HomeMy WebLinkAbout22331 1 ORDINANCE NO. 22,331 2 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF 4 COMPETITIVE BIDS AND TO AUTHORIZE THE CITY MANAGER TO 5 ENTER INTO A SOLE SOURCE CONTRACT WITH MOTOROLA 6 SOLUTIONS, INC., FOR A TOTAL CONTRACT AMOUNT NOT TO 7 EXCEED EIGHT HUNDRED FIFTY THOUSAND, FIVE HUNDRED 8 TWENTY DOLLARS ($850,520.00), PLUS APPLICABLE TAXES AND 9 FEES, FOR CLOUD VIDEO STORAGE FOR MOTOROLA BODY WORN 10 CAMERAS AND MOBILE VIDEO VEHICLE RECORDERS UTILIZED 11 BY THE LITTLE ROCK POLICE DEPARTMENT; TO DECLARE AND 12 EMERGENCY; AND FOR OTHER PURPOSES. 13 14 WHEREAS, since 2006, the City has had a contractual relationship with Motorola Solutions, Inc.; 15 and, 16 WHEREAS, the Little Rock Police Department("LRPD") has operated In-Car Video Systems for an 17 extended period of time; and, 18 WHEREAS, LRPD has utilized Body Worn Cameras since 2020, and initially the captured video 19 was stored on local City servers; and, 20 WHEREAS, as the In-Car and Body Worn Camera data storage requirements increased and new 21 versions of management software evolved, LRPD, in conjunction with Motorola Solutions, Inc., 22 transitioned to cloud storage of all captured video; and, 23 WHEREAS, Cloud storage proved to be very beneficial and Motorola initially absorbed the cost; 24 and, 25 WHEREAS, LRPD requests authorization for the City Manager to enter into a contract with 26 Motorola Solutions, Inc., for Cloud Video Storage for a total contract cost of Eight Hundred Fifty 27 Thousand, Five Hundred Twenty Dollars ($850,520.00), plus applicable fees and taxes, for a term 28 commencing September 2023 through and including December 31, 2025; and, 29 WHEREAS, failure to complete the purchase will result in the inability to utilize Mobile Video 30 Recorders and Body Worn Cameras; and, 31 WHEREAS, it is desired to waive competitive bidding to enter into a sole-source contract with 32 Motorola Solutions, Inc., for the purchase of Cloud Video Storage for Motorola Body Worn Cameras and 33 Mobile Video Vehicle Recorders. 'Page 1 of 21 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 2 OF LITTLE ROCK,ARKANSAS: 3 Section 1. The Board of Directors finds that competitive bidding should be dispensed with regarding 4 a contract with Motorola Solutions, Inc., as the sole source provider for the purchase of Cloud Video 5 Storage for Motorola Body Worn Cameras and Mobile Video Vehicle Recorders. 6 Section 2. The City Manager is hereby authorized to dispense with competitive bidding to execute a 7 sole source contract with Motorola Solutions, Inc. for a term beginning September 2023 through and 8 including December 31, 2025, for a contract amount not to exceed Eight Hundred Fifty Thousand, Five 9 Hundred Twenty Dollars($850,520.00), plus applicable taxes and fees. 10 Section 3. Funds are available from the Salary Savings Fund, Account No. 105201-613. 11 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 12 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 13 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 14 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 15 ordinance. 16 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with 17 any provision of this ordinance are hereby repealed to the extent of such conflict. 18 Section 6. Emergency Clause.
