Provide notification of property owners located within 200 -feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. 2. Dimension rear building setback from property lines. 3. Provide details of any proposed signage (height/area/location). Highway 10 Overlay requires signage not to exceed six feet in height and seventy-two square feet in area. 4. Any site lighting must be low level and directional, directed inward and away from residentially zoned properties in the area. 5. Provide the days and hours of operation. 6. Provide the details of any proposed fencing (height/material/location). 7. Indicate the required screening of the proposed dumpster on the site plan. Variance/Waivers: 1. None requested. Public Works: 1. Cantrell Road is classified on the Master Street Plan as a principal arterial. Dedication of right-of-way to 55 feet from centerline will be required. Show the current and proposed property corners in relation to the existing centerline. 2. All driveways shall be concrete aprons per City Ordinance. Obtain permits for improvements within State Highway right-of-way from AHTD, District VI and Public Works. 3. Storm water detention ordinance applies to this property. Show the proposed location for stormwater detention facilities on the plan. 4. Show the location of the floodplain or a provide a statement that the property is not located in the floodplain. A special Grading Permit for Flood Hazard Areas may be required per Sec. 8-283 prior to construction. 5. The new driveway location near the center of the property should be acceptable, however, show the location of Jerry Drive in relation to the proposed new curb -cut so that alignment can be evaluated. All existing curb cuts will have to be removed. Utilities and Fire Department/County Planning: Wastewater: Sewer main extension required, with easements, is service is required for the project. Contact the Little Rock Wastewater Utility Department at 688-1414 for additional details. Entergy: No comment received. Center -Point Ener : Approved as submitted. SBC: A 10 -foot utility easement is required along the perimeter of the property. Contact SBC at 375-5112 for additional details. Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. A Capital Investment Charge based on the size of the meter connection(s) will apply to this project in addition to normal charges. This fee will apply to all meter connections including any metered connections off the private fire system. A water main will be required in order to provide water service to this property. The Fire Department having jurisdiction needs to evaluate this site to determine whether additional public and/or private fire hydrant(s) will be required. If additional fire hydrant(s) are required, they will be installed at the Developer's expense. This development will have minor impact on existing water distribution system. Proposed water facilities will be sized to provide adequate pressure and fire protection. Contact Central Arkansas Water at 992-2438 for additional details. Planning Division: This request is located in the River Mountain Planning District. The Land Use Plan shows Transition for this property. The applicant has applied for a Planned Commercial Development for new retail development. A land use plan amendment for a change to Commercial is a separate item on this agenda. City Recognized Nei hborhood Action Plan: The applicant's property lies in the area covered by the River Mountain Neighborhood Action Plan. The Sustainable Natural Environment goal listed the action statements of preserving the Highway 10 Design Overlay District, vigorously enforcing the ordinance for hillside protection, and vigorously enforcing the ordinance for the preservation of trees. Landscape_ The average widths of the proposed landscape buffers along the northern, eastern and western perimeters are short of the twenty-five (25) feet required by the Highway Ten Design Overlay District Ordinance. The eastern perimeter is only 520 square feet short of meeting this standard. A six (6) foot high opaque screen is required along the northern perimeter of the site. This screen may be a wooden fence with its face side directed outward, a wall or dense evergreen plantings. The two proposed interior islands either side of the entrance drive must be increased to 7'h feet in width in order to satisfy interior landscaping requirements. An irrigation system to water landscaped areas will be required. Revised platlplan. Submit four (4) copies of a revised preliminary plan (to include the additional information as noted above) to staff on Wednesday, October 1, 2003.
