This action was approved as POD, Plannned Office District by the Planning Commission that evening. Your item was approved, and it has been forwarded to the Board of Directors for a hearing by staff. Youth Home, Inc. is a private non-profit residential psychiatric treatment center for adolescents. We are accredited by the Joint Commission on Accreditation of Healthcare Organizations, and have received the highest commendations on each of our tri -annual inspections. As part of our treatment we offer residential, outpatient and day treatment services. The Colonel Glenn property, the Marion Bradley Lyon Campus, primarily composes our residential program. This campus houses: an administration building, including cafeteria and gymnasium; five residential treatment houses with 10 residents each; a school, which is utilized by our 50 campus residents as well as other students referred to us by LRSD, NLRSD and PCSSD, to a maximum of 92 students; a maintenance facility, including a 15,000GPD waste water treatment plant; and various outdoor recreation facilities. The Colonel Glenn property is composed of three pieces of property purchased at separate times: Tract 1, the original 33 acres; Tract 2, a 6 acre parcel; Tract 3A, 4.5 acres North of Colonel Glenn; and Tract 313, 1.5 acres South of Colonel Glenn. I have enclosed surveys and legal descriptions of each of these parcels, as well as an aerial photograph showing these properties for your review. Youth Home, Inc. is requesting that as Little Rock expands its extra -territorial zoning boundaries that our property, Tracts 1,2, 3A, be designated as Planned Office Development (POD). The Colonel Glenn property is composed of three pieces of property purchased at separate times: Tract 1, the original 33 acres; Tract 2, a 6 acre parcel; Tract 3A, 4.5 acres North of Colonel Glenn; and Tract 3B, 1.5 acres South of Colonel Glenn. I have enclosed surveys and legal descriptions of each of these parcels, as well as an aerial photograph showing these properties for your review. Youth Home, Inc. is requesting that as Little Rock expands its extra -territorial zoning boundaries that our property, Tracts 1,2, 3A, be designated as Planned Office Development (POD). This designation would encompass our existing operation as well as future expansion plans. Currently all of our operations take place on Tract 1. We have envisioned future expansion to Tracts 2 and 3A with additional residential housing, that might include some public spaces for training seminars and things of that nature. I have enclosed a preliminary drawing of that expansion for your review. The POD designation would allow this expansion without the process of rezoning our undeveloped land, if our undeveloped land was zoned R2, as it is currently proposed by your office. We would also propose to allow Tract 3B to be zoned R2, as that parcel does not fit into any of o expansion plans.
