STAFF NOTE: FT. NEW STREET: 0 On December 11, 2001, the applicant submitted a letter requesting this item be withdrawn. The applicant has re -filed the application to locate the project on the south side of Chenal Valley Drive at LaMarche Drive on property that is currently zoned MF -24, Multi -family. January 3, 2002 SUBDIVISION ITEM NO.: 14.1 (Cont.) PLANNING COMMISSION ACTION: FILE NO.: Z-7127 (JANUARY 3, 2002) Staff informed the commission the applicant submitted a letter on December 12, 2001 requesting the item be withdrawn. Staff stated the applicant had filed a new application for the project on a new site, which was currently zoned MF -24. Staff stated the new application would be heard at the January 17, 2002 Public Hearing. There was no further discussion. The item was placed on the consent agenda and approved for withdrawal by a vote of 11 ayes, 0 noes and 0 absent. 2 Item No. 14.1 Polo Club in Chenal Valley Long -Form PRD (Z-7127) Planning Staff Comments: 1. Provide a certified list of abutting property owners along with notice form with affidavit executed and proof of mailing. 2. Show vicinity map to scale. 3. Indicate on the site plan building set -backs from all property lines. 4. Indicate on the site plan the details of the proposed fencing for the perimeter of the site. 5. Provide more details on the site plan with regard to the request for a variance from the minimum requirement of a 70% land use buffer being undisturbed. 6. Identify any natural features to be retained. 7. Any site lighting must be low-level and directed away from adjacent residential zoned property. 8. Will there be a dumpster on the site? If so, show on the site plan with details (height and area). 9. Will there be a ground -mounted sign? If so show on the site plan with details (height and area). 10. Indicate on the site plan building dimensions and height. 11. Indicate on the site plan dimensions between buildings. 12. Indicate on the site plan roof treatment and roof pitch. 13. Provide a phasing plan. 14. Locate handicap parking stalls on the site plan. 15. Add a statement of present and proposed ownership and present and proposed zoning on the site plan. 16. Show street right-of-way on the site plan. 17. Indicate if the separate garage structures will be enclosed. 18. Provide proposed building coverage in the general notes of the site plan. 19. Provide a development schedule. 20. Provide a statement of the applicant's intentions with regard to the fixture selling or leasing of all or portions of the PRD including land areas and dwelling units. Variance/Waivers: None requested. Public Works: 1. Property frontage needs to have the sidewalks and ramps brought up to the current ADA standards. 2. Repair or replace any curb and gutter or sidewalk that is damaged in the right-of-way prior to occupancy. 3. Driveways shall conform to Sec. 31-210 or Ordinance 18,031. 4. Plans of all work in right-of-way shall be submitted for approval prior to start of work. 5. Stormwater detention ordinance applies to this property. 6. A grading permit will be required on this development. 7. Contact the ADPC&E for approval prior to start of work. 8. This development involves issues related to street lighting. The property owner may be responsible for installation of new street lights or modification (if required) of existing street lights. Property owner must contact Traffic Engineering (Steve PhiIpott @ 340-4880) to verify street lighting requirements for this project. 9. Reduce driveway width to 36 feet overall with 6 -foot island. 10. Provide sidewalk along LaMarche Drive. Also, show "No Access" easement. Contact Jim Boyd at 376-2903 for details. ENTERGY: No comment received. ARKLA: No comment received. Southwestern Bell: Approved as submitted. Water: An acreage charge of $2500 per acre applies in addition to normal charges for water service to this area (8.55 acres $2500/acre = $21250.00). Qn site fire protection will be required. If there are facilities that need to be adjusted and/or relocated, contact Central Arkansas Water. That work could be done at the expense of the developer. CATH: Project site is not located on a dedicated bus route and has no effect on bus radius, turnout and route. Plannin Division: This request is located in the Chenal Planning District. The Land Use Plan shows Single Family for this property. The applicant has applied for a Planned Residential Development for an apartment development containing 80 units all with attached garages. The property is currently zoned R-2 Single -Family. A land use plan amendment for a change to Low Density Residential is a separate item on this agenda. Landscape: Areas set aside for buffers and landscaping meet with ordinance requirements. A 6 -foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the northern perimeter of the site. Credit toward fulfilling this requirement can be given where existing trees and undergrowth provide the necessary year-round screening required. Because of the cuts and fills planned for this site, it will be necessary to provide cross-sections of the grade changes. Page 3 Polo Club in Chenal Valley Long -Form PRD (Z-7127) An irrigation system to water landscaped areas will be required. Prior to a building permit being issued, it will be necessary to submit an approved landscape plan with the stamp of the seal of a registered landscape architect. The City Beautiful Commission recommends preserving as many trees as feasible on this tree - covered site. Extra credit toward fulfilling landscape ordinance requirements can be given when preserving trees of 6 -inch caliper or larger. Submit 4 copies of the revised site plan (to include the additional information asnoted above) to staff no later than Wednesday, December 12, 2001.
