3 A RESOLUTION TO AMEND RESOLUTION NO. 14,908 (DECEMBER 18,
4 2018), TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN
5 AGREEMENT WITH FORVIS, LLP, FORMERLY BKD, LLP, IN AN
6 AMOUNT NOT TO EXCEED THREE HUNDRED NINE THOUSAND
7 DOLLARS ($309,000.00), TO PROVIDE CERTIFIED PUBLIC
8 ACCOUNTING SERVICES TO THE CITY OF LITTLE ROCK,
9 ARKANSAS, FOR THE 2023 AUDIT; AND FOR OTHER PURPOSES.

11 WHEREAS,the City of Little Rock, Arkansas(City), is required to conduct an Independent Financial
12 Audit each year of its various funds and pension plans, and in doing so to comply with various City
13 Ordinances and Arkansas State and Federal Laws and Regulations; and,
14 WHEREAS,after a competitive process it was determined that the firm of BKD, LLP, in Little Rock,
15 Arkansas, was the most qualified firm to provide these services to the City; and,
16 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, approved Resolution No.
17 14,908 (December 18, 2018), which authorized the City Manager to enter into an agreement with the firm
18 of BKD, LLP, in Little Rock, Arkansas, and upon satisfactory completion of the City's 2018 Audit,
19 authorized the City Manager to renew the contract annually for the 2019,2020,2021 and 2022 Audits,with
20 the option of two(2)additional one(1)-year terms; and,
21 WHEREAS, the firms of BKD, LLP, and Dixon Hughes Goodman LLP, merged to form FORVIS,
22 LLP:
23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The Board of Directors authorizes the City Manager to enter into an agreement with
26 FORVIS, LLP, to provide Certified Public Accounting Services to the City of Little Rock for the 2023
27 Fiscal Year with a negotiated fee of up to Three Hundred Nine Thousand Dollars($309,000.00).
28 Section 2. Section 3 of Resolution No. 14,908 provided the Board of Directors with an option to extend
29 the audit agreement for two (2)additional years, 2023 and 2024 with satisfactory completion of the City's
30 2022 Audit, and this represents year six(6)of a potential seven (7)-year term.
31 Section 3. Severability: In the event of any title, section, paragraph, item, sentence, clause, phrase or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
34 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the

1 resolution.
2 Section 4. Repealer. All laws, ordinances, resolutions, including but not limited to Little Rock, Ark.
3 Resolution No. 14,908 (December 18, 2018) and Resolution No. 15,927 (March 7, 2023), or parts of the
4 same,that are inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
5 inconsistency.
