City of Faith -Little Rock recently had visitors from the Bureau of Prisons South Central Regional Office including the administrators of Residen-
tial Reentry offices, Transitional Drug Abuse Treatment program (TDAT) , and the FCI Forrest City Residential Drug Abuse Program (RDAP).

Donna -
I am an owner of property at the corner of Gaines and Garland street in the northwest quadrant of
downtown Little Rock. I recently heard that there was a proposed Federal Re-entry facility planned
for 615 W. Markham, which is a short distance from our property and in an area of downtown in
need of positive redevelopment. As owner of property near this proposed facility I am deeply
concerned about how this type facility will impact the neighborhood. Please understand that I am
aware of the need for facilities like this, but the insertion of a facility like this, in this location, and
at this time, could have a critical long term negative impact on the entire northwest section of
downtown. For that reason this letter is to serve as my objection to the approval of this project at
this time.

Dear Mr. Carney:
Please find enclosed the application for the Conditional Use Permit. On March 2, 2006,
the Little Rock planning Commission approved a conditional use permit to allow City of
Faith Prison Ministries to operate our correctional facility at 1401 S. Garfield St.,
Since that time, there has been no change in the physical operation of the facility with the
exception of an increase in the population of City of Faith. We are averaging a daily in-
house population in the mid -80's with approximately 20 residents on home confinement
throughout the state.
We are in the renewal process of our Bureau of Prisons contract. The bid date is
December 3, 2010. I will keep you informed of the steps taken to ensure compliance with
this Conditional Use Permit process.

Mr. Bozynski,
I the president of the Broadmoor neighborhood association just to the
south of the CIty of Faith halfway house.
The staff recommendation on the city's_ website mentions the 1 -hour
police notification.
However, I did not see any mention the committee of neighborhood
representatives that Mr. Bill Looney from Broadmoor has participated
in for several years.
The committee meets at the direction of Director Adcock with the staff
of the halfway house periodically to hear updates on its operation.
The meetings also give the neighborhoods an opportunity to express any
concerns.
We in Broadmoor believe that the committee and the 1 -hour notification
are conditions of our not objecting to the location of the halfway
house.
Please consider making the committee meetings a condition of the
city's approval of the application.

Terry Williams I am a lover of old
Deputy Executive Director hymns. There, I
said it. That
makes me sound old and maybe a little bit
more country than I like to admit but I can get
very nostalgic and weepy over certain hymns
with their depth of spiritual meaning. Some of
them have such emotion wrapped up in the
story behind the song that sometimes I find
the song difficult to get through. Today's con-
temporary church services rarely incorporate
any of the old hymns in their worship services
so when 1 am given the opportunity to sing or
hear one, 1 find myself comforted and
warmed, like I'm visiting an old friend or
wrapped up in a worn quilt. This happened to
respecting:
the challenge of change
the courage of commitment
the calling of character
me recently when I attended a funeral of
an elderly family friend. When this par-
ticular hymn began, I found myself no
longer sitting on a pew with my daughters
and sister. Instead I was a five year old
child sitting on a pew in the First Baptist
Church of Epps, Louisiana, holding hands
with try grandmother, Decie McCandlish.
I could hear her voice (Great is Thy
Faithfulness, O God my Father), I could
smell the Dove soup on her skin and I
could feel the softness of her round body
sitting next to me. I then began to think
of the times in my life when this particu-
lar hymn has made its appearance and it
seems it has always been when I have
needed it most.
I remember walking the aisle at the First
Baptist Church in Rayville, LA and being
baptized as a child (There is no shadow
turning with Thee), being introduced to
the Person of the Holy Spirit when I was
twelve (Thou ehangest not), later, leaving
Oak Grove, LA where I had lived for
twelve years to begin a career in Little
Rock (thy compassions, they fail not), the
finality of divorce (As Thou hast been,
thou forever shall be), watching my oldest
daughter raise her right hand, vowing to
defend our country as I was simultane-

with pride (Great is thy faithfulness), the
many incidents and situations with City of
Faith residents (morning by morning new
mercies I see), when God showed up in His
time, not mine, to prove to me that He was
still there and that I really was not flying
without a net (all 1 have needed thy hands
have provided), and His promise that He's
not finished with me until I draw my last
breath (Great is thy faithfulness, Lord, unto
me).
His faithfulness is what defines us. The
consistency of his workings in our lives
becomes obvious when we take those God-
given moments to reflect on His perfection,
not our imperfection(s) and in that knowl-
edge, we become convinced that there is a
bigger plan; that there is a reason for our
issues; that He indeed "works all things for
our good." I am going to take this warm
hymn blanket off now, fold it up and put it
in the closet where I know I will be able to
find it when I need it most. City of Faith
will move forward, Ramoth will grow,
children will leave home, grandbabies will
come home and life will continue. I'm
sure this faithful quilt will get many more
lovings before it's all said and done. Have

