Properties Car Wash — Conditional Use Permit LOCATION: 7200 West 12th Street OWNER/APPLICANT: R. J. Properties/Patrick McGetrick, Andrew Hicks PROPOSAL: A conditional use permit is requested to allow for the addition of a single bay, automatic carwash to the existing convenience store development on this C-3 zoned, 2t acre site. SITE LOCATION: The property is located at the northeast corner of West 12th Street and Rodney Parham Road. 2. COMPATIBILITY WITH NEIGHBORHOOD: The site is located within a large, commercial — industrial node around the Rodney Parham/12th Street/Kanis Road intersection. A large variety of nonresidential uses surround the site. The proposed one -bay automatic carwash is to be located on the property of an existing convenience store. The car wash will have no impact on surrounding properties. All owners of property located within 200 feet of the site, all residents within 300 feet who could be identified and the University Park and Leander Neighborhood Associations were notified of this request. 3. ON SITE DRIVES AND PARKING: The car wash building will be located on the perimeter of the convenience store's paved parking area. Some slight modification of the paved area will occur to provide the driveway for the carwash. No additional parking is required and no changes will be made to the remainder of the driveways or parking area. 4. SCREENING AND BUFFERS: Compliance with the City's Landscape and Buffer Ordinances is required. Areas set aside for buffers and landscaping are already established and meet with ordinance requirements. September 18, 2003 ITEM NO.: 10 Cont. FILE NO.: Z -6876-B 5. PUBLIC WORKS COMMENTS: No Comments. 6. UTILITY. FIRE DEPT. AND CATA COMMENTS: Wastewater: Sewer available, not adversely affected. Entergy: No Comments received. CenterPoint Energy: Approved as submitted. Southwestern Bell: Approved as submitted. Water: Due to carwash to be added to this facility, installation of an approved reduced pressure zone backflow preventer assembly will be required on the domestic water service. This devise shall be installed prior to any outlet. Fire Department: Approved as submitted. County Planning: No Comments received. CATA: No Comments received. SUBDIVISION COMMITTEE COMMENT: (AUGUST 28, 2003) Patrick McGetrick was present representing the application. Staff noted additional information was needed on signage, building design and days and hours of operation. It was noted that Landscape and Public Works issues had been addressed when this relatively new convenience store site was developed. The Committee noted that there had been opposition to a carwash which had previously been proposed for this site. Mr. McGetrick responded that the neighborhood had been contacted about this proposal and he did not believe there would be any opposition to this type of car wash versus a self -serve facility. The Committee then forwarded the item to the full Commission. STAFF ANALYSIS: The C-3 zoned property located at 7200 West 12th Street is occupied by a relatively new convenience store/restaurant with gas pumps. The proposal is to now construct a single bay automatic car wash building on the site. The carwash will be constructed on the edge of the existing paved parking lot. The building 6 September 18, 2003 ITEM NO.: 10 (Cont.) _ FILE NO.: Z -6876-B will be 14 feet tall and will be constructed of split face block with a flat roof. No vacuum islands are proposed. The only new signage will be located on an awning that will wrap around the building. The words "touch free carwash" will be placed on the awning on all 4 perimeters of the building. Hours of operation will be 24 hours a day, 7 days a week. There is no bill of assurance issue. To staffs knowledge there are outstanding issues. On September 3, 2003, the applicant submitted responses to issues raised at Subdivision Committee and reflected in the analysis above. This single bay, automatic car wash in conjunction with the existing convenience store should be compatible with uses in the area. STAFF RECOMMENDATION: Staff recommends approval of the conditional use permit subject to compliance with staff comments outlined in Sections 4, 5 and 6 of the staff report. PLANNING COMMISSION ACTION: (SEPTEMBER 18, 2003) The applicant was present. There were no objectors present. Staff presented the item and a recommendation of approval subject to compliance with the conditions outlined in the "Staff Recommendation" above. There was no further discussion. The item was placed on the Consent Agenda and approved as recommended by staff. The vote was 10 ayes, 0 noes and 1 absent. 3
