Mr. Carney,
We are in receipt of the Subdivision Committee Comments for the above referenced
project, dated November 11, 2004. Please find attached (4) copies of the revised site plan.
Our responses to your comments are as follows:
Planning Staff comments:
1. Building information is now shown on the site plan.
2. There will be a small P.O.A. office in the main building but no commercial office
use.
3. There will be no lighting of the proposed tennis courts; however there will be
minimal lighting provided around the parking areas. Lighting will be placed in
areas that will not spill into the adjacent residential areas. Further, the substantial
number of trees being preserved in this development will adequately screen the
area.
4. Dumpster enclosure is now shown on the site plan.
5. The small building adjacent to the pool is the pump house. The kiosk will provide
a drop-off and pick-up point for the area.
6. Fencing and description are now shown on the site plan.
7. Parking detail is now shown on the site plan.
8. The 10 -foot drive will provide continued access to the property south of this
development.
9. There will be no Bill of Assurance associated with this development.
Utilities and Fire Department/County Planning
Water: Developer will comply with all Central Arkansas Water Requirements
Fire Department: Additional hydrant is now shown on the site plan.

Landscape:
1. Landscaped areas will be irrigated.
2. Stamped landscape plans will be prepared and submitted by a Registered
Landscape Architect.
3. A detailed tree preservation effort is being utilized by the developer with regard to
location of buildings, drives and other improvements.

2. Z-7760 Hampton Bed and Breakfast
The plan submitted does not allow for the minimum 6 -foot 9 -inch wide land use
and landscape perimeter strip south of the proposed handicap space. This takes
into account the reduction allowed within the designated mature area of the City.
A six (6) foot high opaque screen is required along the northern and southern
perimeters of this property. This screen may be a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings.
6. Z-7761 Peeples Investment Triplex
Areas set aside for buffers and landscaping meet with ordinance requirements.
A six (6) foot high opaque screen, either a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings, is required along the
eastern and western perimeters of the site.
7. Z -6079-E Little Rock Christian_ Academy
Areas set aside for landscaping buffers meet with the Highway 10 Overlay
District requirement.
Interior landscape islands must be at least 300 square feet in area to receive credit
toward fulfilling landscape ordinance requirements.

landscaping required by the Landscape ordinance. To receive credit toward
fulfilling interior landscape requirements, interior islands must be at least 7 1/2 feet
in width and 150 square feet in area and be generally evenly distributed
throughout the paved areas.
An irrigation system to water landscaped areas is required.
10. Z -7627-A Woodlands Edae Recreation Area
Areas set aside for buffers and landscaping meet with ordinance requirements.
An irrigation system to water landscaped areas will be required.
Prior to obtaining a building permit, it will be necessary to provide landscape
plans stamped with the seal of a Registered Landscape Architect.
The City Beautiful Commission recommends preserving as many trees as feasible
on this tree covered site. Extra credit toward fulfilling Landscape ordinance
requirements can be given when properly preserving trees of six inch caliper or
larger.
11. Z-7758 Pinnacle Valley Sports Center
The width of the proposed buffers along the sites eastern and western perimeters
is less than the forty-four (44) foot average required by the Zoning ordinance.
Additionally, the proposed width of the land use buffers along the sites northern
and southern perimeters is less than the thirty (30) foot average required by the
Zoning ordinance. A minimum of seventy percent of land use buffers are
required to remain in their natural state. Land use buffers are required to never be
less than nine (9) feet in width at any given point. The on-site street buffer width
along Pinnacle Valley Road is required to never be less than twenty-two (22) feet
in width at any given point.

intersection. An additional 10' of ROW must be shown on the plat.
2 From the previous comment on re -zoning a portion of this property: David O'Dodd is classified on
the Master Street Plan as a minor arterial. A minimum dedication of right-of-way 45 feet from
centerline will be required plus additional right-of-way for tum lanes at the arterial to arterial
intersection. An additional 10' of ROW must be shown on the plat.
3 The site plan does not match the approved preliminary plat. An access and utility easement must
be shown along the entire western property line between lots 1 and 2. The shared driveway is to be
located at least 300' back from the adjacent right-of-way line.
4 Provide design of street conforming to the Master Street Plan. Construct one-half street
improvement to these streets including 5 -foot sidewalks with planned development. Two additional
lanes are required on David O'Dodd and 2 1/2 lanes on Col Glenn.
5 A grading permit in accordance with section 29-186 (c) & (d) will be required prior to any
additional land clearing or grading activities at the site. Site grading, and drainage plans will need to
be submitted and approved prior to the start of construction.
Storm water detention ordinance applies to this property.
7 Prepare a letter of pending development addressing street lights as required by Section 31-403 of
the Little Rock code. Contact Traffic Engineering at (501) 379-1813 (Steve Philpott) for more
information regarding street light requirements.
8 Street Improvement plans shall include signage, striping and signal modifications. Traffic
Engineering must approve completed plans prior to construction.
