3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO.
4 22,343 TO ESTABLISH THE 2024 BUDGET FOR THE CITY OF LITTLE
5 ROCK, ARKANSAS, TO ADD AN ADDITIONAL PROVISION TO
6 INCREASE THE SALARY FOR MEMBERS OF THE LITTLE ROCK
7 BOARD OF DIRECTORS; TO DIRECT THAT ANY NECESSARY
8 CHANGES TO FUND BALANCES OR LINE ITEMS BE MADE IN THE
9 2024 BUDGET TO ACCOMPLISH THIS PURPOSE; TO DECLARE AN
10 EMERGENCY; AND, FOR OTHER PURPOSES.

12 WHEREAS,the Board of Directors of the City of Little Rock,Arkansas,has approved the 2024 Budget
13 for the City; and,
14 WHEREAS,there is a desire to increase the salary of each member of the Board of Directors, except
15 the Mayor, to the amount of Twenty-Five Thousand Dollars ($25,000.00) per year to begin with the new
16 fiscal year on January 1, 2024; and,
17 WHEREAS,a separate vote to do so is required.
18 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
20 Section 1. Section 8 of Little Rock, Ark., Ordinance No. 22,343 (December 5, 2023), is hereby
21 amended to read as follows:
22 (a) Annual compensation of the Mayor includes a salary of Two Hundred Thousand Dollars
23 ($200,000.00), plus a package of benefits comparable to that provided to the City Manager;
24 and,
25 (b) (1) Annual compensation for each member of the Little Rock Board of Directors, except the
26 Mayor, shall be Twenty-Five Thousand Dollars($25,000.00); and,
27 (2) Each member of the Board of Directors,except the Mayor, shall receive an annual stipend
28 of Three Thousand Dollars($3,000.00) for expenses.
29 (c) In addition to the amounts set forth above in this Section, there are expenditures noted within
30 the ordinance which document the any amounts paid to, or reimbursed to, the Mayor or a
31 Member of the Board of Directors for other expenses or benefits.
32 Section 2. Upon the passage of this ordinance, any provision in Little Rock, Ark., Ordinance No.
33 22,343 (December 5, 2023) shall be administratively changed to assure that appropriate fund balances or

1 other matters as if a separate ordinance of amendment has been approved; further,the Mayor and Members
2 of the Board of Directors shall receive a copy of this ordinance and Little Rock,Ark.,Ordinance No.22,343
3 (December 5,2023),and the final calculations shall be further published by the City.
4 Section 3. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph,
5 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
6 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this
7 ordinance, as if such invalid or unconstitutional provision was not originally a part of this ordinance.
8 Section 4. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
9 ordinance are hereby repealed to the extent of such inconsistency, provided that this ordinance does not
10 repeal any sales or compensating use tax currently being assessed and collected.
11 Section 5. Emergency Clause. It is imperative that a Budget Ordinance for the ensuing Fiscal Year
12 and Calendar Year be passed prior to the end of the current Calendar Year in order to assure the continued
13 provision of City services, operations and facilities; such continuation is essential to the public health,
14 safety and welfare; an emergency is, therefore, declared to exist and this ordinance, with the exception of
15 Section 1 of this ordinance shall be in full force and effect from and after the date of its passage and
16 publication;provided, as set forth in Ark. Code Ann. §14-61-110 (West 2020), that for Fiscal Year 2024,
17 while the salary of a member of the Board of Directors, except the Mayor, as set forth in Section 8(b) of
18 this ordinance shall not be covered by this emergency clause, once the time has passed for this section to
19 become effective, the amount of compensation received in Fiscal Year 2024 by each member of the Board
20 of Directors, except the Mayor, shall be Twenty-Five Thousand Dollars ($25,000.00).
