A. Public Works Issues:

B. Staff Analysis•
The R-2 zoned property located at 4714 Club Road is occupied
by a one-story (with basement), brick and frame, single-
family home and a two-story accessory building. The home
contains 3 bedrooms and is typical of homes in the
neighborhood. The upper level of the accessory structure
contains a large bedroom, bathroom, sauna, closets and a
kitchenette area. Due to the slope of the property, the
upper level of the accessory structure is at street grade,
the same level as the house. The applicant proposes to tie
the two structures together with an elevated hallway,
creating a larger, 4 bedroom house with the master bedroom

suite being somewhat separated from the main body of the
house. The accessory building, as it now exists, complies
with required side and rear yard setbacks for accessory
structures. Once it becomes part of the principal
structure, the setback requirements change and the newly
enlarged house will not conform to required side and rear
yard setbacks. The accessory structure has a side yard
setback of 3 feet and a rear yard setback of 12 feet. The
code requires side and rear yard setbacks of 7.5 feet and 25
feet respectively for principal structures on this lot.
Staff is supportive of the requested variances. Nothing
about the structure's relationship to the property lines
will change physically by virtue of tying the two structures
together. Making the two structures into one, large house
eliminates potential concerns about a questionable apartment
being located in the accessory building. With the exception
of a deck and hot tub, all proposed new construction will
conform to zoning regulations. The new deck and hot tub
will have a rear yard setback of 15 feet. They are to be
ground -level but, again due to the slope of the property,
the deck will more than likely exceed 12" above grade. An
undeveloped alley right-of-way and a drainage ditch are
located behind this property, providing adequate visual and
physical separation from the property to the rear.
Staff does not believe the requested variances will have a
negative impact on neighboring properties.
C. Staff Recommendation:
Staff recommends approval of the requested side and rear
yard setback variances as filed.

filed.
