the Planning Commission that evening.

Dear Henry & Joy Broach,
This letter is to confirm that you have applied for zoning with our department for the
enclosed property in T2N R14W 6 generally located at 8324 Hood Rd. Your zoning
file number is Z -7170-F. Attached is a map that we created to represent your
property. Your land will be labeled with your zoning file number. The map may have
adjacent property owners on it. Please check your property boundaries for
accuracy.
You have requested AF, Agricultural and Forestry for this parcel of property. All
lands will either be zoned AF, Agricultural and Forestry or R-2, Single Family at the
beginning of the Zoning Plan item. The commission will then proceed with the non-
residential zoning either individually or in groups and consider the parcels requesting
a non-residential zoning category.
The extraterritorial issues: Master Street Plan, Future Land Use Plan and the Zoning
Plan will be discussed in that order in a public hearing at the City of Little Rock
Planning Commission on April 25, 2002. The hearing will start at 4:00 p.m. You are

The enclosed was received from your office today and there are mistakes I see in your
outline of our parcel #Z -7170-F. Since I am not sure how important this is, I felt it best to
call it to your attention.
Nowlin Creek which is the southern boundary of our property is shown clearly, and
unless I misread, the only place our property is shown running to and touching Nowlin
Creek is a the far East end. That is correct for that particular point, but we extend across
Hood Road all along Nowlin Creek from our West boundary line down to the above East
Boundary line. The Southern boundary line you show has a concave appearance. This is
incorrect. It should run right along Nowlin Creek.
I have highlighted the area, which should be included in our 20 acres. Would you please
e-mail me confirming that you are in receipt of this and that changes will be made on any
formal presentation to the Planning Commission as well as the City Board? You can e-

We would like our above land classified as Agri/Forestry. It is our understanding, based
on the handout, that Agri/Forestry has the following provisions:
1. Single-family residences, together with the usual accessory uses
2. Agriculture and forestry operations, to include the raising of livestock and poultry
3. Governmental or private recreational uses, including but not limited to golf courses,

space

Mr. Malone,
Thank you for taking the time this morning to clarify some questions which I had after talking with
you last night at Winfield Methodist at the public forum.
As I understand the process, the plan is to be presented to the Little Rock Planning Commission
within 2 to 4 weeks, schedules permiting, and that the recommendation to the commission is as
follows:
Your office is proposing that all new areas shown on the map given to me last night are to be
zoned "Single Family".
If a property owner wishes to ask for an exception, a legal description of the property must be
given to your offfice. Additionally the request for a specific zoning classification being applied for
by the owner, i.e., agriculture and forestry, quiet office, neighborhood commercial, to name only
three, must be included along with the legal description.
As 1 stated to you, my concern is not with being in the land use plan, but rather, being able to
pass along to any future buyer the same privileges I enjoy. Specifically as I told you, l am
considering applying for the Agriculture and Forestry zoning based on your recommendation
when I told you of my desire to be in a position at sometime in the future to sell this property and
with the sale goes the privilege for the new owner to have horses or cattle. As l understood you,
this would guarantee this condition whereas to leave it as Single Family would not carry quite as
much a guarantee. It is further my understanding that under the broadest interpretation of the
Agri/Forestry classification the following are also permitted based on the handout given me last
night:
1. Single -Family residences, together with the usual accessory uses
2. Agriculture and forestry operations, to include the raising of livestock and poultry.
3. Government or private recreational uses, including but not limited to golf courses, tennis
courts, swimming pools, playgrounds, day camps and passive recreation open space.
4. Plant nursery.
Finally, it is my further understanding that it will be your offices' recommendation that all
applications for Agri/Forestry be approved by the planning commission. Once the plan nfng
commission has dealt with the plan it goes to the city directors for approval. Once again, time
and schedule permitting, this should be done sometime by May 2002.
If you would confirm that the above is correct or make corrections as needed, I and possibly
several of my neighbors would appreciate your help.

must use, or can a formal letter of request, asking for the variance along with the
property description suffice.
