask for a name. They asked what size we wanted and did we have pets. We weren't offered to be shown anything, we had to ask. They seemed put out by our request, but eventually we were shown a 2 bedroom model - in complete SILENCE. Now, this property is beautiful from the outside and the inside did not disappoint either so I was expecting them to be thrilled to show off their property and we got the exact opposite. If this is how a representative of your property treats someone coming to leave $$ on a new home, I can only imagine how the residents are treated after they've committed to living there. The prices were good, the area seemed private and quiet, and the property is amazing. The one flaw (a MAJOR one) is having someone who obviously doesn't care about their product try- ing their hardest to NOT lease an apartment. I am in the apartment business and I am appalled by how we were treated this day. I hope it was a fluke. It wasn't a fluke, they don't know what they're doing. My husband and I moved into these apartments when they first opened and ever since we have had nothing but problems with them. Management does not really care how their staff acts. Their maintenance man is terrible. He can never get anything fixed in a reasona- ble time. Every time we complain about anything no one really cares. Our neighbors are loud and the walls are poorly insulated. The only good quality about these apartments is the on site cop and the gate. When it was warmer crickets would come through the weathering strip, currently we have fleas and they refuse to re- spray without charging us. I see spiders in the apartment sometimes and now I have had roaches. Yay. I was looking for a one or a two bedroom apartment (not sure if my friend will be moving with me or not). I was greeted at the door by a pretty large spider... It was outside, so no big deal (I'm an outdoorsy person, so I'm bugs in their own domain). The inside of the lobby was cute. I had to look around a little to find the office girl who was tucked away in her little office. I said I was looking for a 1 or 2 bedroom this month. She said there were none available, they were completely full until December. I asked if they had a model that I could at least see. I'm thinking, if I like something enough, I could wait for something to become available. She agreed to show me the model, which was a two bedroom with two baths, downstairs. She took some of my information and then asked if I would even be able to wait until the end of December for an apartment. I said that I might be able to, I just wanted to see what the model looked like so I could get an idea of if this is something I even like. I felt like she was trying to talk me out of wanting to see the model. She even went on to say that the apartments might not even be available in December because the current residents might re- new. After that it took a few minutes for her to get her gate key recharged because she let someone borrow her other one, so she had to reset a new one. Anyway, we got to the apartment... It looked nice at first glance. I walked into the first bathroom and saw what I thought was 2 spiders and some leaves in the toilet. After she flushed the toilet, I saw that there were actually 2 spiders and a cricket along with the leaves. She explained that she hadn't shown the model in a while, so that must be why those bugs were in the toilet. (I still have no idea how the leaves got in there.) She led me into the guest bedroom, I looked around, complimented the furniture, and started to make my way to the closet to see the size... (meanwhile, she had already left the room and was telling me where the master bedroom was located). The closet was decent except for the 3 dead crickets and the one that looked like it was still alive! I let her know about the crickets; she brushed it off by saying, again, nobody has been in this apartment for a while and perhaps the bugs got in because the weather stripping needed to be replaced. In the kitchen/hallway there was a dead spider (that she blew on and nudged with her shoe to confirm was dead) and one or two other dead spiders or crickets under the chairs that were set up by the kitchen island area. From there I could also see another dead bug in the living room by the TV. (Considering how I could see the dead bugs from across the room, I hope that tells you something about the SIZE of them.) Even though the appliances and countertops seemed nice, I was becoming so concerned about the multitude of bugs that I could hardly pay attention to anything else. I asked if they sprayed for bugs. She said, "We have someone come once every 2 months." In my head, I'm thinking, "WHAT?!?! That's it?! OBVIOUSLY, they need to spray a little more!" I managed to work up the courage to walk into the master bedroom. This is where I lost it. I can un- derstand a bug here or there... but at this point, OH MY GOODNESS! There were at least two or three dead crickets or spiders on the floor around the bed. I could only step a few feet into the room and peer into the bathroom before I had to run out of the apartment because my nerves were going crazy. From where I stood in that master bedroom, I could see MORE bugs in the bathroom and in the closet (the doors were already open). I wasn't going to find out how many were dead or still alive! As I waited for her in the hallway, outside the apartment, I noticed two more dead crickets in the hallway. She claimed that none of their residents had issues with bugs... I DON'T BELIEVE IT! These apartments look like they were put up overnight, with nice appiances to pull you in by making you think they are "so nice". But apparently someone skipped something on some part of the construction with making sure the apartments were secure from the outside little creatures. I have NEVER seen so many bugs in an apartment. If you live in these apartments during football season, have fun finding a decent parking spot. They "claim" that visitors are suppose to park outside the community in a 10 car lot in front of the clubhouse. They post up signs that say they will tow any visiting vehicles within the gate but it is nothing but a threat. The only thing they do is put an annoying sticker on a persons car that easily comes off with windex. The outside of these apartments are very appealing but don't let that fool you. The inside is made very cheaply and the maintenance man that is suppose to fix anything is a joke. I don't like using nails so I used a wall safe Command Strip to put up something and guess what happened?... It took plaster off the wall when I removed it! That never happens if a job is done correctly. I called the maintenance man to fix it and the only thing he could say was "just leave it until you move out". The kitchen cabinets are super cheap as well. I barely touched a panel in front of the sink and "slam" it falls to the floor. It was held up with small staples. Apparently this is pretty common since the same thing happened to my neighbor. Now let's talk about winter time... The owners of this apartment complex are so lazy that they don't even bother to put out salt on the sidewalks or stairs when it snows or sleets. The walls are thin, the location is down the street from a fire station and a main road is just 50 yards away. They seemed put out