Retail Center — Conditional Use Permit
LOCATION: SE corner of Colonel Glenn Square and Commercial
Centre Drive
OWNERIAPPLICANT: Colonel Glenn Centre, Inc./McGetrick and McGetrick
PROPOSAL: A conditional use permit is requested to allow for
construction of a building to contain a business school
and retail center on this C-4 zoned, 5.3± acre tract.
STAFF REPORT:
On April 6, 2010, the applicant requested deferral of the item to the June 3, 2010
meeting. Staff recommends approval of the deferral request.
PLANNING COMMISSION ACTION: (APRIL 22, 2010)
The applicant was not present. There were no objectors present. Staff presented
the item and informed the Commission of the applicant's deferral request.
There was no further discussion. The item was placed on the consent agenda
and deferred to the June 3, 2010 agenda. The vote was 11 ayes, 0 noes and
0 absent.
STAFF UPDATE:
On May 24, 2010, the applicant requested that the item be withdrawn. Staff
recommends approval of the withdrawal request.
PLANNING COMMISSION ACTION:
(JUNE 3, 2010)
The applicant was not present. There were no objectors present. Staff informed
the Commission that, on May 24, 2010, the applicant had requested withdrawal
of the item. There was no further discussion. The item was placed on the
consent agenda and approved for withdrawal by a vote of 10 ayes, 0 noes and
1 absent.

Planning Staff Comments:
1. Submit agent authorization affidavit.
2. Indicate access easements on site plan.
3. Provide information on proposed building; materials, roof and pitch, height.
4. Provide information on proposed uses (get specific).
5. Provide days and hours of operation of proposed uses.
6. Locate and describe site lighting; should be low-level and shielded downward and into the site.
7. Provide signage plan. No ground -mounted sign is permitted (previous Board of Adjustment Action).
8. Locate and describe any proposed fencing.
9. There is no Bill of Assurance for this acreage tract.
Variance/Waivers:
None requested, possible buffer variance on south perimeter.
Public Works:
1. No Comments.
Utilities and Fire De artment/Count Plannin :
Wastewater: Sewer available to this project.
Entergy: No comments received.
Centerpoint Energy: No comments received.
AT&T (SBC): No comments received.
Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met.
The Little Rock Fire Department needs to evaluate this site to determine whether additional public and/or private
fire hydrant(s) will be required. If additional fire hydrant(s) are required, they will be installed at the Developer's
expense.
Please submit plans for water facilities and/or fire protection system to Central Arkansas Water for review. Plan
revisions may be required after additional review. Contact Central Arkansas Water regarding procedures for
installation of water facilities and/or fire service. Approval of plans by the Arkansas Department of Health
Engineering Division and Little Rock Fire Department is required.
Contact Central Arkansas Water regarding the size and location of the water meter.
A Capital Investment Charge based on the size of meter connection(s) will apply to this project in addition to
normal charges. This fee will apply to all connections including metered connections off the private fire system.
Due to the nature of this facility, installation of an approved reduced pressure zone backflow preventer assembly
(RPZ) is required on the domestic water service. This assembly must be installed prior to the first point of use.
Central Arkansas Water (CAW) requires that upon installation of the RPZA, successful tests of the assembly must

be completed by a Certified Assembly Tester licensed by the State of Arkansas and approved by CAW. The test
results must be sent to CAW's Cross connection Section within ten days of installation and annually thereafter.
Contact the Cross Connection Section at 377-1226 if you would like to discuss backflow prevention requirements
for this project.
Fire Department: Additional fire hydrant may be required. Contact Fire Marshall's office.
County Planning: No Comments.
LATA: The site is not located on a CATA bus route.
Planninp, Division: No Comments.
Landscape:
1. Compliance with the City's Landscape and Buffer Ordinances is required.
2. Interior landscaping not less than 8% of vehicular use area is required. Interior landscape islands must be
not less than three hundred (300) square feet in area and seven and one-half (7.5) feet in width.
3. A land use buffer of twenty-nine (29) feet in depth is required on the south perimeter. The buffer may be
no less than nine (9) feet in depth.
4. Screening is required along the south perimeter.
5. Outdoor lounge, driveway and portable building all encroach into the buffer/landscape strip on the south
perimeter.
Other: Submit responses to staff issues and four (4) copies of revised site plan (if required) no later than
Wednesday April 7, 2010. Required notices must be sent via certified mail not later than April 7, 2010 and proof of
notice returned to staff by April 16, 2010.
