HomeMy WebLinkAbout16184 RESOLUTION NO. 16,184 2 3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO. 4 15,836 (DECEMBER 6, 2022), TO AUTHORIZE THE CITY MANAGER TO 5 ENTER INTO A CONTRACT EXTENSION WITH THREE (3) 6 ORGANIZATIONS, IN A TOTAL AMOUNT NOT TO EXCEED NINE 7 HUNDRED NINETY THOUSAND DOLLARS ($990,000.00), TO 8 PROVIDE AFTER-SCHOOL/OUT-OF-SCHOOL TIME POSITIVE 9 PREVENTION PROGRAMS FOR 2024, AS ENDORSED BY THE 10 COMMISSION ON CHILDREN, YOUTH AND FAMILIES; AND FOR 11 OTHER PURPOSES. 12 13 WHEREAS, as part of the continued efforts to fund special programs with Prevention and 14 Intervention Dollars that will benefit children,youth and families within the City; and, 15 WHEREAS, Positive Prevention Programs are community programs conducted by non-profit and 16 faith-based organizations which may be located anywhere within the City; and, 17 WHEREAS, after the issuance of two (2) Requests for Proposals (RFPs) for these services, ten (10) 18 applicants responded to Bid No. 1872 — After-School/Out-of-School Positive Prevention Programs, ages 19 six(6)—twelve (12) and Bid No. 1873 —After-School/Out-of-School Positive Prevention Programs, ages 20 thirteen (13)—eighteen (18); and, 21 WHEREAS, Review Committees met to evaluate the qualifications and responses of the various 22 non-profit, and faith-based organizations, of which all three (3) applicants met the minimum scores for 23 funding consideration; and, 24 WHEREAS, on December 6, 2022, the Board of Directors approved Little Rock, Ark., Resolution 25 No. 15,836, which authorized a one (1)-year contract that stated that upon mutual agreement, the initial 26 contract could be extended for up to two (2) additional one (1)-year terms of a calendar year(January l`' - 27 December 31st), or a portion thereof, based on satisfactory performance and availability of funds for an 28 amount not to exceed Ninety Thousand Dollars($90,000.00) per contract per calendar year. 29 WHEREAS, the providers have completed program services for one (I)-year and as a result, staff 30 recommended a one(1)-year extension. 31 WHEREAS, at their December 6, 2023, Meeting, the Commission on Children, Youth and Families 32 reviewed the recommendations and now endorse the following recommendations for approval; and, 33 WHEREAS, upon the formal adoption of this resolution, the negotiation process will start with an 34 intent to execute contracts with each of the organizations. [Page 1 of 31 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 2 OF LITTLE ROCK,ARKANSAS: 3 Section 1. The City Manager is authorized to enter into contracts with the following three (3) 4 organizations listed to provide After-School/Out-of-School Positive Prevention Programs in an amount 5 not to exceed Ninety Thousand Dollars ($90,000.00) per program, for a total amount of Nine Hundred 6 Ninety Thousand Dollars($990,000.00). Funds for these programs are available in the 2024 Budget for the Community Programs 9 Department, Account No. 108159-S 1 5C376. 10 Section 3. The term for each contract listed in Section 1 of this resolution shall be for a period no 11 longer than twelve(12) months. The programs will operate from January 1, 2024,through December 31, 12 2024,with the final report due January 31,2025, with the understanding that the City ratifies, accepts and 13 will compensate any work completed between January 1, 2024, and the effective date of the approved 14 contract. Upon mutual agreement, the contract may be extended for one (1)additional one(I)-year term 15 of a calendar year (January l st - December 31 SI), or a portion thereof, based on satisfactory performance 16 and availability of funds for an amount not to exceed Ninety Thousand Dollars ($90,000.00)per contract 17 per calendar year. All payments are conditioned upon entry into contracts for services that are in a form 2 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to 3 offer similar services to any vendor during 2024 if, in its sole discretion, it decides to do so. 4 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 6 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and 7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 8 resolution. 9 Section 6. Repealer.