by our request, but eventually we were shown a 2 bedroom model - in complete SILENCE. Now, this property is beautiful from the outside and the inside did not disappoint either so I was expecting them to be thrilled to show off their property and we got the exact opposite. If this is how a representative of your property treats someone coming to leave $$ on a new home, I can only imagine how the residents are treated after they've committed to living there. The prices were good, the area seemed private and quiet, and the property is amazing. The one flaw (a MAJOR one) is having someone who obviously doesn't care about their product try- ing their hardest to NOT lease an apartment. She took some of my information and then asked if I would even be able to wait until the end of December for an apartment. I said that I might be able to, I just wanted to see what the model looked like so I could get an idea of if this is something I even like. I felt like she was trying to talk me out of wanting to see the model. She even went on to say that the apartments might not even be available in December because the current residents might re- new. After that it took a few minutes for her to get her gate key recharged because she let someone borrow her other one, so she had to reset a new one. Anyway, we got to the apartment... It looked nice at first glance. I walked into the first bathroom and saw what I thought was 2 spiders and some leaves in the toilet. After she flushed the toilet, I saw that there were actually 2 spiders and a cricket along with the leaves. She explained that she hadn't shown the model in a while, so that must be why those bugs were in the toilet. (I still have no idea how the leaves got in there.) She led me into the guest bedroom, I looked around, complimented the furniture, and started to make my way to the closet to see the size... (meanwhile, she had already left the room and was telling me where the master bedroom was located). The closet was decent except for the 3 dead crickets and the one that looked like it was still alive! I let her know about the crickets; she brushed it off by saying, again, nobody has been in this apartment for a while and perhaps the bugs got in because the weather stripping needed to be replaced. In the kitchen/hallway there was a dead spider (that she blew on and nudged with her shoe to confirm was dead) and one or two other dead spiders or crickets under the chairs that were set up by the kitchen island area. From there I could also see another dead bug in the living room by the TV. (Considering how I could see the dead bugs from across the room, I hope that tells you something about the SIZE of them.) Even though the appliances and countertops seemed nice, I was becoming so concerned about the multitude of bugs that I could hardly pay attention to anything else. I asked if they sprayed for bugs. A Policy on Geometric Design of Hi hwa s and Streets, 6th Edition, 2011, AASHTO, as well as ITE's "Guidelines to Driveway Design," indicates for a design speed of 30 MPH, tabulated values for the intersection sight distance should be 350 feet a left turn and 260 feet for right turn from a stop on the driveway. These values have been calculated per AASHTO formulas and determined to be 340 feet for left turns and 338 feet for right turns. The results of the calculation are attached. Upon examination in the field of available sight distance at the proposed access drive, it has been determined that the available intersection sight distance is 400 feet to the left and in excess of 400 feet to the right on Kirby Road. We object for the same reasons we objected to the Panther Branch project and to Mr. Chi's previous proposal for the Lofts at Kanis Creek. We have met with Mr. Chi and we appreciate his stated concerns for high quality apartment development, but the current infrastructure along Kanis Road and on Kirby Road is not adequate to support these proposed developments. We attended another meeting yesterday in the process of developing a Design Overlay District for the Kanis corridor. We believe that approving these high density apartment developments at this time is premature, as the DOD process is on-going. Both of these proposed developments would be extremely high density multi -family housing. Changing the zoning to accommodate these requests is inconsistent with the surrounding neighborhoods. Also, with the addition of Panther Branch, there will be an abundance of apartment housing available in the immediate area. Adding so many apartment homes will benefit no one except the developer. It could also have the detrimental effect to apartment homes in other areas of Little Rock if these new apartments draw residents away from more established areas where apartments are not "brand new," especially considering the recent reporting that Little Rock apartment occupancy rates are low. Finally, the proposed developments would have a serious detrimental effect to all residents of the area who travel along Kanis on a daily basis (including the residents of the Panther Branch complex when it is built). As I have mentioned in my previous emails regarding a moratorium on development while the DOD is contemplated, unhampered and unplanned development of high density apartments in this area is not in the best interests of anyone except the developers. The current development projects that have already been approved are only going to worsen the traffic condition. I believe that these new proposals would be detrimental to the area neighborhoods and erode the attractiveness of that area of the city. The short term gain of financial benefit to the developers would ultimately result in long term loss in the form of deflated property values for area residents and less desirable overall quality of life in the surrounding area. I live in the Woodland's Edge neighborhood and am very concerned about the increase in traffic and subsequent safety risks such development will cause on Kanis. The traffic has already increased on Kanis over the last couple of years. The intersections near Kanis and Kirby, Cooper Orbit and Woodlands Trail have become increasingly dangerous in that time with the increase in traffic. Until the road is widened and those intersections are altered to increase safety, additional development may likely cause hazardous conditions for those attempting to turn on Kanis, particularly at peak traffic times. Please reject the additional proposed development on Kanis until the road and traffic issues may be safely managed. My home is part of the Woodlands Edge sub division and I wanted to write to express my concerns with the addition of the two proposed apartment complexes at Kirby and Kanis by Mr. Chi. I believe that the current traffic levels increase the risk of a serious accident on Kanis and that the addition of another 400 units in that area will further complicate the situation... causing many individuals to take risks with aggressive tactics pulling out from both our neighborhood as well as from the Cooper Orbit/Kirby intersection. I would appreciate your support in rejecting these proposed complexes, or at the very least a delay of the proposals until the city or the developer commits to the addition of traffic signals at Kirby and/or the W.E. entrance to protect local residents.