City of Faith -LR has been very fortunate to be apart of something amazing for the last four
years... delivering Christmas cheer, dinner, and gifts to an awesome group of people: Senior Citizens.
In 2006, COF-LR decided it was time to do something different, something besides helping former fed-
eral offenders reestablish their lives. Since that day, over 1,000 seniors have been blessed by the
hands of these very same former federal offenders. For the 2010 Silver Linings for Christmas Project
(formerly known as the COF-LR Christmas Project), COF-LR residents were able to participate in 2
different parts of the project. Part 1 consisted of COF-LR residents and staff spending time with the
attendees of the Southwest and East Little Rock Senior Centers by playing BINGO and awarding
prizes on December 9. Part 2, COF-LR residents were able to ere -
ate ornaments, Christmas cards, bookmarks, stuff gift bags, and pre-
pare Christmas dinner for 300 senior citizens. The 300 gift bags and
Christmas dinners were delivered in partnership with the City of Little
Rock ALERT Center Facilitators. 'This is my favorite time of the - "-- -- year, the City of Faith Christmas Project. I look forward each year to
a new group of City of Faith residents who get to take part in this
project. It has completely changed my life as well as each one of
these senior citizens and residents at City of Faith," stated COF-LR
Deputy Executive Director Terry Williams. The ,Silver Lining

BEAUTIFICATION OF RONALD MCDONALD HOUR:_
City of Faith -LR has developed a wonderful relationship with Ronald
McDonald House of Arkansas over the past 3 years. COF-LR has
been able to meet and serve a lot of families. "One of the most reward-
ing parts of the RMH Supper
Club is meeting families one
month, come back the next
month and they have been
able to go home. Very sad to
see them go but excited that
their child is done with treat-
ment," said COF-LR staff Ca -
tie Morrow. City of Faith was
able to extend their services
further by helping with land-
scaping, collecting wish list
items, helping with cleaning,
and addressing "Save the
Date" postcards for an upcom-
ing fundraising event.
RMH of Arkansas operates as
a nonprofit to aid families with
living arrangements while their
children or siblings receive
treatment at AR Children's Hospital. The house strives to create pro-
grams that directly improve the health and well being of the children
receiving treatment. RMH receives most of their funding from private

City of Faith is proud to announce the birth of their sister company,
Ramoth, Inc. (www.ramothinc.com). Ramoth, Inc. is the brainchild of
City of Faith Deputy Executive Director Terry Williams. "I wanted to
extend what we are doing at City of Faith to offenders statewide. We
want to be able to offer them jobs that could be lasting careers,"
stated Terry Williams. Ramoth, Inc. has developed partnerships and
agreements with local, and out-of-state businesses to hire former of-
fenders. Ramoth, Inc. will, unlike City of Faith, be a for-profit com-
pany to help fund City of Faith outreach programs.
Ramoth, Inc. will alas an advocate and intermediary for the jobless
offenders. "In 2007 we facilitated an offender job fair and found out
two fundamental things: Offenders need jobs and no one wants to
openly hire them," stated COF-LR Employment Placement Specialist
Catie Morrow. At the 2007 job fair over 600 offenders came looking
for an opportunity and a step up. "This is a hard working demographic
of people who just want a chance to prove they can make a difference
and legally provide for their families," stated Program Manager Allen
Winkler.

There are several
words that I would
have used to de-
scribe Haiti but hope
was not one of them,
until I was able to
visit the small country
in September. Since
the earthquake in -
January, 2010, 1 had
a very strong desire
to go on a mission trip to try to help out.
I was not sure what to expect when I signed up for the trip this past summer.
The few things I knew about Haiti was that it's very hot, and they had recently
had a devastating earthquake that claimed the livesof hundreds of thousands
of people. That is it. I had no idea of the life -changing events that would soon
take place.
We partnered with Mission of Hope, who has been serving in Haiti for over 15
years. The mission is about 45 minutes north of Port -Au -Prince. While I was
there, I was able to see a small part of Haiti as well as given the opportunity to
serve in a couple construction projects for families in the area. We were also
able to hang out with children from a couple of the orphanages near by.
These kids just wanted to be loved. It was such a blessing to be able to hang
out with them.
This mission trip was a very life -changing experience for myself and I am look-
ing forward to the next time I will be able to visit Haiti.
