As I mentioned during our discussion in your office on the afternoon of April 5, 2002, the
drawing I submitted that day was labeled with the help of surveyors who had done boundary
surveys only of Dr. and Mrs. Hefley's property. Since that time I have been able to have Dr. and
Mrs. Hefley review the drawing and found that the structures were labeled incorrectly.
I am therefore enclosing a corrected drawing with all structures re -labeled. Please note
that one of the structures, a trailer along the westernmost property line, has been removed from
the property.

Property, the B&L Property and the leasehold interest of Stables will be collectively referred to as
the "Property."
The Hefley Property is used by the Hefleys as their principal residence and for other
purposes; however, the remainder of the Property is used for commercial agricultural purposes, as
a riding stable, for the boarding of horses, for giving horseback riding lessons, for grazing horses,
for general horseback riding, and for other horse breeding, raising and riding related activities.
The Hefleys, B&L and Stables will be substantially damaged by interference from the City
with these commercial business activities or any future activity for which the property may presently
be used. For these and other reasons, the Hefleys, B&L and Stables ool lectively request that the City
exclude all of the Property from the extraterritorial planning jurisdiction of the City, all rights to
contest inclusion and seek recourse if denied being expressly reserved.
Without waiving any available rights, the Hefleys, B&L and Stables collectively request, in
the alternative, if the Property (or any portion thereof) is included within the extraterritorial planning
jurisdiction of: the City of Little Rock, any land use classification assigned to the Property allow all
uses of the Property presently available. Specifically, the Hefleys, B&L and Stables do not wish
