3 A RESOLUTION TO EXTEND THE SOUTH MAIN (SOMA)
4 TEMPORARY ENTERTAINMENT DISTRICT, FOR ONE (1)-DAY ON
5 NOVEMBER 4, 2023, FOR THE SOMA ENTERTAINMENT DISTRICT
6 CORNBREAD FESTIVAL; AND FOR OTHER PURPOSES.

8 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
9 Little Rock, Ark., Ordinance No. 21,761, as amended, which permitted the creation of a Temporary
I 0 Entertainment District pursuant to Arkansas State Law and City Ordinance;and,
1 I WHEREAS,the City Board of Directors has determined the creation of a Temporary Entertainment
12 District as proposed by Ordinance No.21,761 as amended is appropriate as recommended by the Planning
13 &Development Department.
14 WHEREAS,the City Board of Directors adopted Resolution No. 15,465 (June 15, 2021), the South
15 Main (SOMA) Temporary Entertainment District, for approximately thirteen (13) consecutive weeks,
16 starting on September 19, 2021, and ending on .lune 18, 2021. The hours of operation for the SOMA
17 Temporary Entertainment District were from 11:00 AM - 10:00 PM,on Sundays,Tuesdays,Wednesdays,
18 Thursdays, Fridays and Saturdays.
19 WHEREAS,the City Board of Directors adopted Resolution No. 15,953 (April 11, 2023), the South
20 Main (SOMA) Temporary Entertainment District, one (1)-day on April 29, 2023, with the hours of
21 operation from 8:00 AM— 11:00 PM; and,
22 WHEREAS, the City of Little Rock has received an application to extend the Temporary
23 Entertainment District for one (1)-day on November 4, 2023, with the hours of operation from 10:00 AM
24 — 11:00 PM;and,
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS.
27 Section 1.The South Main(SOMA)Temporary Entertainment District is hereby extended by the City
28 of Little Rock as a Temporary Entertainment District on Tuesday,April 4,2023,and subject to Ordinance
29 No. 21,761 as amended and its defined terms.
30 Section 2. Boundaries. The South Main (SOMA)Temporary Entertainment District boundaries are
31 particularly described as a half block east and west of Main Street bounded on the north by 12th Street and
32 continuing south to 17th Street including the full right-of-ways of said road.
33 Section 3. Timeframe. The South Main (SOMA) Temporary Entertainment District shall be
34 designated as a Temporary Entertainment District upon the adoption of this resolution and shall expire after

1 11:00 PM on November 4,2023,and the City reserves the right to amend boundaries and hours of operation
2 at its sole discretion.
3 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
7 resolution.
8 Section 5. Repealer. All laws, ordinances and resolutions, or parts of the same, including but not
9 limited to Little Rock,Ark.Ordinance No.21,761 (July 23,2019),Little Rock,Ark.,Resolution No. 15,465
10 (June 15, 2022) and Little Rock, Ark., Resolution No. 15,953 (April 11, 2023) that are inconsistent with
11 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
