MOORE, CITY MANAGER SUBJECT: COVENANT COVE REVISED LONG FORM PD -R DATE: APRIL 30, 2010 The request was made at the April 27, 2010 Board of Directors Agenda meeting for staff to provide information on initial promises and commitments made to the Board by the developer _ regarding the original approval of the Covenant Cove development. Staff reviewed the minutes of the March 19, 2010 Board meeting and determined that the following issues were specifically discussed prior to the Board's approval of the development. + A wooden fence was to be built along the north and south perimeters of the site. The fence has not yet been constructed. ■ One lot was to be dropped from the plan to allow for additional open space. That was done. ■ Access was to be constructed to the subdivision from Lehigh Drive to reduce traffic on Romine Road. The development was constructed with access from both Lehigh and Romine. • The proposed homes were to be turned to face the "outside roads", Lehigh and Romine. All of the homes built along these perimeters of the development have been constructed with the front of the residences facing the outside streets. + There was to be a mixture of one and two story homes. The developer had originally proposed to construct all of the homes as two stories. There were concerns raised by neighbors that two story homes were out of character with the existing neighborhood which is primarily one story homes. All homes which have been built thus far in the development are one story. + No home was to be less than 1,500 square feet in area. That is the case. If additional information is needed, please advise. OFFICE OF THE CITY MANAGER LITTLE ROCK, ARKANSAS BOARD OF DIRECTORS COMMUNICATION MAY 4, 2010 AGENDA Subject An Ordinance establishing a Planned Zoning District titled Covenant Cove Revised PD -R (Z-7113 -A), located on Covenant Lane and Courtney Cove. Submitted by: Department of Planning and Development SYNOPSIS FISCAL IMPACT RECOMMENDATION CITIZEN PARTICIPATION Action Required Ordinance Resolution Approval Information Report Approved By Bruce Moore City Manager The request is to amend the previously approved PD -R for seven (7) lots and a tract of open space within the Covenant Cove Subdivision to reduce the required side yard setback and allow for a larger buildable area. None. Staff recommends approval of the requested PD -R zoning. The Planning Commission voted to recommend approval of the requested zoning by a vote of 6 ayes, 4 noes and 1 absent. The Planning Commission reviewed the proposed PD -R request at its April 8, 2010, meeting. There was one registered objector present. The John Barrow Neighborhood Association, all residents who could be identified located within 300 feet of the site and all property owners located within 200 -feet of the site were notified of the Public Hearing. BACKGROUND Ordinance No. 18,663 adopted by the Little Rock Board of Directors on March 19, 2002, rezoned the site from R-2, Single-family to PD -R to allow the subdivision of 10.33 -acres into 52 single-family residential lots. The average lot size approved was 5,200 square feet. The subdivision was to have access from Romine Road and Lehigh Drive. The interior street was approved as a 50 -foot private access and utility easement. The lots were proposed with a rear access within a 35 -foot access and utility easement. Setbacks were established with the approved site plan to allow a 15 -foot setbacks adjacent to the abutting streets. The applicant is proposing to amend the previously approved Planned Residential Development for seven (7) of the previously final platted lots and a tract of open space within the Covenant Cove Subdivision. The applicant is requesting six (6) lots which have a side yard relationship to the private street or an alley to be reduced from a fifteen (15) foot setback to a ten (10) foot setback. Lot 39R is located adjacent to the tract of open space. The developer is proposing to extend the northern lot line of Lot 39R by five (5) feet reducing the area previously identified as open space. The applicant has indicated the desire to allow for a larger buildable area for these seven (7) lots. All other lots within the subdivision will remain as were originally platted.
