Your property at 419 East 8th Street is within the Historic District, which has both restrictions and benefits. I have enclosed a copy of the new "Guidelines" which will answer many of your questions. Most importantly, any exterior changes to the structure will need to be approved by Staff or the Commission before work starts. I am aware of the current project of reroofing the structure. The state law provides that maintenance of the building can be preformed without having a public hearing to grant a Certificate of Appropriateness (COA). The replacement of the roof, as described by your contractor will be considered maintenance. Staff can sign off on work such as this through a Certificate of Compliance (COC). I will ask you to fill out the first page of the application package and send back to me. The application form for COA's and COC's are the same. I will then forward the COC to you. In the future, please remember that any changes to the exterior of your building that involves a change in design, materials or outer appearance requires a COA. The language in the Guidelines on page 11 is echoed in both the state law and the city ordinance. Failure to obtain a COA and a building permit (if applicable) for any subsequent exterior changes can result in referral of this matter to the Zoning Enforcement Division of the City of Little Rock Planning and Development Department for enforcement proceedings in the City of Little Rock Municipal Court. If you plan to keep the buildings as rental units, you may be able to qualify for some tax credits on rehabilitation. Check with Tom Marr at the Arkansas Historic Preservation Program, 324- 9880 for tax credit information. He can assist you with that information. You can also access that at arkansaspreservation.org.
