K ITEM NO.: 14 Z -6957-G NAME: Landers Lot 20 Colonel Glenn Center Long -form PD -C LOCATION: located East of Landers, West of Talley Road Plannina Staff Comments: 1. Provide notification of property owners located within 200 -feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than April 26, 2006. The Office of Planning and Development must receive the proof of notice no later than May 5, 2006. 2. Provide the total area covered by buildings, parking and to be designated as green space. 3. Remove the indicated right-angle parking which is backing into the service easement near the southern portion of the site. Section 31-210(g)(7) prohibits parking spaces from backing into a service easement. However, parallel parking may be used if pavement is wider to provide adequate drive lanes. 4. Provide details of the indicated equipment sales. The site plan appears the area will be developed for automobile sales. 5. Provide a note on the site plan concerning the dumpster screening. 6. Will the area be developed under a single phase or will the buildings be constructed in separate phases? 7. Provide details of the proposed signage including height and area. Also include details of any proposed building signage. The proposed development does not have street frontage which will require a request for the allowance of all proposed signage. 8. Site lighting must be low level and directional, directed downward and into the site. Variance/Waivers: Public Works Conditions: 1. No vehicle backing is allowed into shared access easements. 2. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior to any land clearing or grading activities at the site. Site grading, and drainage plans will need to be submitted and approved prior to the start of construction. 3. If disturbed area is one (1) or more acres, obtain a NPDES storm water permit from the Arkansas Department of Environmental Quality prior to the start of construction. 4. Storm water detention ordinance applies to this property. Utilities and Fire Department/County Planning: Item # 14 Wastewater: Sewer available to this property. Entergy: No comment received. Center -Point Energy. No comment received. SBC: No comment received. Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. Additional fire hydrant(s) will be required. Contact the Little Rock Fire Department to obtain information regarding the required placement of the hydrant(s) and contact Central Arkansas Water regarding procedures for installation of the hydrant(s). An additional easement will be required in where the water main has been installed outside the easements shown. Fire Department: Place fire hydrants per code. If an access gate is installed the minimum gate opening shall be 20 -feet. Contact the Little Rock Fire Department at 918-3700 for additional information. County Planning: No comment. CATA: The site is located near CATA Bus Route #14 — the Rosedale Route. Planninq Division: Landscape: 1. Compliance with the City's Landscape and Buffer Ordinances is required. 2. The landscape ordinance requires a minimum of 8 % of the paved areas to be landscaped with interior islands that must be a minimum of three hundred (300) square feet in area to receive credit towards fulfilling landscape ordinance requirements. These islands are to be evenly distributed throughout the site. The submitted plan is 2,380 less than the 7,953 needed in interior green space. 3. A small amount of additional building landscaping will be required. Both interior and building landscaping is a requirement of the landscaping ordinance. A variance of these requirements will necessitate City Beautiful Commission approval. 4. An automatic irrigation system to water landscaped areas will be required. 5. Prior to the issuance of a building permit, it will be necessary to provide an approved landscape plan stamped with the seal of a Registered Landscape Architect. Revised plat/plan: Submit four (4) copies of a revised preliminary plat (to include the additional information as noted above) to staff on Wednesday, April 26, 2006. Item # 14
