3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION
4 16,007 (JUNE 6, 2023), TO AUTHORIZE THE CITY MANAGER TO
5 MODIFY THE CONSTRUCTION CONTRACT WITH CARSON &
6 ASSOCIATES, INC., TO PROVIDE ADDITIONAL FUNDS OF EIGHTY-
7 SIX THOUSAND, FIFTY-EIGHT AND 17/100 DOLLARS ($86,058.17)
8 NEEDED TO COMPLETE THE PROJECT FOR A REVISED CONTRACT
9 AMOUNT NOT TO EXCEED FOUR HUNDRED TWENTY THOUSAND,
10 NINE HUNDRED THIRTY-THREE AND 17/100 DOLLARS ($420,933.17),
11 FOR THE REHABILITATION OF THE JERICHO WAY DAY RESOURCE
12 CENTER,LOCATED AT 3000 SPRINGER BOULEVARD,LITTLE ROCK,
13 ARKANSAS, UTILIZING EMERGENCY SOLUTIONS GRANT MATCH
14 INVESTMENT PARTNERSHIPS PROGRAM FUNDS; AND FOR OTHER
15 PURPOSES.

17 WHEREAS, Little Rock, Ark., Resolution No. 16,007 (June 6, 2023) provided the of Housing &
18 Neighborhood Programs Department Community Development Division authorization to enter into a
19 Construction Contract with Carson & Associates, Inc., for the rehabilitation of the Jericho Way Day
20 Resource Center, located at 3000 Springer Boulevard, for an amount not to exceed Three Hundred Thirty-
21 Four Thousand, Eight Hundred Seventy-Five Dollars ($334,875.00), which included a 20% contingency;
22 and,
23 WHEREAS, specifications for Bid No. 2114 were developed to obtain competitive, qualified bids to
24 rehabilitate the property located at 3000 Springer Boulevard, and Carson & Associates, Inc., provided the
25 only responsive, responsible bid meeting specifications; and,
26 WHEREAS, Carson & Associates, Inc., requests an additional sum of Eighty-Six Thousand, Fifty-
27 Eight and 17/100 Dollars ($86,058.17) to complete the kitchen & dining hall rehabilitation in an effort
28 improve the structure conditions for Jericho Way Day Resource Center to assist those residents confronting
29 homelessness for a total revised contract amount not to exceed Four Hundred Twenty-Thousand, Nine
30 Hundred Thirty-Three and 17/100 Dollars($420,933.17); and,
31 WHEREAS, the City has worked in partnership with this Jericho Way for ten (10) years, and this
32 project will improve the health and well-being of patrons; and,
33 WHEREAS, the City of Little Rock received an allocation of Emergency Solutions Grant Match
34 Investment Partnerships Program (CDBG-CV) Funds from the U.S. Department of Housing and Urban

1 Development(HUD) to acquire, develop and/or rehabilitate housing for low to moderate-income persons;
2 and,
3 WHEREAS,the City of Little Rock receives an annual allocation of HOME Investment Partnerships
4 Program(HOME)Funds from the U.S. Department of Housing and Urban Development(HUD)to acquire,
5 develop and/or rehabilitate housing for low to moderate-income persons; and,
6 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
7 OF LITTLE ROCK,ARKANSAS:
8 Section 1. The City Manager is authorized to amend the construction contract with Carson &
9 Associates, Inc., for the rehabilitation of the Jericho Way Day Resource Center, located at 3000 Springer
10 Boulevard, in an additional sum of Eighty-Six Thousand, Fifty-Eight and 17/100 Dollars ($86,058.17) for
11 a total revised contract amount not to exceed Four Hundred Twenty Thousand,Nine Hundred Thirty-Three
12 and 17/100 Dollars($420,933.17).
13 Section 2. Source funding for this amendment is available in the CDBG-CV/ESG Match/General
14 Funds, Account No. 108129-S 10C253 and Homeless Outreach Special Project, Account No. 108129-
15 S 10C2533.
16 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
17 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
18 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect
19 as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the reso-
20 lution.
21 Section 4. Repealer. All laws, ordinances, resolutions, including but not limited to Little Rock, Ark.
22 Resolution No. 16,007 (June 6, 2023) or parts of the same, that are inconsistent with the provisions of this
23 resolution,are hereby repealed to the extent of such inconsistency.
