3 A RESOLUTION TO AMEND RESOLUTION NO. 16,076 (AUGUST 15,
4 2023); TO AUTHORIZE THE CITY MANAGER TO AMEND TO THE
5 EXISITING ECONOMIC DEVELOPMENT CONSULTING SERVICES
6 CONTRACT WITH THE LITTLE ROCK REGIONAL CHAMBER OF
7 COMMERCE, IN THE AMOUNT OF ONE HUNDRED SEVENTY-EIGHT
8 THOUSAND DOLLARS($178,000.00),FOR A TARGETED PROGRAM TO
9 ATTRACT TALENTED INDIVIDUALS AND COMPANIES TO THE
10 CITY; TO RATIFY ANY ACTIONS TAKEN TO-DATE AS A PART OF
11 SUCH A PROJECT; AND FOR OTHER PURPOSES.

13 WHEREAS, pursuant to Little Rock, Ark., Resolution No. 16,058 (July 18, 2023), and Little Rock,
14 Ark., Resolution No. 16,076 (August 15, 2023), the City formally entered into a consulting contract for
15 Economic Development with the Little Rock Regional Chamber of Commerce; and,
16 WHEREAS,this contract was entered only after the Little Rock Chamber of Commerce was deemed
17 through a competitive selection process denoted by Bid No. 2072, as the most qualified entity to perform
18 these services; and,
19 WHEREAS, for 2023, these services included a special program to attract talented individuals and
20 companies to Little Rock which had a cost of One Hundred Seventy-Eight Thousand Dollars($178,000.00),
21 in addition to the services already provided to the City.
22 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. Section I of Little Rock, Ark., Resolution No. 16,076 (August 15, 2023), is hereby
25 amended to read as follows:
26 The Board of Directors hereby authorizes the Office of the City Manager to amend the existing
27 contract with the Little Rock Regional Chamber of Commerce,effective March 8,2021,to provide
28 Economic Development Consulting Services to the City, in accordance with the terms and
29 conditions offered in the proposal submitted in response to the request for proposals Bid No. 2071,
30 in an additional not to exceed Five Hundred Thousand Dollars ($500,000.00); provided that by
31 mutual agreement of the parties the contract can be extended to three (3) additional one (1)-year
32 terms from the date of the amendment for an amount not to exceed Five Hundred Thousand Dollars
33 ($500,000.00)per year;and further provided that a specific amount of One Hundred Seventy-Eight

1 Thousand Dollars($178,000.00)for a 2023 program to attract talented individuals and companies
2 to Little Rock is a part of this agreement,and any expenditure made for this special program to date
3 is hereby ratified; and, to make other amendments as deemed necessary; the effective date of this
4 amendment shall include the date any such expenses are ratified.
5 Section 2. Funds for this ratification and amendment are available through Account No. 100000-
6 63390.
7 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
11 resolution.
12 Section 4. Repealer. All laws,ordinances, resolutions, including but not limited to Little Rock, Ark.,
13 Resolution 16,058(July 18,2023)and Little Rock Ark., Resolution No. 16,076(August 15,2023),or parts
14 of the same,that are inconsistent with the provisions of this resolution, are hereby repealed to the extent of
15 such inconsistency.
