A. Fair High School; zoned R-2 East - Undeveloped, wooded; zoned R-2, 0-3 and C-3 West - Single family; zoned R-2 and contractors yard; zoned C-4 PUBLIC WORKS COMMENTS 1. Colonel Glenn Road is classified on the Master Street Plan as a principal arterial, dedication of right-of-way to 65 feet from centerline for the first 250 feet will be required from the intersection of David O Dodd and Colonel Glenn Road. Otherwise, the distance will be at 55 feet. 2. David O Dodd is classified on the Master Street Plan as a minor arterial. A dedication of right-of-way 45 feet from centerline (total of 90 feet) will be required. With Building Permit: 3. Provide design of street conforming to "MSP" (Master Street Plan). Construct one-half street improvement to these streets including 5 -foot sidewalks with planned development. 4. Driveways shall conform to Sec. 31-210 or Ordinance 18,031. 6. Stormwater detention ordinance applies to this property. 7. Easements for proposed stormwater detention facilities are required. 8. Show existing topography information at maximum five- foot contour interval. 9. A Sketch Grading and Drainage Plan per Sec. 29-186(e) will be required. 10. A Grading Permit per Sec. 29-186(c) and (d) will be required. 11. Contact the ADEQ for approval prior to start of work. PUBLIC TRANSPORTATION ELEMENT The site is not located on a CATA Bus Route. There is no route in the vicinity of this site. PUBLIC NOTIFICATION All owners of property located within 200 feet of the site, all residents within 300 feet who could be identified and the John Barrow and SWLRUP Neighborhood Associations were notified of the rezoning request. LAND USE PLAN ELEMENT The site is located in the 65u' Street West Planning District. The adopted Plan recommends "CS" Community Shopping for the portion of the site nearest Colonel Glenn Road and "O" Office for the southern portion, nearest J. A. Fair High School. The applicant's rezoning request roughly corresponds to the adopted Plan with the commercial oriented to Colonel Glenn and the southern portion being proposed for office. Staff believes the request conforms to the adopted plan and is compatible with the zoning pattern established in the Colonel Glenn/Bowman Road area. The site lies in an area not covered by a Neighborhood Action Plan. No action plan is proposed for this area in the near future. 2 February 8, 2001 ITEM NO.: 5 (Cont.) FILE NO.: Z-6973 STAFF ANALYSIS The request before the Commission is to rezone 15.32± acres located along David O Dodd Road, south of Colonel Glenn Road, from "R-2" Single Family to 110-3" General Office and "C-3" General Commercial. 10.60± acres of the property are located north of David O Dodd Road, adjacent to Colonel Glenn Road. 4.72± acres are located south of David O Dodd Road, north of J. A. Fair High School. Solely for the purposes of this rezoning request, the property has been described in 3 tracts. The applicant proposes to submit a preliminary plat at a later date, subdividing the acreage into lots. Of the 10.60± acres located north of David O Dodd, the northern 7.79± acres adjacent to Colonel Glenn Road are proposed for rezoning to C-3. The remaining 2.96± acres located north of David O Dodd and the entire 4.87± acres south of David O Dodd are proposed for rezoning to 0-3. One, older, family homestead is located on the northern perimeter of the site. The remainder of the property is wooded and undeveloped. No immediate development is proposed for the site. Staff is supportive of the rezoning request. The site lies within the business node established by the Bowman Road/Colonel Glenn Road and I-430/Colonel Glenn Intersections. A new, office -warehouse development has been constructed on the POD zoned property across Colonel Glenn, to the north. The 0-3 zoned property across Colonel Glenn is currently undeveloped. A cable contractor's facility is located on the C-4 zoned property across Lawson Road to the west. Several single family homes are located on R-2 zoned properties to the west and southwest. The large, J. A. Fair High School Campus is located south of the site. A small sliver of undeveloped, R-2 zoned property is located between the proposed C-3 portion of this site and David O Dodd Road. Large areas of undeveloped 0-2, 0-3, C-3 and C-4 zoned properties are located to the east, between this site and I-430. The 65th Street District Land Use Plan recommends CS, Community Shopping and O, Office for the site. The applicant's rezoning request roughly corresponds to the adopted plan, with the commercial zoning oriented to Colonel Glenn and the office zoning located to the south. Staff believes the proposed rezoning is compatible with uses and zoning in the area and conforms to the adopted Land Use Plan. STAFF RECOMMENDATION Staff recommends approval of the rezoning request, as filed. PLANNING COMMISSION ACTION: (FEBRUARY 8, 2001) The applicant was present. There were no objectors present. 010. Staff presented the item and a recommendation of approval. A letter of support had been received from Janet Berry, President of SWLR United for Progress. The item was placed on the Consent Agenda and approved by a vote of 9 ayes, 0 noes and 2 absent. 4
