3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE A FIVE (5)-YEAR INSTALLMENT PURCHASE
5 AGREEMENT WITH AXON ENTERPRISE, INC., UTILIZING THE
6 NATIONAL PURCHASING PARTNERS COOPERATIVE PURCHASING
7 AGREEMENT, FOR A TOTAL COST OF ONE MILLION, SEVEN
8 HUNDRED SIXTY-NINE THOUSAND,EIGHT HUNDRED EIGHTY AND
9 24/100 DOLLARS ($1,769,880.24), PLUS APPLICABLE TAXES AND
10 FEES, FOR THE PURCHASE OF 372 AXON TASER 10 DEVICES AND
11 RELATED EQUIPMENT FOR THE LITTLE ROCK POLICE
12 DEPARTMENT; AND FOR OTHER PURPOSES.

14 WHEREAS, the current supply of Axon TASER 7 Devices for the Little Rock Police Department
15 ("LRPD")are beginning to reach the end of their life in large numbers;and,
16 WHEREAS, in order to ensure the functionality of the Axon TASER Devices, replacement TASER
17 Devices and related equipment are now required, and LRPD seeks to purchase 372 Axon TASER 10
18 Devices plus related equipment; and,
19 WHEREAS, the Arkansas State Purchasing Law allows for the City or Little Rock, as a public
20 procurement unit, to participate in Cooperative Purchasing Agreements with external procurement
21 activities,such as the National Purchasing Partners("NPP")Cooperative Purchasing Organization,for the
22 purchase of commodities or services;and,
23 WHEREAS, the NPP Cooperative Purchasing Organization's Procurement Process meets or
24 exceeds all the competitive requirements set forth by the City of Little Rock and the Arkansas State
25 Purchasing Law;and,
26 WHEREAS, on December 7, 2021, the City of Little Rock Board of Directors adopted Resolution
27 No.15,573 to authorize the use of the NPP Cooperative Purchasing Organization as an option for the
28 acquisition of commodities and services for the City of Little Rock; and,
29 WHEREAS, Axon Enterprise, Inc., was selected though the NPP Cooperative Purchasing
30 Organization providing access to contracts created through a Request for Proposal (RFP) Process
31 conducted by public agencies,Contract No. PS20270;and,
32 WHEREAS, the total estimated cost for 372 Axon TASER 10 Devices and related equipment is One
33 Million, Seven Hundred Sixty-Nine Thousand, Eight Hundred Eighty and 24/100 Dollars
34 ($1,201,545.50), plus applicable taxes and fees.

1 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS:
3 Section 1. The Board of Directors hereby authorizes the City Manager to execute a five (5)-year
4 installment purchase agreement with Axon Enterprise, Inc., for the purchase of 372 TASER 10 Devices
5 and related equipment utilizing the NPP Cooperative Agreement for a total purchase price of One Million,
6 Seven Hundred Sixty-Nine Thousand, Eight Hundred Eighty and 24/100 Dollars ($1,201,545.50), plus
7 applicable taxes and fees.
8 Section 2. The purchase of these Axon TASER 10 devices and related equipment shall be maintained
9 in accordance with the Governmental Accounting Standards Board.
10 Section 3. Funding for this purchase is from the Little Rock Police Department Seized Asset Funds.
11 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
12 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
13 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
14 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
15 resolution.
16 Section 5. Repealer. All laws, ordinances, resolutions, or pails of the same, that are inconsistent
17 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
