ORDINANCE NO. 4 22,215 (DECEMBER 20, 2022), TO ADJUST THE FISCAL YEAR 2023 5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE 6 ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND,VEHICLE 7 STORAGE FUND AND WASTE DISPOSAL FUND; TO DECLARE AN 8 EMERGENCY; AND FOR OTHER PURPOSES. 9 10 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas, in Little 11 Rock,Ark.,Ordinance No. 22,215 (December 20,2022);and, 12 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General 13 Fund, Street Fund, Vehicle Storage Fund, Waste Disposal Fund and Parking Garage Fund, and where 14 necessary to authorize the increase or decrease in the Fiscal Year 2023 line items for these and other matters; 15 and, 16 WHEREAS, the Mayor, City Manager, and the Chief Financial Officer, in compliance with City 17 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the 18 Board of Directors for approval. 19 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 20 OF LITTLE ROCK,ARKANSAS: 21 Section 1. General Fund. Section 5 of Little Rock,Ark.,Ordinance No.22,215(December 20,2022) 22 is hereby amended to reflect an increase in the General Fund Operating Resources amount of Six Million, 23 Nine Hundred Forty-One Thousand, Eight Hundred Seventy-Six Dollars($6,941,876.00)to Two Hundred 24 Forty-Seven Million, Six Hundred Eighty-Nine Thousand, One Hundred Fifty-Two Dollars 25 ($247,689,152.00),and to increase the operating budgets for General Fund Departments by Three Million, 26 Four Hundred Eighty Thousand, Three Hundred Fifty-Seven Dollars ($3,480,357.00) to Two Hundred 27 Forty-Four Million, Two Hundred Twenty-Seven Thousand, Six Hundred Thirty-Three Dollars 28 ($244,227,633.00). 29 Section 2. Street Fund. Section 5 of Little Rock, Ark., Ordinance No. 22,215 (December 20, 2022) 30 is hereby amended to reflect a decrease in Street Fund Operating Resources of Four Hundred Seventy-Four 31 Thousand, Four Hundred Ninety-Six Dollars($474,496.00)to Twenty-Five Million, Four Hundred Thirty- 32 Five Thousand, Two Hundred One Dollars ($25,435,201.00), and to increase the operating budgets for 33 Street Fund Departments by One Hundred Seventy-Six Thousand, Nine Hundred Five Dollars 'Page I of 21 1 ($176,905.00)to Twenty-Four Million, Six Hundred Eighty Thousand, Six Hundred Eighty-Four Dollars 2 ($24,680,684.00). 3 Section 3. Vehicle Storage Fund. Section 5 of Little Rock, Ark., Ordinance No. 22,215 (December 4 20, 2022), is hereby amended to reflect an increase in the Vehicle Storage Fund Operating Resources of 5 One Hundred Forty-Seven Thousand Two Hundred Thirty-Eight Dollars ($147,238.00) to Two Million, 6 Forty-Three Thousand, Eight Hundred Twenty-Three Dollars($2,043,823.00). 7 Section 4. Waste Disposal Fund. Section 5 of Little Rock, Ark., Ordinance No. 22,215 (December 8 20,2022), is hereby amended to reflect an decrease in the Waste Disposal Fund Operating Resources Ten 9 Thousand, Twenty Dollars ($10,020.00) to Twenty-Five Million, Four Hundred Seventy-Five Thousand, 10 Eighty Dollars($25,475,080.00). 11 Section 5. Records. The Chief Financial Officer is directed to maintain appropriate records which 12 provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials 13 provided to the Board of Directors on October 10,2023. 14 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 15 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 16 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 17 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 18 ordinance. 19 Section 7. Repealer. All laws, ordinances, resolutions, including but not limited to Little Rock,Ark. 20 Ordinance No.22,215 (December 20,2022),or parts of the same,that are inconsistent with the provisions 21 of this resolution,are hereby repealed to the extent of such inconsistency. 22 Section 9. Emergency Clause. The City's ability to properly maintain its budgets and to account for 23 its funds is essential to maintain the public health,safety, and welfare;an emergency is, therefore,declared 24 to exist and this ordinance shall be in full force and effect from and after the date of its passage. 25 PASSED: October 17,2023 26 AT " ST: APPROVED: 27 `1111128 2974'74.
