3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,863 (JANUARY 17, 2023), AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT EXTENSION WITH TWO (2)
6 ORGANIZATIONS, IN A TOTAL AMOUNT NOT TO EXCEED FOUR
7 HUNDRED FIFTY THOUSAND ($450,000.00), TO PROVIDE
8 PREVENTION, INTERVENTION AND TREATMENT FUNDS FOR
9 AFTER-SCHOOL/OUT-OF-SCHOOL POSITIVE PREVENTION
10 PROGRAMS FOR 2024, AS ENDORSED BY THE COMMISSION ON
1 ► CHILDREN,YOUTH AND FAMILIES; AND FOR OTHER PURPOSES.

13 WHEREAS, as part of the continued efforts to fund special programs with Prevention and
14 Intervention Dollars that will benefit children,youth and families within the City;and,
15 WHEREAS, Positive Prevention Programs are part of the Prevention and Youth Intervention
16 Programs conducted by non-profit and faith-based organizations which may be located anywhere within
17 the City;and,
18 WHEREAS,after the issuance of two(2) Requests for Proposals(RFPs)for these services, a total of
19 two (2) applicants responded to Bid No. 1906 — After-School/Out-of-School Positive Prevention
20 Programs, ages six(6) -twelve (12)and a total of two(2)applicants responded to Bid No. 1904—After-
21 School/Out-of-School Positive Prevention Programs,ages thirteen(13)—eighteen(18);and,
22 WHEREAS, Review Committees met to evaluate the qualifications and responses of the various
23 non-profit and faith-based organizations,of which two(2)applicants met the minimum scores for funding
24 consideration;and,
25 WHEREAS,on January 17,2023,the Board of Directors approved Little Rock,Ark., Resolution No.
26 15,863,which approved a one(1)-year contract that stated that upon mutual agreement,the initial contract
27 could be extended for up to two(2)additional one(1)-year terms of a calendar year(January 1S1-Decem-
28 ber 311, or a portion thereof, based on satisfactory performance and availability of funds for an amount
29 not to exceed Ninety Thousand Dollars($90,000.00)per contract per calendar year.
30 WHEREAS, the providers have completed program services for one (1)-year and as a result, staff
31 recommended a one(1)-year extension.
32 WHEREAS, at their December 6, 2023, Meeting, the Commission on Children, Youth and Families
33 voted to endorse these contract extensions contingent upon the approval of the Board of Directors;and,

1 WHEREAS, upon the formal adoption of this resolution, contracts will be negotiated, finalized and
2 executed with the organizations.
3 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
4 OF LITTLE ROCK,ARKANSAS:
5 Section 1. The City Manager is authorized to enter into contracts with the following two (2)
6 organizations listed to provide After-School/Out-of-School Positive Prevention Programs in an amount
7 not to exceed Ninety Thousand Dollars ($90,000.00) per program, for a total amount of Four Hundred
8 Fifty Thousand Dollars($450,000.00).

10 Section 2. Funds for these programs are available from the 2024 Prevention, Intervention and
11 Treatment Special Project Budget Allocation,Account No. 108159—S 15C.
12 Section 3. The term for each contract listed in Section 1 of this resolution shall be for a period no
13 longer than twelve(12)months. The programs will operate from January 1, 2024, through December 31,
14 2024,with the final report due January 31, 2025,with the understanding that the City ratifies,accepts and
15 will compensate any work completed between January 1, 2024, and the effective date of the approved
16 contract. Upon mutual agreement, the contracts may be extended for one(1)additional one(1)-year term
17 of a calendar year(January 1" - December 31St), or a portion thereof, based on satisfactory performance
18 and availability of funds for an amount not to exceed Ninety Thousand Dollars($90,000.00)per contract
19 per calendar year.
20 Section 4. All payments are conditioned upon entry into contracts for services that are in a form
21 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to
22 offer similar services to any vendor during 2024 if, in its sole discretion, it decides to do so.
23 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
24 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 resolution.
4 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
5 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency, including
6 but not limited to Little Rock, Ark., Resolution No. 15,863 (January 17, 2023).
