On April 25th, the Planning Commission heard your request for your zoning item, Z -7195-B, in
T1 N R14W 9 at 20400 Colonel Glenn Road. This action was approved as POD, Plannned Office
District by the Planning Commission that evening.
Your item was approved, and it has been forwarded to the Board of Directors for a hearing by
staff. This letter is to inform you that the item will be heard at the June 4, 2002 Little Rock City
Board of Directors meeting. The Board of Directors meets on the second floor of City Hall, 500
West Markham Street, and starts at 6:00 p.m. This is a public meeting, and you are encouraged
to attend. Other interested parties are allowed to speak in favor or opposition to the plan change.

enclosed property in T1 N R1 4W 9 generally located at 20400 Colonel Glenn Rd.
Your zoning file number is Z -7195-B. Attached is a map that we created to
represent your property. Your land will be labeled with your zoning file number. The
map may have adjacent property owners on it. Please check your property
boundaries for accuracy.
You have requested POD, Planned Office District, for this parcel of property. We are
requesting the land south of Col. Glenn Road to be zoned R-2, Single Family. All
lands will either be zoned AF, Agricultural and Forestry or R-2, Single Family at the
beginning of the Zoning Plan item. The commission will then proceed with the non-
residential zoning either individually or in groups and consider the parcels requesting
a non-residential zoning category.
The extraterritorial issues: Master Street Plan, Future Land Use Plan and the Zoning
Plan will be discussed in that order in a public hearing at the City of Little Rock
Planning Commission on April 25, 2002. The hearing will start at 4:00 p.m. You are

Pursuant to our meeting on February 13 I am submitting for your review the requested
documents in order to propose a zoning change on Youth Home, Inc.'s property on
Colonel Glenn Road.
Youth Home, Inc. is a private non-profit residential psychiatric treatment center for
adolescents. We are accredited by the Joint Commission on Accreditation of Healthcare
Organizations, and have received the highest commendations on each of our tri -annual
inspections. As part of our treatment we offer residential, outpatient and day treatment
services. The Colonel Glenn property, the Marion Bradley Lyon Campus, primarily
composes our residential program. This campus houses: an administration building,
including cafeteria and gymnasium; five residential treatment houses with 10 residents
each; a school, which is utilized by our 50 campus residents as well as other students
referred to us by LRSD, NLRSD and PCSSD, to a maximum of 92 students; a
maintenance facility, including a 15,000GPD waste water treatment plant; and various
outdoor recreation facilities.
The Colonel Glenn property is composed of three pieces of property purchased at
separate times: Tract 1, the original 33 acres; Tract 2, a 6 acre parcel; Tract 3A, 4.5
acres North of Colonel Glenn; and Tract 313, 1.5 acres South of Colonel Glenn. I have
enclosed surveys and legal descriptions of each of these parcels, as well as an aerial
photograph showing these properties for your review.
Youth Home, Inc. is requesting that as Little Rock expands its extra -territorial zoning
boundaries that our property, Tracts 1,2, 3A, be designated as Planned Office
Development (POD). This designation would encompass our existing operation as well
as future expansion plans. Currently all of our operations take place on Tract 1. We have
envisioned future expansion to Tracts 2 and 3A with additional residential housing, that
might include some public spaces for training seminars and things of that nature. I have
enclosed a preliminary drawing of that expansion for your review. The POD designation
would allow this expansion without the process of rezoning our undeveloped land, if our
undeveloped land was zoned R2, as it is currently proposed by your office. We would
also propose to allow Tract 3B to be zoned R2, as that parcel does not fit into any of oto
expansion plans.

Office Development (POD). The POD is for a residential psychiatric treatment center for
adolescents with the following facilities: administration building with cafeteria and auditorium;
five residential treatment houses with ten residents each; a school which is utilized by the fifty
campus residents as well as other students referred by LRSD, NLRSD and PCSSD to a
maximum of 92 students; maintenance facility, including a 15000GPD waste water treatment
plant; and various outdoor recreation facilities. Shown on the plans submitted is a new
residential housing building that may include some public spaces for training seminars etc.
located on the northwest corner of Lockhart Laine and Colonel Glenn. The POD zoned Tract 1
(33 acres), tract 2, (6 acres) and tract 3A (4.5 acres).
Ordinance number #18,776 which adopted the Master Street Plan was passed on November
19, 2002. Ordinance number #18,777 which adopted the Future Land Use Plan was passed on
November 19, 2002. Ordinance number #18,779 which zoned the property was passed on
November 19, 2002.
Per your request in a letter dated February 18, 2002, Brian Carroll, of your staff, requested that
Tract 313 be zoned R-2 Single Family. That tract lies south of Colonel Glenn Road. If it is Youth
Home's plan now to use that tract in your operations, you will need to come into our office and
file a Revision to your POD and appear before the Planning Commission and the Board of
Directors.

Pursuant to our meeting on February 13 I am submitting for your review the requested
documents in order to propose a zoning change on Youth Home, Inc.'s property on
Colonel Glenn Road.
Youth Home, Inc. is a private non-profit residential psychiatric treatment center for
adolescents. We are accredited by the Joint Commission on Accreditation of Healthcare
Organizations, and have received the highest commendations on each of our tri -annual
inspections. As part of our treatment we offer residential, outpatient and day treatment
services. The Colonel Glenn property, the Marion Bradley Lyon Campus, primarily
composes our residential program. This campus houses: an administration building,
including cafeteria and gymnasium; five residential treatment houses with 10 residents
each; a school, which is utilized by our 50 campus residents as well as other students
referred to us by LRSD, NLRSD and PCSSD, to a maximum of 92 students; a
maintenance facility, including a 15,000GPD waste water treatment plant, and various
outdoor recreation facilities.
The Colonel Glenn property is composed of three pieces of property purchased at
separate times: Tract 1, the original 33 acres; Tract 2, a 6 acre parcel; Tract 3A, 4.5
acres North of Colonel Glenn; and Tract 3B, 1.5 acres South of Colonel Glenn. I have
enclosed surveys and legal descriptions of each of these parcels, as well as an aerial
photograph showing these properties for your review.
Youth Home, Inc. is requesting that as Little Rock expands its extra -territorial zoning
boundaries that our property, Tracts 1,2, 3A, be designated as Planned Office
Development (POD). This designation would encompass our existing operation as well
as future expansion plans. Currently all of our operations take place on Tract 1. We have
envisioned future expansion to Tracts 2 and 3A with additional residential housing, that
might include some public spaces for training seminars and things of that nature. I have
enclosed a preliminary drawing of that expansion for your review. The POD designation
would allow this expansion without the process of rezoning our undeveloped land, if our
undeveloped land was zoned R2, as it is currently proposed by your office. We would
also propose to allow Tract 3B to be zoned R2, as that parcel does not fit into any of o
expansion plans.
