Arkansas Rock Gym
Proposed Tract K, Wellington Village
Please consider this a formal request for a Conditional Use Permit for the above
referenced property. The property is currently zoned C-1, un -platted and un -developed.
This request includes the following:
1. A Conditional Use Application to construct an athletic club/gym in a C-1 zoning
2. A variance request to exceed the maximum building height requirement of 25 feet
and construct a 35' high building.
3. A final plat to create a 3.00 acre tract within this development.
The project will be a two-phase development. The first phase includes the construction
of the building and associated parking. The second phase will be the outdoor amenities
such as a pool, tennis and basketball courts. The site has no street frontage and is
accessed via a 40' wide easement to Wellington Hills Drive. The site will also require
water and sanitary sewer main extensions from Wellington Hills right of way.
Included in this submittal is the Conditional Use Application, an affidavit for
representation, 18 copies of the site plan and final plat, and a schematic building
elevation for the height variance request. Adjacent property owner notification is
underway and the appropriate information will be submitted 15 days prior to the public
meeting. Please don't hesitate to call if you have any questions.

SUBJECT: BUFFER AND LANDSCAPE REVIEW OF THE REZONING AND CONDITIONAL
USE PERMIT CASES FOR SEPTEMBER 18, 2003 AGENDA

I. DEFERRED ITEMS:
C. Z -6599-B Splash Car Wash
A small amount of building landscaping between the public parking area and building, or
within the general vicinity, is required.
A six (6) foot high opaque screen is required along the eastern perimeter of the site. This
screen may be a wooden fence with its face side directed outward, a wall or dense
evergreen plantings.
An irrigation system to water landscaped areas will be required.
II. NEW ITEMS:
Z -5649-B Southwest Christian Church
Eight (8) percent (1,316 square feet) of the interior of the vehicular use area must be
landscaped with interior landscape islands. These islands must be at least 150 square feet
in area and 7 % feet in width to count toward fulfilling this requirement. One interior tree
for each twelve (12) parking spaces will be required.
A six (6) foot high opaque screen, either a wooden fence with its face side directed
outward, a wall or dense evergreen plantings, is required to help screen this site from the
residential properties to the east and south.
An irrigation system to water landscaped areas is required.
Prior to obtaining a building permit, it will be necessary to provide landscape plans
stamped with the seal of a Registered Landscape Architect.
9. Z -6782-B Second Baptist Church
A total of eight (8) percent of the expanded parking area must be landscaped with interior
landscaping islands. To receive credit toward fulfilling this requirement of the Landscape
Ordinance, landscape islands must be at least 150 square feet in area and 7 1/2 feet in
width. A redesign of the parking area to accommodate this interior landscaping and to
help with vehicular circulation will be necessary.
A protective border to protect landscape areas from vehicular traffic is required.
Much of the required thirty-six (36) foot wide land use buffer along the eastern perimeter
has been destroyed or will be due to compaction and proposed benching and grading.
Steps should be taken to protect and preserve existing trees.
A six (6) foot high opaque screen, either a wooden fence with its face side directed
outward, a wall or dense evergreen plantings are required to screen this site from the
residential properties to the east and south. This screening must be located near the paved
area due to its high -elevation.
Irrigation of landscaped areas is required. Prior to a construction permit being issued, it
will be necessary to provide approved landscape plans stamped with the seal of a
Registered Landscape Architect.
10. Z -6876-B R. J. Properties Car Wash
Areas set aside for buffers and landscaping are already established and meet with
ordinance requirements.
13. Z-7479 Arkansas Rock
The proposed perimeter landscape strip south of the proposed parking area drops below
the six (6) foot nine (9) inch minimum allowed by the Landscape Ordinance.
An irrigation system to water landscaped areas will be required.
Prior to obtaining a building permit, it will be necessary to provide landscape plans
stamped with the seal of a Registered Landscape Architect.
14. Z-7480 Power Products, Inc.
The proposed on-site street buffer along Kanis Road fails to meet the thirty-six (36)
average width requirement.

A six (6) foot high opaque screen is required along the western perimeter being
developed. Additionally, a six (6) foot high opaque wood fence with its face side directed
outward should be placed around the entire perimeter of the proposed service area.
An irrigation system to water landscaped areas will be required.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this tree -covered site. Extra credit toward fulfilling Landscape Ordinance
requirements can be given when properly preserving trees of six (6) inch caliper or larger.

1 This parking lot was constructed without a grading permit as required under the land alteration
ordinance. Obtain a grading permit in accordance with section 29-186 (c) & (d) prior to any
additional grading activities at the site. Detailed site grading, and drainage plans will need to be
submitted and approved prior to the start of construction.
2 Revise proposed grading plan to save all remaining trees. Some parking spaces will be lost.
3 The existing slope already shows evidence of slope failure. During construction, a registered,
qualified professional engineer must investigate and certify the long term stability of the slopes.
4 All unsuitable fill materials including construction debris and tree trunks must be removed from the
fill as work progresses.
5 Evergreen tree planting will be required in accordance with the zoning and land alteration
