NAME: Lewis Duplex — Conditional Use Permit
LOCATION: 907 Selma Street
OWNER/APPLICANT: Danny Lewis
PROPOSAL: A conditional use permit is requested to allow for
construction of a duplex residence on this vacant, R-3
zoned lot.
SITE LOCATION:
The property is located on the east side of Selma Street, midblock
between East 9th and East 10th Streets.
2. COMPATIBILITY WITH NEIGHBORHOOD:
The site is located in the small, residential pocket "sandwiched" between
the Airport and the Arkansas River. Two other duplexes are located
directly adjacent to the north. A large Housing Authority development,
Hollingsworth Grove, is located across East 9 h Street to the north. Vacant
lots are adjacent to the south and east. A scattering of older single family
residences is located around the site. The Airport is located across East
10th Street to the south and 1 Y2 blocks to the west. The proposed use will
be compatible with uses in the neighborhood.
All owners of property located within 200 feet of the site, all residents
within 300 feet who could be identified and the East Little Rock
Neighborhood Association and Little Rock Airport Commission were
notified of this request.
3. ON SITE DRIVES AND PARKING:
The proposed duplex requires 3 on-site parking spaces; 1 Y per unit. The
applicant proposes to construct 3 paved parking spaces off of Selma
Street, at the front of the property.

6. UTILITY, FIRE DEPT. AND CATA COMMENTS:
Wastewater: Sewer available, not adversely affected.
Entergy: No Comments received.
CenterPoint Energy: Approved as submitted.
Southwestern Bell: No Comments received.
Water: CAW records show that the house at this address was
condemned. Release from the City of Little Rock will be required in
order to reestablish water service to this site.
Fire Department: Approved as submitted.
County Planning.: No Comments received.
CATA: No Comments received.
SUBDIVISION COMMITTEE COMMENT: (AUGUST 28, 2003)
The applicant was not present. Staff presented the item and noted there were
few unresolved issues. Staff noted that additional information was needed on the
building's design and 3 parking spaces need to be shown on the site plan. There
were no other comments.
The Committee forwarded the item to the full Commission.
STAFF ANALYSIS:
The applicant is requesting approval of a conditional use permit to allow
construction of a one-story duplex residence on this vacant, R-3 zoned lot. A
previously condemned residence has been removed from the site. The proposed
duplex will be constructed of brick and frame in a style that is compatible with the
neighborhood. The entrances will be located on the side of the structure. Three
(3) paved parking spaces will be located at the front of the site.
The proposed use is compatible with uses in the area which include single family
residences (both occupied and boarded), duplexes, a large Housing Authority
development and the Little Rock National Airport. The site is located at the north
end of the Airport and the applicant should be aware that construction of the
duplex should include appropriate noise abatement measures. Information on
such measures is available from the Airport Commission staff.

Staff is supportive of the request. On August 29, 2003, the applicant met with
staff and submitted a revised site plan and responses to issues raised at
Subdivision Committee. The property is no longer covered by a valid bill of
assurance.
STAFF RECOMMENDATION:
Staff recommends approval of the conditional use permit, as filed.
PLANNING COMMISSION ACTION: (SEPTEMBER 18, 2003)
The applicant was present. There were no objectors present. Staff presented
the item and a recommendation of approval, as filed. There was no further
discussion.
The item was placed on the Consent Agenda and approved by a vote of 10 ayes,
0 noes and 1 absent.
