HomeMy WebLinkAbout16198 I RESOLUTION NO. 16,198 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH ARKANSAS PUBLIC SAFETY SOLUTIONS, 5 IN AN AMOUNT NOT TO EXCEED ONE MILLIONS DOLLARS 6 ($1,000,000.00), PLUS APPLICABLE TAXES AND FEES, TO REPLACE 7 AND INSTALL SECURITY CAMERAS IN VARIOUS CITY FACILITIES; 8 AND FOR OTHER PURPOSES. 9 10 WHEREAS, the City requests authorization to enter into a contract with Arkansas Public Safety 11 Solutions to replace 319 Hikvision Security Cameras located in various City facilities;and, 12 WHEREAS, in 2019, the United States Government sanctioned Hikvision due to national security 13 concerns regarding potential access to camera video and data without the owner's knowledge;and, 14 WHEREAS, due to potential risk to the City's network, the Information Technology Department 15 recommended the replacement of all Hikvision Cameras located in City facilities;and, 16 WHEREAS, the total contract amount of One Million Dollars ($1,000,000.00), plus applicable fees 17 and taxes was designated in the 2023 Budget Amendment that was approved by the Board of Directors on 18 October 17, 2023, by Ordinance No. 22,328 to begin the first phase of the replacement of the Hikvision 19 Security Cameras,which includes Little Rock City Hall,Little Rock Police Headquarters and various Parks 20 locations;and, 21 WHEREAS,this purchase will made utilizing The Interlocal Purchasing System(TIPS USA),Contract 22 No.220605. 23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK,ARKANSAS: 25 Section 1. The City Manager is authorized to enter into a contract with Arkansas Public Safety 26 Solutions to replace and install 319 security cameras in various City facilities in an amount of One Million 27 Dollars($1,000,000.00), plus applicable taxes and fees. 28 Section 2. Funding for this expenditure was designated in the 2023 Budget Amendment that was 29 approved by the Board of Directors on October 17,2023, by Ordinance No.22,328 to begin the first phase 30 of the replacement of the Hikvision Security Cameras, which includes Little Rock City Hall, Little Rock 31 Police Headquarters and various Parks locations. 32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 34 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and (Page 1 of 21 1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 2 resolution. 3 Section 4. Repealer.
