ORDINANCE DESIGN STANDARDS:

The WCF is to be located on a portion of the asphalt -paved
parking lot at the northeast corner of the property
occupied by Skateworld Skating Rink at 6516 Mabelvale Cut -
Off.
2. Compatibility with Neighborhood:
The WCF is well situated for placement in a built-up area.
A large area of undeveloped, wooded property extends to
the north. A vacant tract is adjacent to the east and a
large apartment complex is located approximately 200 feet
farther east. The remainder of the 750± foot deep
Skateworld property extends to the south. The rear lot
line of several single family homes is located 175± feet
west of the site. With compliance with the ordinance
required screening and landscaping, the use should be
compatible with the neighborhood.
All owners of property located within 200 feet of the
site, all residents within 300 feet who could be
identified and the SWLR UP, Santa Monica, Yorkwood, O.U.R.
and Allendale Neighborhood Associations were notified of
the T.U.P. request.
3. On -Site Drives and Parkin :
The WCF site is located on the back corner of the Skating
Rink's asphalt paved parking -lot. Access to the site is

The applicant intends to fully comply with the landscaping
and screening requirements for WCF as outlined in
Ordinance No. 18,173. The site will be enclosed by an 8'
tall, opaque, wood fence. A 6' perimeter landscape strip
will be placed around the site. Each perimeter of the
landscape strip will contain 2 trees and several evergreen
shrubs, 30" in height spaced 30" on center.

7. Staff Analysis:
Crafton Communications, on behalf of Sprint PCS, proposes
to construct a Wireless Communication Facility (WCF) on the
R-2 zoned property at 6516 Mabelvale Cut -Off. The property
is occupied by a skating rink and an asphalt -paved parking
lot. The WCF is proposed to be located in the northeast
corner of the parking lot, at the rear of the property.
The WCF will consist of a 150' tall support structure,
equipment platform, power pack, landscaping and screening
within a 62' X 62' lease area. The support structure will
be design to accommodate at least one additional carrier.
Sprint states that search attempts were made to find sites
in the specific need area in which the possibility of co -
locating on an existing structure would be possible. No
such sites were found.
The proposed WCF complies with all provisions of the Code
with two exceptions. The 150' tall support structure is
located 31 feet from the abutting residential property to
the north and 37.5' from the abutting residential property
to the east. The Code requires WCF with support structures
that abut residential property to be set back a distance at

least the height of the tower, measured from the base of
the tower to the property line of the residential lot.
Staff supports this T.U.P. application and the two
associated setback variances. As was previously mentioned,
the WCF is sited as well as can be expected in a built-up
area. The residential properties to the north and east,
those affected by the reduced setbacks, are undeveloped.
The property to the north is heavily wooded. The property
to the east has been cleared and is not likely to be
developed as single family. The proposed WCF conforms to
all other aspects of the Code regarding setbacks,
landscaping and screening. The nearest occupied single
family homes are located west of the site. The WCF lease
area equipment platform and tower are located 135±, 145±
and 175± feet respectively from the rear property line of
those residential properties.
Staff does not believe the requested Tower Use Permit will
negatively impact nearby properties.
8. Staff Recommendation:
Staff recommends approval of the requested T.U.P. subject
to compliance with the WCF development standards of Section
36-593 and the WCF landscaping and screening provisions of
Ordinance No. 18,173.
Staff recommends approval of the requested setback
variances for reduced setbacks on the north and east sides.
SUBDIVISION COMMITTEE COMMENT: (JUNE 21, 2001)
The applicant was not present. He had called staff and
explained his inability to attend due to illness. Staff
presented the item and made note of the requested variances.
There were no outstanding issues and, after a brief discussion,
the Committee forwarded the item to the full Commission.
