A. PROPOSAL/REQUEST:
The applicant, Jamie Calvert Bussa, requests a conditional
use permit to allow for the placement of a multisectional
manufactured home on the R-2 zoned property at 14009 Lawson
Road. The manufactured home will be either a double -wide or
a triple -wide, and the applicant has submitted a site plan
showing a maximum building coverage.
The manufactured home will be located near the center of the
property, with a driveway along the east property line and a
carport on the east side of the house. The site plan also
shows an accessory storage building in the rear yard.
B. EXISTING CONDITIONS:
The site is vacant and grass -covered. The general area is
primarily made up of single family residences on large lots.

There are several mobile and manufactured homes in the area.
There is a church on the property immediately west, and a
horse ranch/boarding facility to the east.
C. NEIGHBORHOOD COMMENTS:
The SWLR UP Neighborhood Association was notified of the
public hearing. As of this writing, staff has received no
comment from the neighborhood.

Wastewater: Outside service boundary, no comment.
Entergy: A 30 -foot utility easement is requested along
existing overhead power line. Contact utility for
details.

Fire Department: No Comment.
County Plannin : No Comment received.
CATA: Project site is not located on a dedicated bus route
and has no effect on bus radius, turnout and route.

SUBDIVISION COMMITTEE COMMENT:

Jamie Bussa was present, representing the application.
Staff briefly described the proposed conditional use permit.
Staff noted that the applicant needed to prove that this

property is a legal lot of record. Staff also noted that a
driveway and a parking space needed to be shown on the plan.
The Public Works Comment regarding minimum floor elevation
was briefly discussed. Ms. Bussa stated that she had met
with Pulaski County personnel and discussed the minimum
required floor elevation.
There being no further issues for discussion, the Committee
forwarded the application to the full Commission for final
action.
H. ANALYSIS:
The applicant submitted a revised site plan to staff on
July 11, 2001. The revised plan addresses the issues as
raised by staff at the Subdivision Committee meeting. The
driveway and parking (carport) have been shown on the site
plan. The applicant has also submitted the required deed
information showing that this property is a legal lot of
record.
Otherwise, there should be no outstanding issues associated
with this application. With compliance with the minimum
siting standards for manufactured homes (as noted in the
next paragraph), the manufactured home should have
absolutely no adverse impact on the surrounding properties
or general area.
I. STAFF RECOMMENDATIONS:
Staff recommends approval of the conditional use permit
subject to the following conditions:
1. Compliance with the requirements as noted in paragraphs D
and E of this report.
2. Compliance with the following ordinance required minimum
siting standards for manufactured homes:
a. A pitched roof of three (3) in twelve (12) or
fourteen (14) degrees or greater.
b. Removal of all transport elements.
C. Permanent foundation.
d. Exterior wall finished so as to be compatible with
the neighborhood.
e. Orientation compatible with placement of adjacent
structures.

f. Underpinning with permanent materials.
g. All homes shall be multisectional.
h. Off-street parking per single-family dwelling
standard.
PLANNING COMMISSION ACTION: (JULY 26, 2001)
Staff presented a positive recommendation on this application, as
there were no further issues for resolution. There were no
objectors to this matter present.
The Chairman placed the item before the Commission for inclusion
within the Consent Agenda for approval as recommended by staff.
A motion to that effect was made. The motion passed by a vote of
9 ayes, 0 nays and 2 absent.
