Planning Staff Comments_
1. Provide notification of abutting property owners of the site, complete with
the certified abstract list, notice form with affidavit executed and proof of
mailing. The notice must be mailed no later than October 20, 2010. The
Office of Planning and Development must receive the proof of notice no
later than November 29, 2010.
2. The site is located within the Hillcrest Design Overlay District which has
specific development criteria. Provide the grade plane for the structure
and the maximum building height for the structure.
3. Provide a scaleable drawing of the site plan.
Variance/Waivers: None requested.
Public Works Conditions:
1. Measures to control the increase in stormwater runoff from the increased
impervious surface should be implemented to not damage adjacent property.
Utilities and Fire Department/County Planning:
Wastewater: Sewer main extension required, with easements, for this project.
Contact Little Rock Wastewater for additional information.
Entergy: No comment.
Center -Point Ener : Approved as submitted.

PlanningDivision: This request is located in the Heights/Hillcrest Planning
District. The Land Use Plan shows Residential Medium Density for this property.
The applicant has applied for a rezoning to revise a previously approved Planned
Residential Development to allow a single family home. This area is covered by
the Hillcrest Neighborhood Plan. The housing goal states: "Recommend the
creation of an Overlay District that would require Planned Unit Development
(PUD) for reclassification of land use, density, or other infrastructure
improvements." The Hillcrest Design Overlay has been implemented. This
requires the use of a Planned Unit Development for the redevelopment of this
property.
Master Street Plan: Kavanaugh Boulevard is a Minor Arterial. A Minor Arterial
provides connections to and through an urban area and their primary function is
to provide short distance travel within the urbanized area. I Street is a Local
Street. The primary function of a Local Street is to provide access to adjacent
properties. Local Streets which are abutted by non-residential zoning/use or
more intensive zoning than duplexes are considered as "Commercial Streets".
These streets have a design standard the same as a Collector. These streets
may require dedication of right-of-way and may require street improvements for
entrances and exits to the site.
Bicycle Plan: A Class III bike route is shown on Kavanaugh Boulevard. A Class
III bikeway is a signed route on a street shared with traffic. No additional paving
or right-of-way is required. Class III bicycle route signage may be required.
Landscape: No comment.
Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to
include the additional information as noted above) to staff on Wednesday,
October 20, 2010.
